Manka Dhingra (born 1973 or 1974) [1] [2] is an Indian-born American attorney and politician who is a Washington State senator. A member of the Democratic Party,she was elected to represent the 45th legislative district,on Seattle's Eastside in King County,during a 2017 special election. [3] Dhingra is the first Sikh elected to any state legislature in the United States. [4]
Dhingra,an Indian immigrant,founded the woman's advocacy organization API Chaya in 1996,and later worked under several elected officials at the state level. She joined the King County Prosecuting Attorney's office in 2000 and has led the department's expanding mental health and veterans courts.
Dhingra was born in Bhopal,India to a Sikh family;her father worked for Union Carbide and her mother was a schoolteacher. After her father died of colon cancer,Dhingra moved to California with her mother at the age of 13, [2] joining her relatives. [5] She graduated from the University of California,Berkeley,earning a Bachelor of Arts in history and political science in 1995, [2] before moving with her husband Harjit Singh to Redmond,Washington. [5]
Dhingra founded Chaya,a non-profit organization to combat domestic violence against South Asian women,in 1996. [6] She would later work in the offices of state Supreme Court justice Barbara Madsen and the Attorney General Christine Gregoire,while earning a degree from the University of Washington School of Law in 1999. [5] [6] Dhingra joined the King County Prosecuting Attorney's office in 2000 and served as a Senior Deputy Prosecuting Attorney for King County;she was last in that role in 2021. [7] Her work in the office's mental health court and the King County District Court Regional Veterans Court earned membership in various mental health and anti-hate crime advocacy organizations. Dhingra identified herself as a nonpartisan prior to the 2016 presidential election. A few months after attending her first Democratic meeting, [8] she declared her candidacy for the special election created by the death of Republican Andy Hill. [1] [9] Dhingra defeated Jinyoung Englund,the Republican nominee,on November 7,2017,with 55% of the votes. Dhingra's election overturned the Republican coalition majority in the Washington State Senate,giving the Washington Democratic Party complete control over the state's government for the first time since 2012. [10] [11] She was sworn in on November 29 and became the first Sikh woman to enter a state legislature. [4] [12] Dhingra was named as the deputy majority leader in the Senate and assigned as the chair of the Behavioral Health Subcommittee. [13] She retained the 45th district seat by being re-elected in 2018 [14] and 2022. [15]
She ran in the 2024 Washington Attorney General election to become Attorney General of Washington,as the position was being vacated by Bob Ferguson,who successfully ran for Washington State Governor. [16] Dhingra came third in the top-two primary,and the election was ultimately won by Nicholas W. Brown. [17]
Dhingra met her husband,Harjit Singh,while at the University of California,Berkeley. [5] Singh works for SpaceX in Redmond. [18] The couple have two children. [2]

American Sikhs form the country's sixth-largest religious group. While the U.S. Census does not ask about religion,70,697 Americans declared Sikh as their ethnicity in the 2020 census. The U.S. Census Bureau cites the 2008 American Religious Identification Survey's estimate of the adult Sikh American population at 78,000. The Pew Research Center estimated the Sikh American adult population to be 140,000 and the total population at 200,000 in 2012 while the World Religion Database at Boston University estimated the American Sikh population to be at 280,000 in 2012. Sikh organizations like the Sikh Coalition and American Sikh Congressional Caucus estimate the Sikh American population to be as high as 1,000,000,but do not provide any sources for these figures;500,000 nevertheless remains the most cited Sikh American population size. With 1% of Asian Americans being Sikh,and 90.7% of Sikh Americans being Asian American,the American Sikh population can be estimated at around 200,000–300,000 in 2021. The largest Sikh populations in the U.S. are found in California (52%),New York (11%),and Washington (6%).

The Majority Coalition Caucus (MCC) was a caucus formed on December 10,2012,by all 23 Republican members of the Washington State Senate and two Democratic senators. Its membership constituted a majority of the chamber's 49 members,allowing it to take control of the Senate from the Democratic caucus whose members had previously formed a majority. The MCC,operating much like a coalition government,offered an equal number of committee leadership positions to Republicans and Democrats. Senate Democrats accepted only three of the nine positions offered them. The Republicans strengthened their position by gaining one seat in the 2013 election,but lost its majority following a special election in November 2017. The coalition has 23 Republicans and one self-identified Democratic senator,Tim Sheldon. On November 15,2017,the Majority Coalition Caucus returned to being the state Senate Republican Caucus.

The 2017 United States elections were held,in large part,on Tuesday,November 7,2017. This off-year election featured gubernatorial elections in Virginia and New Jersey,as well as state legislative elections in both houses of the New Jersey Legislature and in the Virginia House of Delegates. The 2020 Washington gubernatorial election was held on November 3,2020. It followed a top-two primary held on August 4. Incumbent governor Jay Inslee,the Democratic candidate,defeated Loren Culp,the Republican candidate by a wide margin. Inslee,who was eligible to run for a third term due to the lack of gubernatorial term limits,initially launched a campaign for president of the United States in the 2020 election. When he dropped out of that race in August 2019 due to extremely low polling numbers,he announced he would seek a third term as governor. Several other Democratic political figures considered entering the race if Inslee did not run,including Washington Attorney General Bob Ferguson;no other major Democratic candidates entered the race. Republican Loren Culp,the police chief of Republic,Washington,placed second in the top-two primary and advanced to the general election alongside Inslee.
A special election was held on November 7,2017,to fill the vacant seat in the Washington State Senate representing the 45th district. The seat was left vacant after the death of incumbent Andy Hill in October 2016. Dino Rossi,a former candidate for U.S. Senate in 2010 and for governor in 2004 and 2008,was appointed to fill the seat until the election. He announced that he would not run for the seat. The election was then contested between Manka Dhingra of the Democratic Party and Jinyoung Lee Englund of the Republican Party,who advanced as the top two finishers in the August primary. Dhingra won the election by more than ten percent,giving the Democratic caucus a 25–24 majority for the 2018 session.

The King County District Court Regional Veterans Court is the veterans court component of King County District Court,Washington's largest court of limited jurisdiction,including the city of Seattle. The regional court was established in June 2012,and was intended to divert nonviolent veterans to mental health and drug treatment programs. By September 2014,the court had served over 50 veterans.

Incumbent City Attorney Pete Holmes sought reelection to a fourth term in office,but came third place in the officially nonpartisan August 3 primary election and failed to advance to the general election,with both Nicole Thomas-Kennedy and Ann Davison finishing ahead of Holmes in the primary. Davison defeated Thomas-Kennedy in the general election.
