Moni Swapan Dewan (born 18 May 1954) alias Major Rajesh is a Bangladesh Nationalist Party politician,ethnic Chakma,and a former member of parliament from the Chittagong Hill Tracts. [3] [4] He is also the former deputy minister for Hill Tracts Affairs. [5]
He started his career as a guerilla leader for the Shanti Bahini,the armed wing of the Parbatya Chattagram Jana Samhati Samiti. [6] [7] [8]
Moni Swapan was a member of the Shanti Bahini during the Chittagong Hill Tracts conflict and was known as Major Rajesh. [6] He is accused of committing a massacre of settler Bengalis in the Rangamati district in 1984. [7] [6] Dewan denies the charges. [7]
Dewan was elected to parliament from Rangamati constituency as a candidate of the Bangladesh Nationalist Party beating the former member of parliament Dipankar Talukder of the Awami League. [9] [10]
Dewan was appointed the deputy minister of Chittagong Hill Tracts Affairs in the 2001 to 2006 Bangladesh Nationalist Party government. [11] In 2003,he threatened to resign from the government alleging he was being ignored,there was corruption,and issues in the Chittagong Hill Tracts were not being resolved. [12] In 2004,the government restricted the usage of ministry funds by him to 25 percent of the allocated fund. [13] He called for the recognition of ethnic minority in the constitution of Bangladesh in 2006. [8] He tried to introduce bus services in his constituency but failed due to opposition from the Rangamati District Auto-rickshaw Sramik Union. [14] He inaugurated a solar power plant in Rangamati in 2006. [15] As member of parliament he received a plot of land in Dhaka from RAJUK. [16]
In November 2006,Dewan left the Bangladesh Nationalist Party to join the Liberal Democratic Party. [17]
The Chittagong Hill Tracts,often shortened to simply the Hill Tracts and abbreviated to CHT,are a group of districts within the Chittagong Division in southeastern Bangladesh,bordering India and Myanmar (Burma) in the east. Covering 13,295 square kilometres (5,133 sq mi),they formed a single district until 1984,when they were divided into three districts:Khagrachhari,Rangamati,and Bandarban.
Munshi Abdur Rouf BS was a Lance Nayek in the 11th Wing of East Pakistan Rifles during the Bangladesh Liberation War. He enlisted in the East Pakistan Rifles on 8 May 1963,and was attached with a regular infantry unit during the War of Liberation. Rouf died on 8 April 1971 at Burighat in Chittagong Hill Tracts after causing extensive damage to the Pakistani Army with his machine gun and forcing them to retreat. He was buried at Naniarchor Upazila in Rangamati District.
The Chakma people or Changhma people,are an ethnic group from the eastern-most regions of the Indian subcontinent and Western Myanmar. They are the second largest ethnic group of the Chittagong Hill Tracts region of southeastern Bangladesh,and the largest in the Chakma Autonomous District Council of Mizoram,India. Significant Chakma populations are found in the northeast Indian states of Arunachal Pradesh,Tripura and Assam.
The Shanti Bahini was the armed wing of the Parbatya Chattagram Jana Samhati Samiti in Bangladesh. It is considered an insurgent group in Bangladesh. The Shanti Bahini was made out of mostly members from the Chakma tribe.
The Parbatya Chattagram Jana Samhati Samiti is a left wing political party formed to represent the people and indigenous tribes of the Chittagong Hill Tracts in Bangladesh. Since its inception in 1972,the PCJSS has fought for autonomy and the recognition of the ethnic identity and rights of the indigenous tribes of the Hill Tracts. Its military arm,the Shanti Bahini was used to fight government forces and Bengali settlers in the Hill Tracts. A peace accord was signed in 1997 led to the disarmament of the Shanti Bahini and enabled the PCJSS to return to mainstream politics.
Rangamati is the administrative headquarters of Rangamati District in the Chittagong Hill Tracts of Bangladesh. The town is located at 22°37'60N 92°12'0E and has an altitude of 14 metres (46 ft).
Kalpana Chakma was a human rights activist and feminist from Bangladesh who held the position of Organizing Secretary of the Hill Women's Federation. She and her two brothers were abducted on 12 June 1996 from her home at Lallyaghona village allegedly by the members of the Bangladesh Army. Kalpana Chakma is still missing. No one has been tried for her disappearance. She is presumed to have been killed after her abduction.
The Chittagong Hill Tracts Development Board is a government agency established in 1978 by the then President of Bangladesh Ziaur Rahman in response to the rise of the Shanti Bahini insurgency in the Chittagong Hill Tracts of Eastern Bangladesh. Whilst the PCJSS demands the full implementation of the 1997 Chittagong Hill Tracts Peace Accord,the PCJSS-MN Larma still demands autonomy for the Chittagong Hill Tracts. They are allegedly allied to the United People's Democratic Front (Democratic).
