The Moroccan Initiative was a New York City Police Department surveillance program that targeted Moroccan immigrants in New York City. The program began with help from the CIA under President George W. Bush after the 2003 Casablanca bombings and the 2004 Madrid train bombings that was linked to Moroccan terrorists. [1]
Casablanca, also known in Arabic as Dar al-Bayda is the largest city in Morocco and the country's economic and business center. Located on the Atlantic coast of the Chaouia plain in the central-western part of Morocco, the city has a population of about 3.71 million in the urban area, and over 4.27 million in the Greater Casablanca, making it the most populous city in the Maghreb region, and the eighth-largest in the Arab world.

Moroccan identity and culture is a mix of Arab, Berber, and European cultures. Its capital is Rabat, while its largest city is Casablanca.
The history of human habitation in Morocco spans since the Lower Paleolithic, with the earliest known being Jebel Irhoud. Much later Morocco was part of Iberomaurusian culture, including Taforalt. It dates from the establishment of Mauretania and other ancient Berber kingdoms, to the establishment of the Moroccan state by the Idrisid dynasty followed by other Islamic dynasties, through to the colonial and independence periods.
The Oklahoma City bombing was a domestic terrorist truck bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, United States, on April 19, 1995. It was the deadliest act of terrorism in U.S. history until the September 11 attacks in 2001 surpassed it. Ramzi Ahmed Yousef is a Pakistani convicted terrorist who was one of the main perpetrators of the 1993 World Trade Center bombing and the bombing of Philippine Airlines Flight 434; he was also a co-conspirator in the Bojinka plot. In 1995, he was arrested by the Pakistani Inter-Services Intelligence (ISI) and U.S. Diplomatic Security Service at a guest house in Islamabad, Pakistan, while trying to set a bomb in a doll, then extradited to the United States.
The 2003 Casablanca bombings were a series of suicide bombings on May 16, 2003, in Casablanca, Morocco. The attacks were the deadliest terrorist attacks in the country's history. Forty-five people were killed in the attacks. The suicide bombers came from the shanty towns of Sidi Moumen, a poor suburb of Casablanca. That same year, Adil Charkaoui, a Casablanca-based resident who was issued a Security Certificate in Montreal, Canada, was charged with supporting terrorism, and rumours allege he may have played a financial role in the bombings.

The 2004 Madrid train bombings were a series of coordinated, nearly simultaneous bombings against the Cercanías commuter train system of Madrid, Spain, on the morning of 11 March 2004—three days before Spain's general elections. The explosions killed 193 people and injured around 2,000. The bombings constituted the deadliest terrorist attack carried out in the history of Spain and the deadliest in Europe since 1988. The official investigation by the Spanish judiciary found that the attacks were directed by al-Qaeda, allegedly as a reaction to Spain's involvement in the 2003 US-led invasion of Iraq. Although they had no role in the planning or implementation, the Spanish miners who sold the explosives to the terrorists were also arrested.

Hassan Ghul, born Mustafa Hajji Muhammad Khan, was a Saudi-born Pakistani member of al-Qaeda who revealed the kunya of Osama Bin Laden's messenger, which eventually led to Operation Neptune Spear and the death of Osama Bin Laden. Ghul was an ethnic Pashtun whose family was from Waziristan. He was designated by the Al-Qaida and Taliban Sanctions Committee of the Security Council in 2012.
The insurgency in the Maghreb refers to the ongoing Islamist insurgency in the Maghreb region of North Africa that followed on from the end of the Algerian Civil War in 2002. The Algerian militant group Salafist Group for Preaching and Combat (GSPC) allied itself with al-Qaeda to eventually become al-Qaeda in the Islamic Maghreb (AQIM). The Algerian and other Maghreb governments fighting the militants have worked with the United States and the United Kingdom since 2007, when Operation Enduring Freedom – Trans Sahara began.
