The Nebraska State Guard (NSG) is the currently inactive state defense force of the state of Nebraska, which was activated during both World War II and the Vietnam War. As a state defense force, the NSG served on as a component of the organized militia of Nebraska, serving as reservists who trained periodically but could be called up during an emergency; however, unlike the Nebraska National Guard, the Nebraska State Guard could not be federalized or deployed outside the state. Rather, when the National Guard was deployed, the purpose of the State Guard was to assume the stateside duties of the National Guard.
Both the National Guard and the various state defense forces trace their roots to organized militia units which composed the majority of American military forces before the creation of the modern National Guard under the Militia Act of 1903. The first organized militia, the Nebraska Volunteers, was a division-sized unit of volunteers created by an act of the Nebraska Territorial Legislature in 1856. [1] Nebraska later created several multiple units during the American Civil War.
Following the American entrance into World War II and federalization of all National Guard units, numerous states created state defense forces in order to protect their territory against invasion, unrest, insurrection, and sabotage while their National Guard units were deployed. Nebraska created the Nebraska State Guard in 1942. [2] In April 1943, the Nebraska State Guard was deployed alongside federal Army soldiers and civilian volunteers to assist in protecting the Omaha Municipal Airport from floodwater during a flood of the Missouri River. [3] The Nebraska State Guard was disbanded in 1947, though the statutes authorizing it remained in effect. [4]
Due to the heightened chance of deployment for several National Guard units chosen to be a part of the Selected Reserve Force during the Vietnam War, Governor Norbert T. Tiemann reactivated Nebraska's state defense force in 1968 to replace the Nebraska National Guard. The Nebraska State Guard was organized at a cadre level, with plans to expand through four phases and ultimately reach a full strength of roughly 4,000 men; however, due to the repeal of the Selected Reserve Force program, the Vietnam-era State Guard never expanded beyond a cadre of approximately 220 officers and enlisted men, primarily veterans of World War II or the Vietnam War, organized across 35 units in 30 towns. The Nebraska State Guard was then disbanded in 1972. [4]
The Vietnam-era uniform for State Guardsmen, provided by the state, consisted of an army uniform with the federal patch replaced with a State Guard shoulder patch instead of the American flag, a pair of boots, and an “N.S.G.” brass insignia for the uniform's collar for officers. [4]
State defense forces are given a legal basis by the federal government under Title 32, Section 109 of the United States Code. [5] Currently, 23 states and the territory of Puerto Rico maintain active state defense forces. [6] Nebraska law also recognizes the Nebraska State Guard as a military entity which can be reactivated by the Governor of Nebraska whenever any part of the National Guard of the State of Nebraska is in active federal service, whenever the President of the United States declares a national emergency, or whenever an emergency is declared by the governor. [7] Therefore, the legal framework exists at both state and federal levels to reactivate the Nebraska State Guard in the future should these conditions be met.
The National Guard is a state-based military force that becomes part of the reserve components of the United States Army and the United States Air Force when activated for federal missions. It is a military reserve force composed of National Guard military members or units of each state and the territories of Guam, the Virgin Islands, Puerto Rico, and the District of Columbia, for a total of 54 separate organizations. It is officially created under Congress's Article 1 Section 8 ability to "raise and support armies". All members of the National Guard are also members of the organized militia of the United States as defined by 10 U.S.C. § 246. National Guard units are under the dual control of state governments and the federal government.
In the United States, state defense forces are military units that operate under the sole authority of a state government. State defense forces are authorized by state and federal law and are under the command of the governor of each state.
The Ohio Military Reserve (OHMR) is one of three separate volunteer organizations that make up the State Defense Force (SDF). The SDF shares some similarities with the OHARNG (OHMR) and US Navy (ONM) in rank and organization, but are not part of the Reserve Component nor affiliated with any Active Component organization. The Ohio Military Reserve as well as the other SDF organizations fall under the Adjutant General's Department for command and control purposes but are not members of the Ohio National Guard.
A naval militia is a reserve military organization administered under the authority of a state government in the United States. It is often composed of reservists of the Navy Reserve, Marine Corps Reserve, and Coast Guard Reserve, retirees and volunteers. They are distinguishable from the U.S. Coast Guard Auxiliary which is a federally chartered civilian volunteer component of the U.S. Coast Guard and falls under the command of the Commandant of the Coast Guard through the Chief Director of the Auxiliary, and the United States Maritime Service and United States Merchant Marine, both of which are federal maritime services.
The Ohio Naval Militia (Ohio Navy) is the naval militia of the State of Ohio. It is the naval arm of the State of Ohio's Adjutant General's Department, and is part of Ohio's military forces.
The Georgia State Defense Force is a professionally trained, volunteer component of the Georgia Department of Defense, serving in support of the national and state constitutions under direction of the governor and the adjutant general of Georgia. As a State Defense Force (SDF), the GSDF serves alongside the Georgia Army National Guard and the Georgia Air National Guard.
The Wisconsin State Defense Force (WSDF) is the currently inactive state defense force of the State of Wisconsin authorized by Wisconsin law. As a state defense force, the Wisconsin State Defense Force, alongside the Wisconsin National Guard, is organized under the Wisconsin Department of Military Affairs as a part of the military forces of Wisconsin. However, unlike the National Guard, the State Defense Force is a purely state-controlled organization and cannot be deployed outside the state of Wisconsin. When any part of the Wisconsin National Guard is called into service of the United States, the adjutant general may recruit volunteers to the WSDF to serve within the borders of Wisconsin.
The Massachusetts State Defense Force (MSDF) is the currently inactive state defense force of the Commonwealth of Massachusetts. It was inactivated in 2016 by Governor Charlie Baker. The purpose of the Massachusetts State Defense Force, when active, is to augment the Massachusetts National Guard during emergencies in the state, especially when some or all of the National Guard was deployed. The MSDF is an all-volunteer militia which reported to the State Adjutant General and was under the command of the Governor of Massachusetts. Members met for drills one weekend per month unless activated by the Governor during an emergency. The MSDF was headquartered at Milford, Massachusetts, in the same building as the Massachusetts National Guard. The director of the MSDF was appointed by The Adjutant General of Massachusetts (TAGMA). The Massachusetts State Defense Force is authorized by both the Constitution of Massachusetts and chapter 33 § 10 of the Massachusetts General Laws.
The Washington State Guard is the state defense force of the U.S. state of Washington. It is an element of the state's military forces which also include the Washington Army National Guard and the Washington Air National Guard.
The Tennessee State Guard (TNSG) is the state defense force of the state of Tennessee. The TNSG is organized as an all-volunteer military reserve force whose members drill once per month unless called to active duty. The TNSG is a branch of the Tennessee Military Department, alongside the Tennessee Army National Guard, the Tennessee Air National Guard, and the Tennessee Emergency Management Agency. The State Guard acts as a force multiplier for the state's National Guard. As a state defense force, the Tennessee State Guard cannot be federalized, and is not deployed outside the borders of Tennessee, as it is a purely state-level unit. It answers solely to the Governor of Tennessee, unlike the dual federal and state controlled National Guard. The creation of a state military force is recognized under Tennessee Code Annotated 58-1-401.
The Oregon Civil Defense Force (ORCDF), formerly known as the Oregon State Defense Force, is the official state defense force of Oregon and one of the three components of Oregon State's organized militia, with Oregon's Army and Air National Guard (ORNG) making up the other two. It serves as a state-level military and emergency services reserve force.
The Kansas State Guard was the official state defense force of the state of Kansas during each of the world wars. The unit was first created during World War I, and was later reactivated during World War II. When the Kansas National Guard was federalized and deployed during each of the world wars, the state of Kansas was forced to raise and maintain its own military force in order to protect against saboteurs, quell riots, and perform other duties which would normally fall to the National Guard. Unlike the National Guard, which could be federalized and deployed abroad, the State Guard was funded and equipped solely by the state and as such was immune to deployment. The Kansas State Guard is authorized under Kansas law. In 2007, the Kansas Legislature considered a bill which would create a modern Kansas State Defense Force. The bill did not pass.
The Florida State Guard (FSG) is the state defense force of the U.S. state of Florida. The FSG was created in 1941 to serve as a stateside replacement for the Florida National Guard while the National Guard was deployed abroad during World War II. The FSG is available to the governor of Florida whenever needed, but unlike the National Guard, the FSG is trained and funded by the state and therefore can not be federalized. The FSG was reactivated in 2022 after the Florida legislature appropriated US$10 million in funding.
The Pennsylvania State Guard is the currently inactive official state defense force of the state of Pennsylvania, which was active during World War II and the Korean War. The unit was organized as a home guard composed of volunteers who were trained and organized as parallel to the state’s National Guard. As a part of Pennsylvania's official militia, the Pennsylvania State Guard was trained, organized, and funded by the state of Pennsylvania, answered to the governor, and could not be federalized or deployed abroad.
The Hawaii Territorial Guard was the state defense force of Hawaii during World War II. As a result of the National Guard of Hawaii being federalized for the duration of the war, the Hawaii Territorial Guard was created to serve as the stateside replacement for the National Guard. During the war, it was the sole military force available to the Governor of Hawaii as its captain general to use in defense of the state. Unlike the National Guard, as a state defense force, the Hawaii Territorial Guard was not subject to federalization or deployment outside of the borders of Hawaii, but rather answered only to the governor.
The Louisiana State Guard (LSG) is the official state defense force of the state of Louisiana. The LSG was first created during World War II. As a state defense force, the LSG is a part of the state militia of Louisiana, and can serve as a stateside replacement of the Louisiana National Guard while the National Guard is deployed. Unlike the Louisiana National Guard, the Louisiana State Guard is solely under state control, and cannot be federalized or deployed outside of Louisiana, guaranteeing additional soldiers will always be available to the governor to deploy in response to crises.
The Maine State Guard was the state defense force of the state of Maine during World War I, World War II, and the Vietnam War. As a state defense force, the State Guard served as a stateside replacement for the Maine National Guard when the National Guard was federalized. Like the National Guard, the State Guard was a reserve military force composed of members who held full-time civilian jobs and periodically met for drills, unless called into active service by the governor. However, unlike the National Guard, as a state defense force, the Maine State Guard was solely a state military force, which was immune from federalization and could not be deployed outside the State of Maine.
The Utah State Defense Force (USDF), formerly known as the Utah State Guard, is the currently unorganized state defense force of the state of Utah. The USDF, along with the Utah National Guard, is part of the organized militia of Utah. However, unlike the National Guard, the State Defense Force is by law solely under the command of the Governor of Utah and cannot be federalized or deployed outside the borders of Utah. Although inactive, Utah's State Defense Force Act allows the Governor to reactivate the USDF through executive action.
The New Hampshire State Guard (NHSG) is the currently unorganized state defense force of New Hampshire. The purpose of the State Guard is to augment or replace the New Hampshire National Guard by assuming the National Guard’s stateside duties when any part of the National Guard is federalized. However, unlike the National Guard, the State Guard is a purely state-level military force which cannot be federalized or deployed outside the state of New Hampshire. The NHSG is a component of the organized militia of New Hampshire.
The Rhode Island State Guard is the currently inactive state defense force of Rhode Island. As a state defense force, the Rhode Island State Guard served as a state military unit which assumed the stateside duties of the Rhode Island National Guard when the National Guard was in federal service. However, unlike the National Guard, the State Guard, when organized, answers solely to the Governor of Rhode Island and by law cannot be federalized or deployed outside the borders of Rhode Island.
