Norwegian Competition Authority (Norwegian : Konkurransetilsynet) is a Norwegian government agency responsible for managing the Competition Act of 2004, including regulations imposed through the European Economic Community. This includes regulating cooperation that hinders competition, misuse of a dominant market position and control of buy-outs and mergers. The authority is based in Bergen.
Competition regulation in Norway dates back to the break-out of World War I when merchants made large profits maximizing the price of necessary goods. To counter this, the authorities regulated the price and availability of food through rations. On July 21, 1917 the Norwegian Price Directorate was created to regulate the Norwegian market. The present name came in 1994 when a new Competition Act was passed and the authority restructured.
In 2003, the agency was moved from Oslo to Bergen, along with six other directorates and inspectorates which were moved out of Oslo, in a program initialized by Victor Norman, Minister of Government Administration and Reform of the Conservative Party. It cost 729 million Norwegian krone (NOK) to move the seven agencies. An official report from 2009 concluded that the agencies had lost 75 to 90% of their employees, mostly those with long seniority, and that for a while critical functions for society were dysfunctional. No costs reductions had been made, there was no significant impact on the target area, and there was little impact on the communication between the agencies and the ministries. In a 2010 report, Professor Jarle Trondal concluded that none of the agencies had become more independent after the move, despite this being one of the main arguments from the minister. Norman successor, Heidi Grande Røys of the Socialist Left Party, stated that the moving had had an important symbolic effect on the target areas, and that she did not see the lack of advantages as a reason to not move similar agencies later. Braathens ASA, until 1997 Braathens South American & Far East Airtransport A/S and trading as Braathens SAFE, was a Norwegian airline which operated from 1946 until it merged with Scandinavian Airlines (SAS) in 2004 to become SAS Braathens. For most of its history, Braathens was the largest domestic airline in Norway, but did not operate an international network for many years. Its main hubs were Oslo Airport, Fornebu and later Oslo Airport, Gardermoen, and briefly Stockholm-Arlanda Airport. The airline operated 118 aircraft of 15 models, mostly Boeing 737 variants. Braathens served 53 airports and 50 cities with scheduled services through its history.
The Water Services Regulation Authority, or Ofwat, is the body responsible for economic regulation of the privatised water and sewerage industry in England and Wales. Ofwat's main statutory duties include protecting the interests of consumers, securing the long-term resilience of water supply and wastewater systems, and ensuring that companies carry out their functions and are able to finance them.
Bergen Airport, alternatively Bergen Flesland Airport or simply Flesland Airport, is an international airport located at Flesland in the city and municipality of Bergen, Vestland, Norway. Opened in 1955, it is the second-busiest airport in Norway, with 6,306,623 passenger operations in 2018. Flesland is operated by the state-owned Avinor. Until 1999, Flesland Air Station of the Norwegian Air Force was co-located at the airport.
Coast Air AS was a regional airline based at Haugesund Airport, Karmøy in Norway. It was Norway's fourth largest airline and operated domestic services within Norway, in addition to international services. Routes were concentrated along the West Coast, as well as some public service obligation contracts in Southern Norway. The company had a fleet of de Havilland Canada Twin Otter aircraft, later replaced with Jetstream 31s and ATR 42s.
NSB Class 73 is a class of 22 electric multiple units built by Adtranz for the Norwegian State Railways. The four-car trains were modifications of Class 71, which was again based on the Swedish X2. The A-series consists of 16 intercity trains; they were delivered in 1999 and 2000 and are used on the Bergen, Dovre and Sørland Lines. The intercity service was branded as Signatur until 2003. The B-series consists of six regional trains delivered in 2002 and used on the Østfold Line. The regional trains were originally part of the Agenda concept. The trains have a power output of 2,646 kilowatts (3,548 hp) and a maximum speed of 210 km/h (130 mph). They have an overall length of 108 meters (354 ft) and have a capacity for 208 seated passengers in the A-series and 250 in the B-series. The trains have a tilting mechanism allowing for faster travel through curves.
The Norwegian Media Authority is a Norwegian government agency subordinate to the Ministry of Culture and Equality charged with various tasks relating to broadcasting, newspapers and films. It enforces rules on content, advertising and sponsorship for broadcast media, administers newspaper production grants and enforces rules on media ownership. Prior to 2023 the authority also classified movies.
Haugesund Airport is an international airport serving the Haugaland region in Norway. It is located just outside the town of Haugesund on the Helganes peninsula on the island of Karmøy in the municipality of Karmøy, Rogaland county, Norway. The airport features a 2,120-meter (6,960 ft) runway aligned 13/31. Scandinavian Airlines (SAS) and Norwegian Air Shuttle provide services to Oslo. Haugesund Airport also offers discounts on international routes and has some service from low-cost carriers. The airport handled 694,005 passengers in 2014.
The Norwegian Water Resources and Energy Directorate is a Norwegian government agency established in 1921. It is under the Ministry of Petroleum and Energy and regulates the country's water resources and energy supply. Its mandate includes contingency planning for floods, serving as a centre of expertise for hydrology, research and development, and increasing energy efficiency. It is a member of the Council of European Energy Regulators.
Color Air AS was the first Norwegian low-cost airline. It operated from Oslo Airport, Gardermoen in 1998 and 1999 with a fleet of three Boeing 737-300 aircraft. Color Air was a brand extension of Color Line, which shared a common owner in the Olav Nils Sunde-controlled Color Group. The airline operated five daily round trips from Oslo to Trondheim and Bergen, four to Ålesund and one to London, in addition to a weekly trip to Alicante. Color Air pioneered the low-cost business model in Norway, with a denser seating, no frills and lack of a frequent flyer program. Tickets were sold only via the Internet, by telephone or in supermarkets; when bought from travel agents, there was a 200 kr surcharge.
The Norwegian Police Service is the Norwegian national civilian police agency. The service dates to the 13th century when the first sheriffs were appointed, and the current structure established in 2003. It comprises a central National Police Directorate, seven specialty agencies and twelve police districts. The government agency is subordinate to the Ministry of Justice and Public Security and has 16,000 employees, of which 8,000 are police officers. In addition to police powers, the service is responsible for border control, certain civil duties, coordinating search and rescue operations, counterterrorism, highway patrolling, writ of execution, criminal investigation and prosecution. The directorate is led by National Police Commissioner Marie Benedicte Bjørnland.
Norwegian Coastal Administration is a Norwegian government agency responsible for the water transport infrastructure along the 9,200 km Coast of Norway. It is responsible for coastal navigation infrastructure, pilotage and harbour and port infrastructure, including lighthouses. The agency is led by the Coastal Directorate (Kystdirektoratet) and is subordinate to the Ministry of Fisheries and Coastal Affairs. The main office is in Ålesund.
The Government agencies of Norway are state-controlled organizations that act independently to carry out the policies of the Government of Norway. The government ministries are relatively small and merely policy-making organizations, allowed to control agencies by policy decisions but not by direct orders. A minister is explicitly prohibited from interfering with the day-to-day operation in an agency or the outcome in individual cases. While no minister is allowed to give orders to agencies personally, they are subject to decisions made by the government. Also, the minister is normally the instance of appeals for agency decisions.
Prostitution in Norway is illegal and a criminal act when sexual acts are purchased, but not when sold. The Norwegian law prohibiting the buying of sexual acts came into effect on 1 January 2009, following the passing of new legislation by the Norwegian parliament in November 2008. Soliciting and advertising "sexual services" is also illegal under the Norwegian Criminal Code section 378 and section 202(3).
Teddy Air AS was a regional airline, based at Skien Airport, Geiteryggen, in Norway. Operating between 1989 and 2004, the company operated Britten-Norman Islander, Embraer 110 and Saab 340 aircraft. The company started by providing a scheduled service between Skien and Oslo in 1990, followed by services to Stavanger in 1993 and Bergen in 1994. In 1996, it won a contract with the Ministry of Transport from Oslo to Fagernes. It was involved in intense competition with other regional airlines, notably Coast Air and Guard Air, following the deregulation of the aviation market. It also had a single international service to Gothenburg, and from 1999 it served Stord Airport, Sørstokken. From 1999, the company was transformed to a virtual airline, which wet leased aircraft from Golden Air. The company ceased operations in 2004.
Braathens SAFE's domestic market was deregulated on 1 April 1994. Since then, any airline within the European Economic Area is free to operate any domestic or international route. Braathens rejected a proposal from the main competitor Scandinavian Airlines System (SAS) for a merger; instead the helicopter division was sold and the company listed on the Oslo Stock Exchange. New routes were opened from Oslo Airport, Fornebu to Bodø, Harstad/Narvik and Tromsø, but the routes from Bergen to these cities were terminated. International routes to Rome, Nice and Jersey were introduced. In 1996, Braathens SAFE bought Sweden's second-largest airline, Transwede, and started flying on the Oslo–Stockholm route. The following year, Transwede, with its five domestic routes, was merged into Braathens SAFE. The same year, KLM bought 30% of Braathens SAFE and the airlines started a partnership.
The Natural Gas Act of 1938 was the first occurrence of the United States federal government regulating the natural gas industry. It was focused on regulating the rates charged by interstate natural gas transmission companies. In the years prior to the passage of the Act, concern arose about the monopolistic tendencies of the transmission companies and the fact that they were charging higher than competitive prices. The passage of the Act gave the Federal Power Commission (FPC) control over the regulation of interstate natural gas sales. Later on, the FPC was dissolved and became the Federal Energy Regulatory Commission (FERC) pursuant to a different act. FERC continues to regulate the natural gas industry to this day.
Governance of hydropower in Scandinavia, and the implementation of hydropower projects, is controlled by self-organising networks, with an open decision making process. Scandinavia is one of the largest producers of hydropower in the world.
The Norwegian Maritime Authority is a Norwegian government agency responsible for life, health, working conditions and the environment for Norwegian registered ships and ships at Norwegian ports. The authority, subordinate to the Norwegian Ministry of Trade and Industry, is located in Haugesund and led by Director General of Shipping and Navigation Olav Akselsen.
Mass media regulations or simply media regulations are a form of media policy with rules enforced by the jurisdiction of law. Guidelines for mass media use differ across the world. This regulation, via law, rules or procedures, can have various goals, for example intervention to protect a stated "public interest", or encouraging competition and an effective media market, or establishing common technical standards. The principal targets of mass media regulation are the press, radio and television, but may also include film, recorded music, cable, satellite, storage and distribution technology, the internet, mobile phones etc. It includes the regulation of independent media.
The Naval Pilot Authority was a government agency responsible for maritime pilotage in Norway between 1899 and 1974. Its central administration was the Naval Pilot Directorate in Oslo. The operational organization consisted of a varying number of district offices. The authority became part of the Norwegian Coastal Administration from 1 June 1974.
