Kalumbi Shangula (born 8 August 1948) is a Namibian doctor and politician from the SWAPO Party. He has been minister of Health and Social Services since 19 December 2018.
Shangula was born as third of ten children on 8 August in Etilyasa in what is today Omusati Region. He completed matric at Ongwediva High School. His tertiary degrees are a diploma in public health from Harvard University and a MSc in medicine from University of London,an MD from Moscow,and an MBA from Maastricht. [1] [2]
After graduation Shangula worked as a medical officer,first as intern,then as health officer,superintendent,and regional health director. During the armed fight for Namibian independence Shangula rose to be chief of medical services at the People's Liberation Army of Namibia (PLAN). After independence he ran his own medical practice before taking up an academic career at the University of Namibia. His last position there was assistant pro-vice chancellor. [2]
Already a member of SWAPO [3] Shangula then entered into politics,becoming permanent secretary of the Ministry of Health and Ministry of Environment and Tourism. Until 2017,Shangula also served as managing director of SWAPO's own group Kalahari Holdings. [4] Shangula entered Parliament in December 2018 on an appointment by president Hage Geingob. He immediately assumed the position of minister of Health and Social Services,replacing Bernard Haufiku. [5] [6]
As health minister,Shangula led Namibia's COVID-19 response,ordering a travel ban and partial lockdown in March 2020. [7]
Shangula was married to the Namibian pathologist Elizabeth Hinananye Shangula from July 28,1981,until her death in 2008. [8]
Theo-Ben Gurirab was a Namibian politician who served in various senior government positions. He served as the second Prime Minister of Namibia from 28 August 2002 to 20 March 2005,following the demotion and subsequent resignation of Hage Geingob. Previously he was the country's first Minister of Foreign Affairs from 1990 to 2002 and was President of the United Nations General Assembly from 1999 to 2000. He was Speaker of the National Assembly of Namibia from 2005 to 2015,when he was replaced by Peter Katjavivi. Gurirab ultimately resigned from politics in 2015.
Hifikepunye Lucas Pohamba is a Namibian politician who served as the second president of Namibia from 21 March 2005 to 21 March 2015. He won the 2004 presidential election overwhelmingly as the candidate of SWAPOand was reelected in 2009. Pohamba was the president of SWAPO from 2007 until his retirement in 2015. He is a recipient of the Ibrahim Prize.
Hage Gottfried Geingob was a Namibian politician who served as the third president of Namibia and Commander-in-Chief of the Namibian Defence Force (NDF) from 2015 until his death in February 2024. Geingob was the first Prime Minister of Namibia from 1990 to 2002,and served as prime minister again from 2012 to 2015. Between 2008 and 2012 Geingob served as Minister of Trade and Industry. In November 2014,Geingob was elected president of Namibia by an overwhelming margin. In November 2017,Geingob became the third president of the ruling SWAPO Party after winning by a large margin at the party's sixth Congress. He served as the party's president until his death. In August 2018,Geingob began a one-year term as chairperson of the Southern African Development Community.
Libertina Inaviposa Amathila is a Namibian physician and politician. She was the Deputy-Prime Minister of Namibia from March 2005 to March 2010.
Jerry Lukiiko Ekandjo is a Namibian politician,former anti-apartheid activist and political prisoner. He is one of the founding members of the SWAPO Youth League and has been one of the most active internal leading members of the South West Africa People's Organization (SWAPO) during the liberation struggle. The Minister of Health and Social Services,Kalumbi Shangula,announced on 14 March 2020 that the virus had reached Namibia. A Romanian couple constituted the two first cases and recovered 79 days after their initial diagnosis.

Africa's first confirmed case of COVID-19 was announced in Egypt on 14 February 2020. Many preventive measures have been implemented in different countries in Africa,including travel restrictions,flight cancellations,event cancellations,school closures,and border closures. Other measures to contain and limit the spread of the virus has included curfews,lockdowns,and enforcing the wearing of face masks. The virus has spread throughout the continent. Lesotho,the last African sovereign state to have remained free of the virus,reported a case on 13 May 2020.
