Michael Anthony Phelan APM , [1] a senior Australian law enforcement officer, is the Chief Executive Officer of the Australian Criminal Intelligence Commission and Director of the Australian Institute of Criminology since November 2017.
With a family history of policing in the former Commonwealth Police Force (now the AFP), with Victoria Police, and with Royal Marechaussee in The Netherlands, [2] Phelan studied initially at the Australian Federal Police College and then commenced his career with the Australian Federal Police in 1985. [3] Subsequent to being promoted to the rank of commander in 2002, he became assistant commissioner in 2004. In September 2007 Phelan was appointed as the Chief Police Officer of ACT Policing, aged 44 years. [3] He was then appointed to Deputy Commissioner for National Security at the Australian Federal Police. [3]
During his time with the AFP, Phelan was responsible for international operations and border security in relations to narcotics and people smuggling in 2005. [4] He was the officer who approved the transfer of information relating to the Bali Nine to Indonesian officials. [5]
Phelan graduated from the Melbourne Business School with a Masters of Business Administration and holds a BComm and a LL.B (Honours). [1]
Phelan's wife, Melinda Phelan, is a superintendent who works in the AFP’s Counter Terrorism unit. [2]

The Bali Nine were a group of nine Australians convicted for attempting to smuggle 8.3 kg (18 lb) of heroin out of Indonesia in April 2005. The heroin was valued at around A$4 million and was bound for Australia. Ringleaders Andrew Chan and Myuran Sukumaran were sentenced to death and executed on 29 April 2015. Six other members, Si Yi Chen, Michael Czugaj, Tan Duc Thanh Nguyen, Matthew Norman, Scott Rush and Martin Stephens, were sentenced to life imprisonment and another, Renae Lawrence, to a 20-year sentence but was released after the sentence was commuted in November 2018. The Indonesian authorities reported on 5 June 2018 that Tan Duc Thanh Nguyen had died of stomach cancer.
ACT Policing is the portfolio of the Australian Federal Police (AFP) responsible for providing policing services to the Australian Capital Territory (ACT). The Australian Capital Territory Police was an independent police force responsible for policing the ACT until 19 October 1979, when it was merged with the Commonwealth Police to form the AFP.
Andrew Charles Hughes was an Australian police officer of the Australian Federal Police (AFP) who served as the Chief Police Officer (CPO) for the Australian Capital Territory (ACT) and the Head of the United Nations Police Division. The CPO position is similar to the role of Australian Commissioners of Police, that is, the chief executive of the ACT Policing component of the AFP. ACT Policing forms one of the larger operating components of Australia's national policing agency, the Australian Federal Police. He was also Commissioner of Police in Fiji from 2003 to 2006. Michael William Czugaj is an Australian former glazier from Oxley, a suburb of Brisbane, Queensland, was convicted in Indonesia for drug trafficking of heroin as a member of the Bali Nine. In 2005, Czugaj was arrested at Ngurah Rai International Airport in Denpasar with 1.75 kg (3.9 lb) of heroin concealed on his body. After a criminal trial on 14 February 2006 Czugaj was sentenced to life imprisonment. His life sentence was reduced to a term of 20 years on appeal on 26 April 2006, but reinstated five months later.
Tan Duc Thanh Nguyen was a Vietnamese–Australian citizen. He was convicted in Indonesia for drug trafficking as a member of the Bali Nine. In 2005, Nguyen was arrested in a room at the Melasti Hotel in Kuta together with three others. Police uncovered 334 g (11.8 oz) of heroin in a suitcase in the room. After a criminal trial, on 15 February 2006 Nguyen was sentenced to life imprisonment. His appeal to the Indonesian Supreme Court to have the sentence reduced suffered a shock when the Supreme Court imposed the death penalty on 6 September 2006.

Simon James Overland is the former Chief Executive Officer at the City of Whittlesea and a former Chief Commissioner of Victoria Police in Australia. He previously worked with the Australian Federal Police and then with Victoria Police focusing on Melbourne's gangland wars. On 2 March 2009 he was named by the Premier, John Brumby, as Victoria Police Chief Commissioner. He resigned from this position on 16 June 2011 after intense public pressure from critics who questioned his performance. He was dismissed from the position in March 2018 after an investigation found that he had failed to comply with disclosure requirements regarding a relationship with a woman.
