The National Security and Intelligence Review Agency (NSIRA; French : Office de surveillance des activités en matière de sécurité nationale et de renseignement, OSSNR) is an independent government agency organized to review all national security and intelligence activities carried out by the Government of Canada. NSIRA was established in June 2019 to replace the Security Intelligence Review Committee, which was limited to reviewing the activities of the Canadian Security Intelligence Service (CSIS).
NSIRA ensures that Canada's national security agencies are complying with the law and that their actions are reasonable and necessary. [2] It has full and independent authority to determine what government activities it reviews, including ongoing national security and intelligence activities. [2]
The National Security and Intelligence Review Agency (NSIRA) Act was introduced to the House of Commons in June 2017 as part of an omnibus national security bill, the National Security Act, 2017 , and received Royal Assent on June 21, 2019. [3] The NSIRA Act closed gaps in the national security accountability framework first identified by Justice O'Connor in the 2006 report of the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar, and subsequently by many others. [4] Prior to NSIRA, only specific agencies had independent expert review bodies, and these bodies could not collaborate or share classified information. NSIRA, by contrast, is mandated to review all Government of Canada national security and intelligence activities in an integrated manner, without regard for the department or agency the activities fall under. [4] This model recognizes the increasingly interconnected nature of the government's national security and intelligence activities. [2] This includes, but is not limited to, the activities of the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE), the Royal Canadian Mounted Police (RCMP), the Canada Border Services Agency (CBSA), the Department of National Defence (DND), Global Affairs Canada (GAC), the Department of Justice, and others.
To fulfill its review mandate, NSIRA is entitled to receive all information held by federal entities that NSIRA deems relevant to its reviews, no matter how classified or sensitive. This includes information subject to a legal privilege. [4] NSIRA also hears public complaints regarding the activities of the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE), and the Royal Canadian Mounted Police (RCMP), as well as complaints regarding the Government of Canada security clearance process. [4]
NSIRA replaced the Security Intelligence Review Committee, which was limited to the review of CSIS. NSIRA also replaced the former Office of the CSE Commissioner (OCSEC), which reviewed the activities of the CSE. [4] In addition, NSIRA assumed responsibility for reviewing the national security and intelligence activities of the RCMP from the Civilian Review and Complaints Commission for the Royal Canadian Mounted Police. [4]
NSIRA provides its findings and recommendations to relevant Ministers through classified reports. It also produces an unclassified annual report to the Prime Minister who must table that report in Parliament. [2] NSIRA's first annual public report is to be tabled in Parliament in 2020. [4] The NSIRA may also report to Parliament more frequently should urgent or important matters arise. [4]
The National Security and Intelligence Committee of Parliamentarians (NSICOP) has a mandate to review the legislative, regulatory, policy, administrative and financial framework for national security and intelligence in Canada, as well as departmental activities related to national security and intelligence. [4] NSICOP reviews will tend to be more strategic than those of NSIRA, which undertakes detailed reviews of specific activities with a strong emphasis on legal compliance. In practice, the two review bodies will complement each other and provide Canadians with comprehensive and multi-faceted scrutiny of the Government's secret activities. [4] NSIRA and the NSICOP may exchange classified information, and are required by statute to cooperate in order to avoid unnecessary duplication of effort. [4]
NSIRA is led by a Chair and between three and six other Committee Members, appointed by the Prime Minister in consultation with Parliamentary leaders. [2] Each member of NSIRA is appointed to hold office for a term not exceeding five years and is eligible for reappointment to a second term. NSIRA is supported by a secretariat of approximately 100 national security and legal experts. [4]
On July 24, 2019, Prime Minister Justin Trudeau announced that former NDP MP Murray Rankin would be NSIRA's first Chair. [5] University of Ottawa law professor Craig Forcese and all four members of the defunct Security Intelligence Review Committee were also announced as Committee Members. [6]

The Communications Security Establishment, formerly called the Communications Security Establishment Canada (CSEC), is the Government of Canada's national cryptologic agency. It is responsible for foreign signals intelligence (SIGINT) and communications security (COMSEC), protecting federal government electronic information and communication networks, and is the technical authority for cyber security and information assurance.
The Canadian Security Intelligence Service is a foreign intelligence service and security agency of the federal government of Canada. It is responsible for gathering, processing, and analyzing national security information from around the world and conducting covert action within Canada and abroad. CSIS reports to the Minister of Public Safety, and is subject to review by the National Security and Intelligence Review Agency.

James Judd is a Canadian retired diplomat and senior civil servant. He served as the Director of the Canadian Security Intelligence Service (CSIS). He was appointed to the position by Liberal Prime Minister Paul Martin on November 29, 2004 and retired from the position on June 27, 2009, before the end of his term. The Royal Commission of Inquiry into Certain Activities of the RCMP, better known as the McDonald Commission, was a Royal Commission called by the Canadian government of Pierre Trudeau to investigate the Royal Canadian Mounted Police after a number of illegal activities by the RCMP Security Service came to light in the 1970s. The Commission, Judge David Cargill McDonald, was established on 6 July 1977 and issued its final report in 1981.
Integrated National Security Enforcement Teams are Canadian counterterrorist, counter-foreign interference, and counter-espionage units operating under the auspices of Public Safety Canada. These federal investigative teams were formed in 2002 in response to the September 11 attacks.
The Financial Transactions and Reports Analysis Centre of Canada is the national financial intelligence agency of Canada. FINTRAC was established in 2000 under the Proceeds of Crime Act to facilitate detection and investigation of money laundering, FINTRAC's mandate was expanded in December 2001 following amendments to the Proceeds of Crime Act to also disclose financial intelligence to other Canadian intelligence and law enforcement agencies with respect to suspected terrorist financing. FINTRAC's mandate was further expanded in 2006 under Bill C-25 to enhance the client identification, record-keeping and reporting measures, established a registration regime for money services businesses and foreign exchange dealers, and created new offences for not registering.
The Security of Information Act, formerly known as the Official Secrets Act, is an Act of the Parliament of Canada that addresses national security concerns, including threats of espionage by foreign powers and terrorist groups, and the intimidation or coercion of ethnocultural communities in and against Canada.
The decades following the Rebellions of 1837–1838 marked the start of intelligence services in Canada. Defeat in the failed uprising caused the restoration of colonial regimes and the reform of imperialism. As a result, informal intelligence services were formed to conduct certain activities. 1864 marked the formation of two secret police forces and the formal intelligence service in Canada. Created to protect the Canada–United States border, these organization were under the control of a Montreal police commander and political ally. In response to a number of raid and attacks connected with Irish nationalism, Prime Minister John A. Macdonald merged the two forces to form the Dominion Police (DP). The DP was subsequently merged with the North-West Mounted Police to form the Royal North-West Mounted Police in 1904 and the Royal Canadian Mounted Police (RCMP) in 1920.
Murray Rankin is a Canadian lawyer, politician and public law expert who serves as British Columbia's Minister of Indigenous Relations and Reconciliation. A member of the New Democratic Party, Rankin represents the riding of Oak Bay-Gordon Head in the Legislative Assembly of British Columbia. Rankin previously served as the federal Member of Parliament for Victoria from 2012 to 2019, with senior roles including Justice and Attorney General Critic, Health Critic, and NDP House Leader. From 2019 to 2020, Rankin was head of Canada's National Security and Intelligence Review Agency (NSIRA), overseeing all national security and intelligence activities carried out by the Government of Canada. Previously, he was a professor of law at the University of Victoria, where he taught environmental and administrative law.
The premiership of Justin Trudeau began on November 4, 2015, when the first Cabinet headed by Justin Trudeau was sworn in by Governor General David Johnston. The National Security and Intelligence Committee of Parliamentarians is a body composed of members of the House of Commons and Senate which reviews the activities of the Government of Canada's national security and intelligence agencies. The committee also performs strategic and systematic reviews of the legislative, regulatory, policy, expenditure and administrative frameworks under which national security activities are conducted.
The Edward Snowden revelation that the Communications Security Establishment (CSE), without a warrant, used free airport Wi-Fi service to gather the communications of all travellers using the service and to track them after they had left the airport sparked an ongoing unfounded concern about mass surveillance in Canada. It was reported but unverified that the number of Canadians affected by this surveillance is unknown apparently even to the Canadian Security Intelligence Service.

The National Security Act, 2017 is a Canadian statute enacted by the Parliament of Canada to reform the oversight of the National Security Agencies of Canada, including the Royal Canadian Mounted Police (RCMP), Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE). It also makes various adjustments to supporting legislation, including the National Defense Act, the Canadian Security Intelligence Service Act the Communications Security Establishment Act and the Criminal Code to support these new mechanisms.
The Royal Canadian Mounted Police (RCMP) is Canada's national police force established in 1920 after the Cabinet moved to have the Royal North-West Mounted Police absorb the Dominion Police. The RCMP's primary mandate is to maintain "peace and order," and Officers provide police services to all Canadian provinces, excluding Québec and Ontario, as well as to the three Canadian territories, and more than 180 municipalities and Indigenous communities.
Project Sidewinder is a declassified study conducted by a Canadian Security Intelligence Service (CSIS) and Royal Canadian Mounted Police (RCMP) joint task force. It controversially argues Chinese intelligence and Triads have been working together on intelligence operations in Canada. The report was headed by former Asia Pacific Chief, Michel Juneau Katsuya. He later collaborated with various US counterparts who were investigating the links between Organized Crime, the Chinese Communist Party and Chinese business tycoons. Dubbed the Unholy Trinity by the U.S. Department of Justice in a later named collaboration between 5 US agencies including the FBI, DEA, DIA, NSIA and CIA. Dubbed Dragon Lord, a summary of the report was uncovered by former military intelligence analyst Scott McGregor and Documentary Journalist Ina Mitchell and published in their book The Mosaic Effect in October 2023.
