The Metra Police Department was created to protect the eleven rail lines and 242 stations in metropolitan Chicago's commuter rail system, Metra. [2] The primary function of the Metra Police Department is to protect Metra passengers, employees, assets (trains and stations), enforce criminal laws, traffic laws and ordinances that directly or indirectly relate to the Metra system. Metra police officers are fully sworn officers just like the officers of any municipal police department, responsible for the safety and security of the Metra system in a six-county service area – Cook, Will, DuPage, Kane, McHenry and Lake counties.
In 1974, the Illinois State Legislature created the Regional Transportation Authority (RTA). When the RTA reorganized in 1983, Metra was created. This act empowers all the sub units of the RTA to establish and maintain police forces. The Metra Police Department was created at that time.
The RTA Act states that these police departments have the authority of municipal police officers. The main focus of department is the six-county transit operation, however due to the great distances between rail lines, off-property arrests occur on a regular basis.
All Metra police officers are fully certified police officers. Because of the six counties of police operation, tickets and criminal complaints are booked into many different courts. As a general rule, court cases are assigned in the nearest court, in the county of arrest.
Safety is an important part of this function, and preventing accidents and injuries are a focus of the department. Many times enforcing traffic laws around Metra stations and crossings is intended to increase awareness and citizen compliance.
Metra Police work in cooperation with local authorities to reduce or attempt to prevent hazardous conditions or blatant violations of the law which result in an unsafe condition. Metra Police routinely assist local, county and state agencies in non Metra related matters. The jurisdiction of the Metra Police extends well past the property owned or leased by Metra.
In 2008, the department began using a computer-aided dispatch system and new electronic report writing system.
In January 2014, an investigative report by the Chicago-based security consulting firm Hillard Heintze blasted the department as being "antiquated" [3] and beset with excessive overtime and staffing problems. The 114-page report sketched an alarming portrait of law enforcement standards on the Metra system. [4] It detailed myriad concerns about the agency's training, counter terrorism efforts and commitment to passenger safety. According to the report, the department averages less than one arrest per day.
In May 2014, Joseph Perez was appointed Chief of the Metra Police Department. [5] Perez was selected from a field of 12 candidates after 68 applied for the job.
After the September 11 attacks in 2001, the Metra Police Department increased its effort in anti-terrorism concerns. The Homeland Security Unit (formally Special Operations Unit) concentrates on protecting passengers and Metra terminals throughout the system. Officers have been assigned to the Chicago Police Fusion Center (CPIC), and the Illinois State Police Statewide Terrorism Information Center (STIC). Metra Police officers regularly participate in the Chicago Police CAPS program. Metra Police regularly participate in Chicago Office of Emergency Communications (OEMC) planning meetings for large events.
On September 27, 2006, 28-year-old Jemetric Nicholson fatally shot 43-year-old Officer Thomas A. Cook while he was working a robbery prevention detail near the 147th Street station in Harvey, Illinois. Nicholson shot Cook as he was seated in his patrol car. Nicholson was sentenced to life in prison on March 31, 2016, for Officer Cook's murder. [6] [7]
Metra is the primary commuter rail system in the Chicago metropolitan area serving the city of Chicago and its surrounding suburbs via the Union Pacific Railroad, BNSF Railway, and other railroads. The system operates 243 stations on 11 rail lines. It is the fourth busiest commuter rail system in the United States by ridership and the largest and busiest commuter rail system outside the New York City metropolitan area. In 2023, the system had a ridership of 31,894,900, or about 147,800 per weekday as of the first quarter of 2024. The estimated busiest day for Metra ridership occurred on November 4, 2016—the day of the Chicago Cubs 2016 World Series victory rally.
Railroad police or railway police are people responsible for the protection of railroad properties, facilities, revenue, equipment, and personnel, as well as carried passengers and cargo. Railroad police may also patrol public rail transit systems.
Transit police are specialized police agencies employed either by a common carrier, such as a transit district, railway, railroad, bus line, or another mass transit provider or municipality, county, district, or state.
Richard Buell Ogilvie was an American attorney and law enforcement officer who served as the 35th governor of Illinois from 1969 to 1973. A wounded combat veteran of World War II, he became known as the mafia-fighting sheriff of Cook County, Illinois, in the 1960s before becoming governor.
The BART Police (BARTPD), officially the Bay Area Rapid Transit Police Department, is the transit police agency of the BART rail system in the U.S. state of California. The department has approximately three hundred police personnel, including over two hundred sworn peace officers. The chief, Kevin Franklin commands the agency's law enforcement, parking, and community relations services. BART Police participates in a mutual aid agreement with other Bay Area law enforcement agencies. In 2011 and 2012 the department came under national scrutiny due to several officers involved in fatalities of the rail system's patrons.
The BNSF Line is a Metra commuter rail line operated by the BNSF Railway in Chicago and its western suburbs, running from Chicago Union Station to Aurora, Illinois through the Chicago Subdivision. In 2010, the BNSF Line continued to have the highest weekday ridership of the 11 Metra lines. While Metra does not refer to its lines by particular colors, the BNSF line's color on Metra timetables is "Cascade Green," in honor of the Burlington Northern Railroad.
The Milwaukee District North Line (MD-N) is a Metra commuter rail line in Chicago, Illinois and its northern suburbs, running from Union Station to Fox Lake. Although Metra does not refer to any of its lines by color, the timetable accents for the Milwaukee District North line are pale "Hiawatha Orange" in honor of the Milwaukee Road's Hiawatha passenger trains.
The SouthWest Service (SWS) is a Metra commuter rail line, running southwest from Union Station in downtown Chicago, Illinois, to Manhattan, Illinois. Metra does not refer to its lines by color, but the timetable accents for the SouthWest Service line are "Banner Blue," for the Wabash Railroad's Banner Blue passenger train. The trackage is owned by Metra north of a junction with the Belt Railway of Chicago at Loomis Boulevard, and is leased from Norfolk Southern Railway south of the junction.
The Rock Island District (RI) is a Metra commuter rail line from Chicago, Illinois, southwest to Joliet. Metra does not refer to its lines by color, but the timetable accents for the Rock Island District line are "Rocket Red" in honor of the Chicago, Rock Island and Pacific Railroad's Rocket passenger trains.
The Metra Electric District is an electrified commuter rail line owned and operated by Metra which connects Millennium Station, in downtown Chicago, with the city's southern suburbs. As of 2018, it is the fifth busiest of Metra's 11 lines, after the BNSF, UP-NW, UP-N, and UP-W Lines with nearly 7.7 million annual riders. While Metra does not explicitly refer to any of its lines by color, the timetable accents for the Metra Electric District are printed in bright "Panama orange" to reflect the line's origins with the Illinois Central Railroad (IC) and its Panama Limited passenger train. Apart from the spots where its tracks run parallel to other main lines, it is the only Metra line running entirely on dedicated passenger tracks, with no freight trains operating anywhere on the actual route itself. The line is the only one in the Metra system with more than one station in Downtown Chicago, the only line with no stations in fare zone 4, and also has the highest number of stations (49) of any Metra line.
The Regional Transportation Authority (RTA) is the financial and oversight body for the three transit agencies in northeastern Illinois; the Chicago Transit Authority (CTA), Metra, and Pace, which are called Service Boards in the RTA Act. RTA serves Cook, DuPage, Kane, Lake, McHenry and Will counties.
Halsted station is an "L" station on the CTA Orange Line, located near the intersection of Halsted Street and Archer Avenue in the Bridgeport neighborhood of Chicago. The station opened in 1993 as part of the extension to Midway Airport. A previous railroad station just to the east opened in 1902 and served the Metra Heritage Corridor until 1984.
The Amtrak Police Department (APD) is a federal railroad police department of Amtrak, the government-owned passenger train system in the United States. It is headquartered at Union Station in Washington, D.C., and as of 2023 has a force of 431 sworn police officers, most of whom are stationed within the Northeast Corridor, Amtrak's busiest route.
Kenosha is a railroad station in Kenosha, Wisconsin, served by Metra's Union Pacific North Line. It is the northern terminus of the line, which runs south to the Ogilvie Transportation Center in Chicago. Kenosha is the only Metra station outside of Illinois, and is 51.6 miles (83.0 km) from Ogilvie Transportation Center. Because it is located outside the RTA's jurisdiction, the service to the station is partially subsidized by the city of Kenosha. It is the northernmost station of the entire Metra system, making it the most northern station in the entire RTA network. As of 2018, Kenosha is the 135th busiest of Metra's 236 non-downtown stations, with an average of 345 weekday boardings.
The New Jersey Transit Police Department (NJTPD) is a transit police agency of the New Jersey Transit Corporation in the state of New Jersey. As provided by NJS Title 27:25-15.1, New Jersey Transit Police Officers have "general authority, without limitation, to exercise police powers and duties, as provided by law for police officers and law enforcement officers, in all criminal and traffic matters at all times throughout the State and, in addition, to enforce such rules and regulations as the NJ Transit Corporation shall adopt and deem appropriate."
Airport police units are a security police agency assigned to perform law enforcement functions at airports. They provide a wide range of law enforcement duties and responsibilities including patrol, investigation, traffic flow management, and control and response to airport emergencies. Airport police provide enhanced safety to airport employees, and to passengers. Officers can be found at security gates, throughout the terminal area, and around the airport’s perimeter.
The Utah Transit Authority Police Public Safety Department is the law enforcement arm of the Utah Transit Authority (UTA) transit district in northern Utah, United States, with headquarters in Murray. UTA is a public transit district government agency made up of the participating municipalities, counties, and the State of Utah. The UTA Police Department is responsible for law enforcement services, crime investigations, crime prevention, and public safety throughout the light rail, commuter rail and bus transit systems, within the UTA transit district.
Special districts in Illinois are forms of local government that are responsible for a narrow set of responsibilities, as opposed to counties, townships, and municipal governments which have a wide range of responsibilities. School districts and community college boards are not usually considered special-purpose governments despite their narrow focus on education.
In the 1990s, the Regional Transportation Authority (RTA) planned to fund the construction of a personal rapid transit (PRT) system in Rosemont, Illinois. Raytheon had been contracted to build the system. The project was cancelled in October 1999. Rosemont had been selected in 1993 by the RTA be home to a demonstration PRT system. Five other municipalities in the suburban Chicago metropolitan area had submitted unsuccessful bids to be host to the PRT project. The system would have been the first-of-its-kind, utilizing smaller vehicles than the existing Morgantown Personal Rapid Transit. The project marked the first serious activity related to PRT construction since Morgantown Personal Rapid Transit.
