Noah Guzzo Purcell (born 1980) is an American attorney serving as the solicitor general of the U.S. state of Washington. He gained national attention when he halted President Donald Trump's first Travel Ban with a successful lawsuit on behalf of the State of Washington in Washington v. Trump .
Born in Seattle,Purcell graduated from Franklin High School in the Mount Baker neighborhood. He graduated from the University of Washington in 2002,where he earned a Mary Gates Leadership award for his work on affordable tuition. He later earned a Juris Doctor from Harvard Law School,where he served as an editor of the Harvard Law Review . [1] [2]
After graduating from Harvard Law School,Purcell clerked for Associate Justice of the Supreme Court David Souter and D.C. Circuit Court of Appeals Judge David S. Tatel. [3] Souter stated that "Noah was a terrific law clerk,and he'll be a terrific Solicitor General."
From 2009 to 2010,Purcell served in the United States Department of Homeland Security,where he worked to challenge Arizona's immigration law implemented during the administration of Jan Brewer. [4] Prior to his appointment to the office of the Solicitor General,he was an associate at Seattle law firm Perkins Coie,where he worked on appellate matters. Purcell has litigation experience and knowledge as in the areas of constitutional issues,campaign financing,and environmental law,and administrative law. [5]
Purcell succeeded retiring solicitor general,Maureen Hart. Purcell is a member of the King County Bar Association,and was awarded the Friend of the Legal Profession Award by the association in 2017. [6]
Under Washington Attorney General Bob Ferguson,Purcell led the state's challenge to Donald Trump's Executive Order 13769,which restricted travel to the United States from seven Muslim-majority nations. Purcell argued the state's case before Judge James Robart of the United States District Court for the Western District of Washington and a panel of the Ninth Circuit Court of Appeals. [7] [8] [9]
After the successful halt of President Trump's first travel ban,Ferguson,Purcell and Robart were named one of the most influential Seattleites of 2017 by Seattle Magazine. [10] Purcell has spoken about how the travel ban had a personal impact on his family because his wife is the daughter of Iranian immigrants who fled their country in the 1970s. [11]
On April 4,2019,Purcell announced that he would form an exploratory committee to consider a run for attorney general of Washington. [12] [13] He stated he would only run if Bob Ferguson,the incumbent attorney general,ran for governor. After failing to gain traction in the 2020 Democratic Party presidential primaries,Jay Inslee announced he would seek re-election in the 2020 Washington gubernatorial election. Thus,Ferguson did not run for governor,and Purcell announced the dissolution of the exploratory committee. [14]

The U.S. state of Washington enforced capital punishment until the state's capital punishment statute was declared null and void and abolished in practice by a state Supreme Court ruling on October 11,2018. The court ruled that it was unconstitutional as applied due to racial bias however it did not render the wider institution of capital punishment unconstitutional and rather required the statute to be amended to eliminate racial biases. From 1904 to 2010,78 people were executed by the state;the last was Cal Coburn Brown on September 10,2010. In April 2023,Governor Jay Inslee signed SB5087 which formally abolished capital punishment in Washington State and removed provisions for capital punishment from state law.

The 2020 Washington gubernatorial election was held on November 3,2020. It followed a top-two primary held on August 4. Incumbent governor Jay Inslee,the Democratic candidate,defeated Loren Culp,the Republican candidate by a wide margin. Inslee,who was eligible to run for a third term due to the lack of gubernatorial term limits,initially launched a campaign for President of the United States in the 2020 election. When he dropped out of that race in August 2019 due to extremely low polling numbers,he announced he would seek a third term as governor. Several other Democratic political figures considered entering the race if Inslee did not run,including Washington Attorney General Bob Ferguson;no other major Democratic candidates entered the race. Republican Loren Culp,the police chief of Republic,Washington,placed second in the top-two primary and advanced to the general election alongside Inslee.
In January and February 2017,during protests against Executive Order 13769,thousands of people gathered at various airports in the United States and around the world to prevent the returning of refugees and other visitors from seven countries considered to be unsafe. According to various sources,more than two thousand people were at the protest at John F. Kennedy International Airport in Queens,New York City with other protests appearing at significant international airports and other important sites around the United States. Protests continued daily and internationally through February 6. Protests also continued after a federal judge issued a temporary restraining order against parts of the travel ban.
Executive Order 13769 was signed by U.S. President Donald Trump on January 27,2017,and quickly became the subject of legal challenges in the federal courts of the United States. The order sought to restrict travel from seven Muslim majority countries:Iran,Iraq,Libya,Somalia,Sudan,Syria,and Yemen. The plaintiffs challenging the order argued that it contravened the United States Constitution,federal statutes,or both. On March 16,2017,Executive Order 13769 was superseded by Executive Order 13780,which took legal objections into account and removed Iraq from affected countries. Then on September 24,2017,Executive Order 13780 was superseded by Presidential Proclamation 9645 which is aimed at more permanently establishing travel restrictions on those countries except Sudan,while adding North Korea and Venezuela which had not previously been included.

The Donald Trump administration took positions against marijuana and against the easing of laws regarding marijuana. Although Trump indicated during his 2016 presidential campaign that he favored leaving the issue of legalization of marijuana to the states,his administration subsequently upheld the federal prohibition of cannabis,and Trump's 2021 fiscal budget proposal included removing protections for state medical marijuana laws. In 2018,the administration rescinded the 2013 Cole Memorandum,an Obama-era Justice Department policy that generally directed federal prosecutors not to pursue marijuana prosecutions in states where marijuana is legal as a matter of state law.
Executive Order 13780,titled Protecting the Nation from Foreign Terrorist Entry into the United States,was an executive order signed by United States President Donald Trump on March 6,2017. It placed a 90-day restriction on entry to the U.S. by nationals of Iran,Libya,Somalia,Sudan,Syria and Yemen,and barred entry for all refugees who did not possess either a visa or valid travel documents for 120 days. This executive order—sometimes called "Travel Ban 2.0"—revoked and replaced Executive Order 13769 issued on January 27,2017.
