Makhachkala, previously known as Petrovskoye (1844–1857) and Port-Petrovsk (1857–1921), or by the local Kumyk name of Anji, is the capital and largest city of Dagestan, Russia. The city is located on the Caspian Sea, covering an area of 468.13 square kilometres, with a population of over 623,254 residents, while the urban agglomeration covers over 3,712 square kilometres, with a population of roughly 1 million residents. Makhachkala is the fourth-largest city in the Caucasus, the largest city in the North Caucasus and the North Caucasian Federal District, as well as the third-largest city on the Caspian Sea. The city is extremely ethnically diverse, with a minor ethnic Russian population.
Kizlyar is a town in the Republic of Dagestan, Russia, located on the border with the Chechen Republic in the delta of the Terek River 221 kilometers (137 mi) northwest of Makhachkala, the capital of the republic. As of the 2010 Census, its population was 48,984.
Rutulians, Rutuls, also known as the Rutul people are a Northeast Caucasian ethnic group native to Dagestan and adjacent parts of Azerbaijan. According to the 2021 Russian census, there were 34,259 Rutuls in Russia. The Rutul language is a member of the Northeast Caucasian language family; its speakers often have a good command of Azeri and Russian. The Rutulian culture is close to that of the Tsakhur and other peoples who inhabit the basin of the upper reaches of the Samur River. Most of the Rutuls are engaged in cattle breeding, farming, and gardening.

The Khari Bulbul Music Festival is an international music festival held in Shusha and other cities of the Karabakh region. The festival was first held in 1989 to commemorate the 100th anniversary of the Azerbaijani khananda Seyid Shushinski, and it was held annually until 1992, when the city was captured during the First Nagorno-Karabakh War. The festival was reinstated in Shusha, the cultural capital of Azerbaijan, on 12 May 2022, when Azerbaijan regained control over the city during the 2020 Nagorno-Karabakh war.
