John Michael Whelan (born 1960) is the General Secretary of the British trade union ASLEF. He became the 18th General Secretary of ASLEF in 2011.

Whelan was born in Paddington to Irish parents [1] and grew up in North West London. His mother worked in a sweet shop at Euston station and his father was a bricklayer. Whelan credited his father with politicising him, although both his parents had left-wing views: his father was a member of the Socialist Workers Party whilst he described his mother's beliefs as "hard Labour". He passed his eleven-plus and attended London Oratory School: he planned to attend university after leaving school, however he entered employment instead after his father suffered injuries from a fall from some scaffolding and was unable to continue working. He began working in the rail industry in 1984, becoming a train driver. Previously he had been a bank clerk.
Whelan was elected General Secretary of ASLEF on 11 October 2011, [2] when he received 3683 votes compared to 3458 for Simon Weller. Previously he had been Midlands District Organiser (ASLEF District 6) for the union. In the first ballot on 19 September 2011 he received 3,284 votes, against 3,115 for Simon Weller. [3] He became General Secretary on 5 December 2011. [4]
He is also Editor of Aslef Journal (a nominal position for the General Secretary), published by TU ink.
Whelan supports Brexit as he believes that "the EU has become a rich man’s club which offers plenty for the boss class – but very little for the ordinary hard-working men and women trying to earn a living". [5]
Whelan is a prominent supporter of the Ukraine Solidarity Campaign and highlighted this when rejecting claims by a UK government minister that ASLEF was failing to show solidarity with Ukrainians by striking during Eurovision 2023, which was hosted by the UK on behalf of Ukraine. [6]
Whelan is a supporter of Chelsea football club. [7]
He is married to Lorraine Phelan MBE, the Chief Biomedical Scientist for special haematology at St Mary's Hospital, London. [8] They live at a house in Wembley [9] and have two boys including a son born in 1995.

The 2022–2024 United Kingdom railway strikes are an industrial dispute in the United Kingdom (UK). The UK has seen its largest incidence of industrial action since 1989, beginning in the second Johnson ministry and continuing through the Truss ministry and Sunak ministry. The railway strikes commenced on 21 June 2022 after members of the National Union of Rail, Maritime and Transport Workers (RMT) walked out over wages, planned changes to working practices – involving the removal of guards from trains, the reduction in the number of open ticket offices, and an increase in the age at which people could claim the young persons and senior citizen card – and the threat of redundancies. The disputes in Scotland and Wales were resolved by the RMT in December 2022, and by ASLEF in May 2023. In much of England the RMT dispute was resolved in November 2023. As of January 2024, the RMT dispute remains active in London, while the ASLEF dispute is active across all of England.
The Conduct of Employment Agencies and Employment Businesses (Amendment) Regulations 2022 is a statutory instrument of the Parliament of the United Kingdom. The regulations removed Regulation 7 of the Conduct of Employment Agencies and Employment Businesses Regulations 2003, which prevented employment agencies from supplying agency workers to employers to replace workers taking part in official industrial action. The regulations were struck down in a High Court case in July 2023, and will be quashed from 10 August 2023.
