The Eighth Route Army, officially known as the 18th Group Army of the National Revolutionary Army of the Republic of China, was a group army under the command of the Chinese Communist Party, nominally within the structure of the Chinese military headed by the Chinese Nationalist Party during the Second Sino-Japanese War.

He has been a lifelong diplomat, having served in the embassy to the Soviet Union, before returning to China in 1999 to serve as the deputy head of the department of European and Asian Affairs at the Ministry of Foreign Affairs. He returned to Russia in 2002. He was promoted to European and Asian Affairs department chief in 2004, in 2006 he was posted to the Embassy of China, Kiev as ambassador in the Ukraine. He was transferred to Kazakhstan as ambassador in 2010.

Wu Xiuquan was a Chinese Communist revolutionary, military officer, and diplomat. He studied in the Soviet Union, enlisted in the Chinese Red Army, and participated in the Long March. After the founding of the People's Republic of China, he served as Vice Minister of Foreign Affairs, China's first ambassador to Yugoslavia, and Vice Minister of the International Liaison Department of the Communist Party of China. After being imprisoned for eight years during the Cultural Revolution, Wu was appointed Deputy Chief of the People's Liberation Army General Staff Department in 1975 and later served as vice president of the special court that tried and convicted the Gang of Four and the Lin Biao clique of numerous crimes during the Cultural Revolution.
