Lillian Aber is a Ugandan politician and public administrator who serves as the women representative for Kitgum District in the eleventh Parliament of Uganda.

In 2024, Aber was appointed by President Yoweri Museveni as State Minister for Relief, Disaster Preparedness and Refugees Affairs in the office of the Prime Minister. [1] [2] [3]

Education

In 2016, Aber earned a bachelor's degree in Literature and Communication from Makerere University. [4] She also earned an Master of Business Administration of Oil and Gas from Uganda Christian University in 2018 and another master’s degree in Public Administration and Management from Makerere University in 2019. Aber was also awarded an Honorary PhD from Zoe Life Theological College in the United States of America . [5]

Career

Aber's involvement in politics began at Makerere University. As a freshman, she won the election to become Guild Representative Councillor (GRC) of the School of Arts in the College of Humanities and Social Sciences. She was then appointed as a Guild Minister by the Guild President, Anna Ebaju Adeke that year. As a sophomore, she stood for the guild presidency on the Forum For Democratic Change party ticket, but lost to Bwowe Ivan, who later appointed her as Guild Vice President. [6]

While Guild Vice President, she made a bid for the presidency of the Uganda National Students Union (UNSA) [7] which she won in 2015, replacing Matanda Abubaker (the UNSA President from 2013 to 2014). [8] [9] Aber later moved from the Forum For Democratic Change party to the National Resistance Movement party [10] when standing for the position of Chairperson of the National Youth Council. She was elected to this position in November 2015, polling 119 votes ahead of George Abudul who polled 105 votes. [11] [5]

Aber is a senior presidential advisor on youth [12] and a UN youth delegate. [13] [14] Aber also is a former Commonwealth students association representative in charge of partnerships and advocacy. [5] In 2018, Aber joined the Uganda constitutional review team. [12] [15] In 2016 she had unsuccessfully stood for the East African Legislative Assembly(EALA). [16]

In January 2021, Aber won the women's representative seat for Kitgum District. [17] [18] In the 2021 general election, Aber won with 41,192 votes against Roselyn Alanyo Olobo of the Uganda People's Congress and Norah Odokorach, an independent candidate. [17] [19]

Personal Life

She is also the founder and director of Laber Foundation, a non-governmental charity organisation based in Kitgum.

Warren Kizza Besigye Kifefe, known as Colonel Dr. Kizza Besigye, is a Ugandan physician, politician, and former military officer of the Uganda People's Defence Force. He served as the president of the Forum for Democratic Change (FDC) political party and was an unsuccessful candidate in Uganda's 2001, 2006, 2011, and 2016 presidential elections, losing all of them to the incumbent, Yoweri Museveni, who has been president of Uganda since 26 January 1986. The results of the 2006 elections were contested in court, and the court found massive rigging and disenfranchisement. Besigye allowed an early internal FDC election for a successor president, which took place on 24 November 2012.

Makerere University is Uganda's largest and oldest institution of higher learning, first established as a technical school in 1922, and the oldest currently active university in East Africa. It became an independent national university in 1970. Speciosa Naigaga Wandira Kazibwe, is a Ugandan politician and first female vice president in Africa. She was the sixth vice president of Uganda from 1994 to 2003, making her the first woman in Africa to hold the position of vice-president of a sovereign nation. Gregory Mugisha Muntuyera, commonly referred to as Mugisha Muntu, is a Ugandan politician and retired military officer. He is the current president of the Alliance for National Transformation (ANT), a political party he founded in March 2019. He previously served as the President of the Forum for Democratic Change (FDC), an opposition political party, from 2012 to 2017. In September 2018, General Muntu parted ways with the FDC citing ideological differences with the new FDC leadership of Hon. Patrick Oboi Amuriat. The People Power, Our Power movement is a resistance pressure group in Uganda. It is led by Robert Kyagulanyi Ssentamu, also known as Bobi Wine, who is the MP for Kyadondo East constituency. The movement seeks to unite Ugandans on issues such as ending human rights abuse, corruption and redefining the rule of law, with a focus on young Ugandans. The movement was primarily sparked by civil unrest with Yoweri Museveni's extended presidency, after he announced plans to extend his third-longest tenure in Africa by seeking re-election in 2021.
