He was born on 21 August 1957 at Jelebu, Negeri Sembilan. He is fifth out of six siblings.
He got his education at Maktab Perguruan Raja Melewar, Seremban, Negeri Sembilan. Then, he further his education at Open University Malaysia (OUM).
He is former teacher and former education officer at Pejabat Pendidikan Daerah Jelebu (Jelebu District Education Office).

Negeri Sembilan, historically spelled as Negri Sembilan, is a state in Malaysia which lies on the western coast of Peninsular Malaysia. It borders Selangor on the north, Pahang in the east, and Malacca and Johor to the south.

Tunku Dato' Seri Utama Naquiyuddin ibni Almarhum Tuanku Ja'afar is the eldest son of Tuanku Jaafar ibni Almarhum Tuanku Abdul Rahman, the Yang di-Pertuan Besar of Negeri Sembilan, who was also a former Yang di-Pertuan Agong (King) of Malaysia.
