The Extraordinary and Plenipotentiary Ambassador of Peru to the Oriental Republic of Uruguay is the official representative of the Republic of Peru to the Oriental Republic of Uruguay. The Ambassador also acts as the representative of Peru to ALADI and Mercosur.
Both countries established relations in 1849, when Peru sent Consul José María Civils to Montevideo. Both countries have developed stable relations, although it was only in 1922 that the first legal instrument between both nations was successfully signed. [1]

Oswaldo de Rivero is Peruvian diplomat serving as the Ambassador to the United States. He served as Permanent Representative of Peru to the United Nations in New York City, and had previously held the post as Peru's ambassador to the World Trade Organization. Previously in his career, he held posts in London and Moscow, and Geneva. He studied law at the Universidad Católica in Lima and later earned a master's degree in international relations from Peru's Academia Diplomática. He carried out Postgraduate studies at the Graduate Institute of International Studies, Geneva. He has authored books on international development, which have been translated into several languages.
Relations between the People's Republic of China and the Oriental Republic of Uruguay were first established in 1988. Relations were defined as “friendly and cooperative” by the Chinese government. The bilateral relation was promoted to a strategic partnership in 2016.
Peru–Uruguay relations are the diplomatic relations between the Republic of Peru and the Oriental Republic of Uruguay. Both nations are members of the Cairns Group, Community of Latin American and Caribbean States, Group of 77, Latin American Integration Association, Organization of American States, Organization of Ibero-American States and the United Nations.
China–Peru relations are foreign relations between the People's Republic of China and the Republic of Peru. Peru is the first Latin American country that China established formal ties with, which was done by the Qing dynasty in August 1875. Both nations are members of the Asia-Pacific Economic Cooperation and the United Nations.
Panama – Uruguay relations are bilateral relations between Panama and Uruguay. Both countries are members of the Organization of American States.
