The United States Office of Personnel Management (OPM) is an independent agency of the United States Federal Government that manages the US civilian service. The agency provides federal human resources policy, oversight and support, and tends to healthcare (FEHB) and life insurance (FEGLI) and retirement benefits for federal government employees, retirees and their dependents.
The Federal Employees Health Benefits (FEHB) Program is a system of "managed competition" through which employee health benefits are provided to civilian government employees and annuitants of the United States government. The government contributes 72% of the weighted average premium of all plans, not to exceed 75% of the premium for any one plan.
The Combined Federal Campaign (CFC) is the workplace giving program of the federal government of the United States. The program is authorized by executive order 12353 of March 23, 1982, and is overseen by the United States Office of Personnel Management (OPM). Issued by President Reagan, the order states that a CFC objective is "to lessen the burdens of government and of local communities in meeting needs of human health and welfare ..." In June 2015, the United States Office of Personnel Management (OPM) announced that it had been the target of a data breach targeting personnel records. Approximately 22.1 million records were affected, including records related to government employees, other people who had undergone background checks, and their friends and family. One of the largest breaches of government data in U.S. history, information that was obtained and exfiltrated in the breach included personally identifiable information such as Social Security numbers, as well as names, dates and places of birth, and addresses. State-sponsored hackers working on behalf of the Chinese government carried out the attack.

The Public Service Pay Centre is located in Miramichi, New Brunswick. It was first introduced in 2009 as part of Prime Minister Stephen Harper's Transformation of Pay Administration Initiative, intended to replace Canada's 40-year old system with a new, cost-saving "automated, off-the-shelf commercial system."
