The 1994 Winter Olympics, officially known as the XVII Olympic Winter Games and commonly known as Lillehammer '94, was an international winter multi-sport event held from 12 to 27 February 1994 in and around Lillehammer, Norway. Having lost the bid for the 1992 Winter Olympics to Albertville in France, Lillehammer was awarded the 1994 Winter Games on 15 September 1988, two days before the 1988 Summer Olympics opening ceremonies at the 94th IOC Session in Seoul, South Korea. Due to the calendar changes made in 1985, this was the only time that the Winter Olympics took place two years after the previous Winter Games, and the first to be held in a different year from the Summer Olympics. This was the second Olympic Games of any type hosted in Norway — the first being the 1952 Winter Olympics in Oslo — and the fourth Olympics overall to be held in a Nordic country, after the 1912 Summer Olympics in Stockholm, Sweden, and the 1952 Summer Olympics in Helsinki, Finland. Until 2022, Lillehammer is the northernmost city ever to host the Olympic Games and also the smallest. This was the last of three consecutive Olympics held in Europe, with Albertville and Barcelona in Spain hosting the 1992 Winter and Summer Games, respectively.

Venezuela sent a delegation to compete at the 2006 Winter Olympics in Turin, Italy from 10 to 26 February 2006. This was the third time Venezuela had competed at a Winter Olympic Games. The Venezuelan delegation consisted of one luge athlete, Werner Hoeger. He finished 32nd in his only event, the men's singles.
The United States Virgin Islands (USVI) sent a delegation to compete at the 2006 Winter Olympics in Turin, Italy from 10 to 26 February 2006. The only competitor sent by the USVI was Anne Abernathy, who broke her wrist in a practice run and was therefore unable to compete.
Chinese Taipei sent a delegation to compete at the 2006 Winter Olympics in Turin, Italy from 10–26 February 2006. Although the nation is known as Taiwan or the Republic of China, the International Olympic Committee mandates that the Chinese Taipei Olympic Committee flag and name is used, and not the flag of Taiwan, as per the Nagoya Resolution. This was Chinese Taipei's seventh time participating in the Winter Olympic Games. The Chinese Taipei delegation consisted of a single athlete, luger Ma Chih-hung. He finished 28th in the men's singles.
Julianne “Anne” Abernathy is a luge athlete from the United States Virgin Islands and is the oldest female athlete to compete in the Winter Olympics. The 2006 Winter Olympics were her sixth. Despite her age, she is a strong competitor with numerous international podium finishes, and she is consistently ranked in the top 20 world rankings. She is known within luge circles as "Grandma Luge." She is training for the 2024 Summer Olympics as an archer.
Armin Zöggeler OMRI is a retired Italian luger and double Olympic champion. He is one of the most successful men in the sport, nicknamed Il Cannibale, for his notable series of victories, or The Iceblood Champion, for his always cold, rational approach to the races. Fellow luger Tucker West described Zöggeler as the sport's equivalent of Michael Jordan.
Gerda Weissensteiner OMRI is an Italian luger and bobsleigh pilot who competed from the late 1980s to 2006. Competing in six Winter Olympics, she won the gold medal in the women's singles luge event at the 1994 Winter Olympics in Lillehammer, and together with Jennifer Isacco she won the bronze in Turin in the two-woman bobsleigh at the 2006 Winter Olympics. She was the first Italian sportsperson to win Olympic medals in two disciplines.
Mongolia sent a delegation to compete at the 1994 Winter Olympics in Lillehammer, Norway from 12–27 February 1994. The Mongolian delegation consisted of a single short track speed skater Batchuluuny Bat-Orgil. He competed in two events, where he finished the 500 metres event in 24th place and the 1000 metres competition in 29th position.
Bermuda sent a delegation to compete at the 2002 Winter Olympics in Salt Lake City, United States from 8–24 February 2002. This was Bermuda's fourth appearance at a Winter Olympic Games. The delegation consisted of a single competitor, luge racer Patrick Singleton. This was his second Olympics, and he finished his event in 37th place.

American Samoa sent a delegation to compete at the 1994 Winter Olympics in Lillehammer, Norway from 12–27 February 1994. This was the territory's first, and as of the conclusion of the 2018 Winter Olympics, only Winter Olympics they have competed in. The delegation consisted of two athletes, Faauuga Muagututia and Brad Kiltz, who competed in the two-man bobsleigh event where they finished 39th.
Lillehammer Olympic Bobsleigh and Luge Track is a bobsleigh, luge and skeleton track located at Hunderfossen in Lillehammer, Norway, 15 kilometers (9 mi) north of the town center of Lillehammer. It was completed in 1992 for the 1994 Winter Olympics, where it hosted the bobsleigh events and luge events. It has since also hosted the FIBT World Championships 1995 in skeleton and the FIL World Luge Championships 1995, and hosted 2016 Winter Youth Olympics.
The 2016 Winter Youth Olympics, officially known as the II Winter Youth Olympic Games, took place in and around Lillehammer, Norway, between 12 February and 21 February 2016. They were the fourth Youth Olympic Games and the second winter edition. Lillehammer was awarded the games on 7 December 2011 as the only candidate. The games reused venues from the 1994 Winter Olympics; this made Lillehammer the first city to host both regular and Youth Olympics. In addition to Lillehammer, sports were contested in Hamar, Gjøvik and Øyer.

Tonga sent a delegation to compete at the 2014 Winter Olympics in Sochi, Russia from 7–23 February 2014. This was the Pacific island nation's debut at the Winter Olympic Games. The Tongan delegation consisted of one luge athlete, Bruno Banani, who had changed his name in a marketing gimmick to match that of German brand Bruno Banani. In his event, the men's singles, he came in 32nd place out of 39 competitors.

The Women's singles luge competition at the 1994 Winter Olympics in Lillehammer was held on 15 and 16 February, at Lillehammer Olympic Bobsleigh and Luge Track.
The Doubles luge competition at the 1994 Winter Olympics in Lillehammer was held on 18 February, at Lillehammer Olympic Bobsleigh and Luge Track. Prior to these Games, the International Luge Federation changed the doubles from a men's event to an open event, allowing men and women to race together. However, no women competed in this event during these Games.
