Mazlan bin Ismail was the Chief Operating Officer for Malaysian Communications and Multimedia Commission (MCMC). He retired from Vice President, Telekom Malaysia (TM) and took part in Malaysian politics and first appointed by the Ministry of Communications and Multimedia Malaysia to be an advisor to MCMC with specialised duties, [1] before appointed to his current post. He is known best to run in the 13th general election in Malaysia in Permatang Pauh, a parliament in the state of Penang. [2] [3] In the 2013 general election, he lost to PKR leader Anwar Ibrahim with a majority of 11,721 votes. Although defeated, he received an increase of nearly 10,000 votes (64%) to his party from the previous election held in 2008. [4] [5] Now, with his long experience in the telecommunications industry, especially during the tenure as Vice President National Network Operations (VPNNO) of TM, his current main task is to provide advice and guidance to the Malaysians Communications and Multimedia Commission in the planning and implementation of the government's Digital Nation Development, with the target in the suburbs, a key objective in achieving Vision 2020.
Mazlan Ismail was born in Kubang Ulu, Penanti, Bukit Mertajam (within the parliamentary constituent he contested) to Puan binti Hamid and Allahyarham Ismail bin Daud (better known as Pak Mail bas). Born in a poor family of whom both parents worked as rubber-tapers, while the father also drives school buses too in the morning, he was set to change the family's fate. He is known to the locals as Abang Lan Telekom, due to his occupation as a government servant while working in Jabatan Telekom (later privatised into Telekom Malaysia). Upon completion of his primary school locally, he continued his study in a boarding school, Sekolah Menengah Kebangsaan Sultan Abdul Halim in Jitra, Kedah (back then known as JENAN and now as SMSAH). Later, Mazlan went to University Technology Malaysia (UTM) in 1978 -1981 to study Diploma in Electronic Communications and furthered his first degree in University of Salford, United Kingdom in 1981 -1983. Mazlan then worked with Telekom Malaysia before being sponsored to further his study in master's degree in 1996, again in the United Kingdom in the University of Coventry specialising in Operational Telecommunication. In 2005 he received his doctorate degree (PhD) from the Business and Advance Technology Centre of University Technology Malaysia Kuala Lumpur. Further training includes training in Strategic Planning and Implementation of Telecommunication in Bell South Telecom, Florida, United States (1990), Training Innovation & Leadership in Motorola University, Schaumrbeg, United States (1995), Leadership Training in Madinah Institute of Leadership and Entrepreneurship, Madinah, Saudi Arabia (2012) and others.
Mazlan worked for 30 years as an engineer in Telekom Malaysia, holding various posts, from Assistant Manager in Butterworth, Penang to General Manager for Northern Region of Malaysia, and settled into senior management post as Vice President of National Network Operation (VP NNO), in-charge for technical network operation (transmission, data, switching & access networks) throughout Malaysia. The job scope was to be in-charge of around 320 executives, 7000 TM members and 5000 TM contractor members. He was also being appointed as a senior management TM's Group Leadership Team members chaired by TM's CEO. [6] [7]
Mazlan was appointed as Commanding Officer, ranked Lt Colonel of Rejimen Semboyan Pakar Diraja Telekom. [8] [9] Pakar Semboyan or Askar Wataniah Pakar Telekom with 700 Telekom Malaysia's staff reserves is responsible for the telecommunication service operation during times such as in DARURAT or declaration of emergency in Malaysia. One of the most notable issues raised and became a manifesto of Mazlan during the general election was the pledge to support the underserved, particularly the disability community in Malaysia.
Motivated by his own eldest child, who has been blind since birth and is an OKU (Orang Kelainan Upaya), Mazlan is determined to bring the disability community's voice into parliament if elected. A notable moment in the campaign was when his child prayed in public for Mazlan's victory in the election. [12] [13] Mazlan was quoted saying that having personal experience in raising a child with a disability has given him empathy and insight into the feelings and challenges faced by parents in similar situations. [14] He promised to adopt three existing rehabilitative centres in the constituency, located in Kampung Pertama, Seberang Jaya, and Kampung Tanah Liat.
In the aftermath of the Malaysia's 13th General Election where Mazlan lost to the incumbent Anwar Ibrahim, he took the chance of his reputation by establishing a religious study centre for the local community. [15] [16] With the objective to unite the people regardless of political ideology, and where everyone can come and study Al-Quran or hear religious sermons, Pusat Pengajian Darul Wehdah was set up in Simpang Tiga Kubang Ulu, aiming to hold programmes focusing on education, motivation, development issues and women. He criticized religious-schools that were used to incite hatred towards political enemies and these are detrimental to the people's unity. [17] The study centre has since organized various programmes especially the weekly sermons, Islamic event talks and others. The People's Justice Party ; often known simply as KEADILAN or PKR, is a reformist political party in Malaysia formed on 3 August 2003 through a merger of the party's predecessor, the National Justice Party, with the socialist Malaysian People's Party. The party's predecessor was founded by Wan Azizah Wan Ismail during the height of the Reformasi movement on 4 April 1999 after the arrest of her husband, former Deputy Prime Minister Anwar Ibrahim. The party is one of main partners of the Pakatan Harapan (PH) coalition.

She served as the 12th Deputy Prime Minister and Minister of Women, Family and Community Development in the PH administration under former Prime Minister Mahathir Mohamad from May 2018 to the collapse of the PH administration in February 2020, 1st President of the People's Justice Party (PKR) from April 1999 to November 2018, the 11th and 13th Leader of the Opposition from March 2008 to August 2008 and again from May 2015 to May 2018, MP for Pandan from May 2018 to November 2022, for Permatang Pauh from November 1999 to March 2008 and again from May 2015 to May 2018 as well as Member of the Selangor State Legislative Assembly (MLA) for Kajang from April 2014 to May 2018. She was the first female Deputy Prime Minister and Leader of the Opposition as well as the highest ever female political officeholder in the history of Malaysia. She joined politics and held a number of political offices on behalf of her husband Anwar to retain his political influence during his absence from politics due to a series of his sodomy trials and prison sentences that had prevented him from holding the offices. She most notably served as the 1st President of PKR from the party formation to officially handing over the party leadership to Anwar after his release from prison while Anwar served as the "de facto" leader during the period.
The Malaysian Communications and Multimedia Commission is a regulatory body whose key role is the regulation of the communications and multimedia industry based on the Malaysian Communications and Multimedia Commission Act 1998, the Communications and Multimedia Act 1998, and the Strategic Trade Act 2010. MCMC is similar to the National Telecommunications Commission (NTC) in the Philippines. Its role to implement and promote the Government's national policy objectives for the communications and multimedia sector. MCMC is also charged with overseeing the new regulatory framework for the converging telecommunications and broadcasting industries and online activities. In 2001, MCMC's role was expanded to include overseeing the postal service sector pursuant to the Postal Services Act 1991 and licensing of the Certification Authorities under the Digital Signature Act 1997.

Nurul Izzah binti Anwar is a Malaysian public servant with an extensive history of dedicated service as a legislator, activist, advocate and champion of social change. She also served as Co-chairperson of the Secretariat of the Special Advisory Body to the Minister of Finance (ACFIN) serving Tan Sri Hassan Marican since February 2023. She served as Senior Advisor to the Prime Minister on Economics and Finance briefly before Encik Nurhisham bin Hussein, former EPF Chief Economist, assumed the position in the PMO. She was the Member of Parliament (MP) for Permatang Pauh from May 2018 to November 2022 and for Lembah Pantai from March 2008 to May 2018. She is a member of the People's Justice Party (PKR), a component party of the Pakatan Harapan (PH) and formerly Pakatan Rakyat (PR) opposition coalitions. She has also served as the Vice President of PKR from November 2010 to her resignation in December 2018 and again since July 2022. She served on the Public Accounts Committee from 2018 to 2022 and was the KEADILAN Spokesperson for the Ministry of Women, Family, and Community Development. She was also an active member of the All-Party Parliamentary Group Malaysia for the Reform of All Places of Detention (APPGM). She also served as Chairperson of the Consideration of Bills Select Committee from December 2018 to July 2019. In July 2021, Nurul Izzah, in a collaboration with Prof. Fatimah Kari, published a new report on Multidimensional Poverty Index (MPI). This study calculated the varying dimensions of poverty experienced by 332 B40 households in Permatang Pauh. This index would go beyond economic factors and consider social, political, and environmental aspects to provide a comprehensive assessment. By including dimensions like women's empowerment and environmental sustainability, the index aims to promote a well-rounded approach to rebuilding after conflict, prioritizing the well-being of all individuals, especially women. Six months later, Mustapa Mohamed, former minister in the Prime Minister’s Department for Economic Affairs, revealed the government’s plan to revamp the national MPI methodology in response to the study. Mustapha Mohamed officially launched the report on October 2021.
A by-election was held for the Dewan Rakyat parliamentary seat of Permatang Pauh on 26 August 2008 with nomination day on 16 August 2008. The seat of Permatang Pauh in the Dewan Rakyat, fell vacant after the resignation of the incumbent, Datuk Seri Wan Azizah Wan Ismail, on 31 July 2008. Wan Azizah was the Leader of the Opposition as well as the President of the Parti Keadilan Rakyat (PKR), a component party of the opposition Pakatan Rakyat (PR) coalition. The by-election was contested by the PR candidate former Deputy Prime Minister Anwar Ibrahim. This election has been dubbed "the mother of all by-elections" by the media due to the potentially significant implication of the election as well as the high profile of Anwar Ibrahim.

The seat fell vacant after member of parliament Anwar Ibrahim was disqualified from holding his seat after being found guilty of sodomy in a highly controversial trial. Anwar Ibrahim was a member of the Parti Keadilan Rakyat and leader of the opposition alliance Pakatan Rakyat. In the 2013 general election, Anwar won the seat with a majority of 11,721 votes beating Mazlan Ismail of Barisan Nasional.

His victory in the election for the Permatang Pauh seat is one of the biggest upsets in the 2022 general election as it ended the 40-year long parliamentary service of the family of Prime Minister Anwar Ibrahim in the parliamentary area as he surprisingly defeated his daughter and defending MP Nurul Izzah Anwar in the election. As MP for Permatang Pauh, he was infamous for trying to prohibit the sale of alcohol to non-Muslims in Sunway Carnival Mall and for his seditious remarks in social media after that. Ustaz Muhammad Fawwaz Mohamad Jan also claimed at Parliament that low-income students have ‘big appetite’ and are resorting to sugar dating.
