Neil M. Cohen (born February 11,1951) is an American Democratic Party politician,who served in the New Jersey General Assembly from 1994 to 2008 where he represented the 20th Legislative District. He had also served in the Assembly from the 21st District from 1990 to 1992.
Cohen resigned from the legislature abruptly in 2008 amidst an investigation into his possession of child pornography. Facing up to thirty years in prison,he pleaded guilty to a lesser charge of child endangerment through distribution of pornography and was sentenced to only five years. He served two before his release on parole in 2012.
Cohen was born in Newark,New Jersey. [1] He is Jewish and has been a resident of Roselle,New Jersey. [2] He received a B.A. from Athens College (now Athens State University) in History and was awarded a J.D. from the Howard University. [3]
Cohen served in the Assembly as Deputy Majority Leader from 2002 until his resignation,was the Deputy Minority Leader from 1996–2001 and was Minority Whip from 1994–1995. [3]
Cohen served in the Assembly on the Financial Institutions and Insurance Committee (as Chair) and the Labor Committee. [3] As Assemblyman,Cohen sponsored measures establishing Vietnam Veterans Remembrance Day and Holocaust Remembrance Day programs in New Jersey. [4] He was the co-sponsor of a ban on semi-automatic firearms enacted by the Administration of Governor of New Jersey James Florio,and was one of only three Democrats to oppose the Florio Administration's income tax increase. Cohen served on the Union County Board of Chosen Freeholders from 1988 to 1990. He is an attorney with the firm of Gill &Cohen,P.C. together with fellow Assemblywoman Nia Gill of the 34th Legislative District. [3] Cohen was an aide in 1976 to the Deputy Commissioner of the New Jersey Department of Environmental Protection. From 1979–1981,he was a trial attorney in the Office of the Public Defender. [4]
Cohen was hospitalized and placed in psychiatric care on July 24,2008,after investigators from the New Jersey Attorney General's office removed a state-issued computer from his legislative office following allegations the computer had been used to store child pornography. State Senator Raymond Lesniak and Assemblyman Joseph Cryan,who represent the same district and share a common office in Union Township,notified authorities after staffers had discovered the material on the computer in question. Cohen resigned from the General Assembly on July 28,2008,submitting a one-sentence letter of resignation stating "Please accept this letter as my formal resignation from the General Assembly of the State of New Jersey,effective immediately",and offering no explanation for his actions. The resignation was accepted at once by Assembly Speaker Joseph J. Roberts. [9] [10] Democratic committee members from the district selected Annette Quijano to fill Cohen's vacancy. [11]
Cohen was indicted for official misconduct (2nd degree),reproduction of child pornography (2nd degree),distribution of child pornography (2nd degree),and possession of child pornography (4th degree). [12] In a plea agreement,the state dropped the official misconduct charge and three of four child pornography counts,and on April 12,2010,Cohen pleaded guilty to the charge of endangering the welfare of a child by distributing child pornography. With the possibility of up to 30 years imprisonment,State Attorney General Paula Dow sought a five-year prison term for Cohen,as well his disbarment. [13] He was sentenced to five years and was incarcerated from November 4,2010,until January 4,2012,when he was released on parole. [14] [15] [16]
Eric Munoz was an American Republican Party politician,who served in the New Jersey General Assembly from May 2001,where he represented the 21st legislative district,until his death on March 30,2009. Munoz had served as the Deputy Conference Leader since 2006.
David C. Russo is an American attorney and Republican Party politician,who served in the New Jersey General Assembly,where he represented the 40th legislative district from 1990 to 2017.
Sean T. Kean is an American Republican Party politician,who has represented the 30th legislative district in the New Jersey General Assembly since being sworn into office on January 10,2012. Prior to redistricting,Kean served in the New Jersey Senate from 2008 to 2012,representing the 11th legislative district. He had previously represented the 11th district in the General Assembly from 2002 to 2008.

He did not seek re-election to the assembly in 2009. He also served as Mayor of Perth Amboy,New Jersey from 1990 to 2008. He was defeated for re-election to a 5th full term by local bank vice president Wilda Diaz in 2008 by a 58% to 42% margin. He was elected Perth Amboy Democratic Chairman in 2008,succeeding his longtime campaign chairman Ray Geneske. Vas resigned as the party chairman in 2009. He was convicted of state corruption charges in 2010 and federal corruption charges in 2011.
Thomas P. Giblin is an American Democratic Party politician,who serves in the New Jersey General Assembly where he represents the 34th legislative district,having taken office on January 10,2006. He has been the Assembly's Deputy Majority Leader since 2008.
Gary Steven Schaer is an American Democratic Party politician who represents the 36th Legislative District in the New Jersey General Assembly since he took office on January 10,2006. He also serves on the Passaic,New Jersey City Council where he is the council president. Schaer is the first Orthodox Jew in the New Jersey Legislature. In the Assembly,Schaer was Deputy Speaker from 2012 to 2023 and chair of the Budget Committee from 2014 to 2017,and has been the Assembly's Policy Chair since 2020.
Leonard Harvey Smith is an American Democratic Party politician who has served in the New Jersey General Assembly from January 8,2008 to January 10,2010,where he represented the 31st legislative district. He is the former Acting Mayor of Jersey City,New Jersey and previously served in the New Jersey Senate. He did not seek re-election in 2009.
Scott T. Rumana is an Assyrian-American Republican Party politician,and was a member of the New Jersey General Assembly,where he represented the 40th legislative district from January 8,2008 until his resignation on October 20,2016. On October 20,2016,he was confirmed by the New Jersey Senate as a judge of the New Jersey Superior Court for Passaic County. He has also served as the mayor and as a councilman in Wayne and is a former member of the Passaic County Board of Chosen Freeholders.
Child erotica is non-pornographic material relating to children that is used by any individuals for sexual purposes. It is a broader term than child pornography,incorporating material that may cause sexual arousal such as nonsexual images,books or magazines on children or pedophilia,toys,diaries,or clothes. Law enforcement investigators have found that child erotica is often collected by pedophiles and child sexual abuse offenders. It may be collected as a form of compulsive behavior and as a substitute for illegal underage pornography and is often a form of evidence for criminal behavior.
Alberto Coutinho is a former American Democratic Party politician,who represented the 29th Legislative District in the New Jersey General Assembly from May 1997 to January 1998 and again from January 8,2008,until his resignation on September 11,2013. He was eventually sentenced to probation after pleading guilty to theft and falsifying records,thus ending his career in New Jersey politics.
Daniel M. Van Pelt is an American Republican politician,who served in the New Jersey General Assembly from January 8,2008,until July 31,2009,when he resigned after being arrested in connection with Operation Bid Rig on federal corruption charges for allegedly accepting a $10,000 bribe. He was later convicted and sentenced to 41 months in prison. In the Assembly,he represented the 9th legislative district.
Annette M. Quijano is an American Democratic Party politician,who has represented the 20th Legislative District in the New Jersey General Assembly since September 25,2008,having been selected by Union County Democrats to succeed Neil M. Cohen,who resigned on July 28,2008,amid allegations of child pornography on an official computer.
A general election was held in the U.S. state of New Jersey on November 3,2009. Primary elections were held on June 2. Most state positions were up in this election cycle,which includes all 80 seats in the New Jersey General Assembly,as well as Governor and Lieutenant Governor. In addition to the State Legislative elections,numerous county offices and freeholders in addition to municipal offices were up for election. There was one statewide ballot question. Some counties and municipalities may have had local ballot questions as well. Non-partisan local elections,some school board elections,and some fire district elections also happened throughout the year.
Keith Farnham was a Democratic former member of the Illinois House of Representatives who resigned from office and pleaded guilty of distributing child pornography in 2014.
Frank J. "Pat" Dodd was an American businessman and Democratic Party politician who served as President of the New Jersey Senate from 1974 to 1975.
Patrick Delany is an American Republican Party politician who served in the New Jersey General Assembly representing the 8th legislative district. Delany was selected to replace Dawn Addiego after she moved to the New Jersey Senate,and was sworn in on December 13,2010. He resigned on August 12,2011. Former Mount Laurel mayor Gerry Nardello was selected to fill out the remainder of his term,and Christopher J. Brown won the seat in the 2011 general election.
Jamel Curtis Holley is an American Democratic Party politician from the state of New Jersey,who served in the New Jersey General Assembly representing the 20th Legislative District from 2015 to 2022. He is the first African American to represent the district,serving out the unexpired term of former Assemblyman and now State Senator Joseph Cryan,and formerly served as councilman and then mayor of Roselle,New Jersey;at age 32,he was the borough's youngest-ever mayor. In 2021,Holley unsuccessfully challenged Cryan in the June 2021 New Jersey State Senate primary,losing by 29 points. Two years later,Holley attempted a comeback and unsuccessfully challenged incumbent Mayor Donald Shaw in the Roselle Mayoral Democratic primary and lost by 2 points.
The 1989 New Jersey General Assembly election was held on November 7,1989.
But other Democrats, Joseph A. Mecca of Clifton, Neil M. Cohen of Union and Cyril Yannarelli of Paterson, opposed the income tax rise.
