The Lazio regional election of 2018 took place in Lazio, Italy, on 4 March 2018, [1] concurrently with the Italian general election and the Lombard regional election.

Lazio Region of Italy

Lazio is one of the 20 administrative regions of Italy. Situated in the central peninsular section of the country, it has almost 5.9 million inhabitants – making it the second most populated region of Italy – and its GDP of more than 170 billion euros per annum means that it has the nation's second largest regional economy. The capital of Lazio is Rome, which is also Italy's capital and the country's largest city.

The election was won by centre-left incumbent President Nicola Zingaretti, with just under 33% of votes, over the centre-right one Stefano Parisi, who gain 31%, and the Five Star Movement's candidate Roberta Lombardi with 27%. [2] [3]

Five Star Movement Italian political party

The Five Star Movement is a political party in Italy. The M5S was founded on 4 October 2009 by Beppe Grillo, a comedian and blogger, and Gianroberto Casaleggio, a web strategist. After Casaleggio's death in April 2016, Grillo appointed a directorate composed of five leading MPs, which lasted until the following October when he dissolved it and proclaimed himself the "political head" of the M5S. Grillo is also formally president of the association named the Five Star Movement; his nephew, Enrico Grillo, serves as vice president; and his accountant, Enrico Maria Nadasi, as secretary. Davide Casaleggio, Gianroberto's son, has an increasingly important albeit unofficial role.

Electoral system

The Regional Council is elected with a mixed system: 39 MPs are chosen with a form of proportional representation using a largest remainder method with open lists and a 5% threshold, while 11 MPs are elected with a block voting system with closed lists. One seat is for the elected President.

Proportional representation (PR) characterizes electoral systems in which divisions in an electorate are reflected proportionately in the elected body. If n% of the electorate support a particular political party, then roughly n% of seats will be won by that party. The essence of such systems is that all votes contribute to the result - not just a plurality, or a bare majority. The most prevalent forms of proportional representation all require the use of multiple-member voting districts, as it is not possible to fill a single seat in a proportional manner. In fact, the implementations of PR that achieve the highest levels of proportionality tend to include districts with large numbers of seats.

The largest remainder method is one way of allocating seats proportionally for representative assemblies with party list voting systems. It contrasts with various divisor methods.

Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list. Additionally, an open list system allows voters to select individuals rather than parties. Different systems give voter different amounts of influence. Voter's choice is usually called preference vote.

Aftermath

2018 motion of no confidence

On 1 December 2018, a motion of no confidence in the government of Nicola Zingaretti tabled by Centre-right coalition was defeated 22 to 26, with one no-vote of Forza Italia and a few absent.

The centre-right coalition is a political alliance of political parties in Italy, active—under several forms and names—since 1994, when Silvio Berlusconi entered politics and formed his Forza Italia party.
