An officer of the deck (OOD) underway is a watchstanding duty officer on a surface ship in the United States Navy, United States Coast Guard, and NOAA Commissioned Officer Corps who is tasked with certain duties and responsibilities for the ship. The officer of the deck is either subordinate to the command duty officer or, in the absence of one, reports directly to the ship's commanding officer and executive officer, in the latter case holding responsibility for the ship altogether. This article describes duties and responsibilities for an underway OOD for surface ships only.
In port, the OOD is stationed on the quarterdeck, which is the entry point to the ship. All personnel and visitors must cross the quarterdeck to enter the ship. It is a ceremonial space, representing the ship to visitors. In addition, the OOD has a qualified petty officer manning the gangplank, called the petty officer of the watch (POOW). The POOW is in the position of managing who comes and goes, as well as security. On larger ships there may be as many as three gangplanks in use at once.
At sea, the officer of the deck is stationed on the bridge and is in charge of navigation and safety of the ship, unless relieved by the captain or a senior qualified line officer. The officer of the deck is assisted by the junior officer of the deck, who is in the process of qualifying as full officer of the deck, and the conning officer, who is also training to become an OOD, but is directly responsible for the maneuvering of the ship. The officer of the deck is also assisted by a boatswain's mate of the watch (BMOW), quartermaster of the watch (QMOW), and signalman of the watch (SMOW).

There is also a very formal method for relieving the officer of the deck.
Assume that Lieutenant Smith is the officer of the deck and Lieutenant Doe is his replacement. Lieutenant Doe will check into the Combat Information Center (CIC) to determine any necessary actions that will be expected to occur during the watch, check the navigational track, read any orders, and determine the position of all nearby ships. After this is complete, Lieutenant Doe will state to Lieutenant Smith, "I am ready to relieve you, sir." Lieutenant Smith states, "I am ready to be relieved." He will then brief Lieutenant Doe on any additional information that the replacement should be made aware of, reconfirming the information that Lieutenant Doe has previously gained on his own. When Lieutenant Doe is fully satisfied, he then states, "I relieve you, sir." Lieutenant Smith then states, "I stand relieved. Attention in the pilot house (or bridge), Lieutenant Doe has the deck." An exchange of hand salutes would also be appropriate, depending on the ship. Lieutenant Doe would then announce, "This is Lieutenant Doe, I have the deck." (The use of the term sir in the manner indicated occurs without regard to the actual ranks held by the officers.)
The conning officer will assume the conn, (i.e., control of the engines and rudder) in a similar manner by stating loudly in the pilothouse that they have the conn. This is to ensure that the helmsman and lee helmsman are always aware of who will be giving them rudder and speed orders. The deck and or the conn may be assumed by the captain, simply by announcing the fact or by issuing an order to the helmsman or lee helmsman. For example, the captain may state, "I have the deck and the conn," or "I have the conn," or "Right full rudder, all ahead flank." In the latter case, the conning officer in the pilot house (or bridge) will announce, "The captain has the conn." The conn may also be passed to someone else, for a particular purpose. While the captain may assume the conn, the officer of the deck may order the conning officer to pass him the conn, "Ensign Pulver, pass me the conn." Ensign Pulver will then state, "This is Ensign Pulver, Lieutenant Doe has the deck and the conn." Lieutenant Doe then announces, "This is Lieutenant Doe, I have the deck and the conn." In an emergency, the officer of the deck can, if he so chooses, assume the conn by announcing, for example, "This is Lieutenant Doe, I have the conn. Hard right rudder, all engines ahead flank." However, in most ships, during normal underway operations, it is generally considered "poor form" to request the CONN to pass the conn, as a good OOD would be expected to direct the CONN without the necessity of assuming the conn himself. Thus, the distinction between having the "deck" and having the "conn" remains.

The surface warfare insignia is a military badge of the United States Navy which is issued to U.S. Navy personnel who are trained and qualified to perform duties aboard United States surface warships. There are presently four classes of the surface warfare pin, being that of line, staff, special operations, and enlisted. The coxswain is the person in charge of a boat, particularly its navigation and steering. The etymology of the word gives a literal meaning of "boat servant" since it comes from cock, referring to the cockboat, a type of ship's boat, and swain, an Old English term derived from the Old Norse sveinn meaning boy or servant. In 1724, a "cockswain" was defined as "An officer of a ship who takes care of the cockboat, barge or shallop, with all its furniture, and is in readiness with his crew to man the boat on all occasions." When the term "cockboat" became obsolete, the title of coxswain as the person in charge of a ship's boat remained.

A bridge, also known as a pilothouse or wheelhouse, is a room or platform of a ship from which the ship can be commanded. When a ship is under way, the bridge is manned by an officer of the watch aided usually by an able seaman acting as a lookout. During critical maneuvers the captain will be on the bridge, often supported by an officer of the watch, an able seaman on the wheel and sometimes a pilot, if required.
A chief mate (C/M) or chief officer, usually also synonymous with the first mate or first officer, is a licensed mariner and head of the deck department of a merchant ship. The chief mate is customarily a watchstander and is in charge of the ship's cargo and deck crew. The actual title used will vary by ship's employment, by type of ship, by nationality, and by trade: for instance, chief mate is not usually used in the Commonwealth, although chief officer and first mate are; on passenger ships, the first officer may be a separate position from that of the chief officer that is junior to the latter.
A second mate or second officer (2/O) is a licensed member of the deck department of a merchant ship holding a Second Mates Certificate of Competency, which is issued by the administration. The second mate is the third in command and a watchkeeping officer, customarily the ship's navigator. Other duties vary, but the second mate is often the medical officer and in charge of maintaining distress signaling equipment. On oil tankers, the second mate usually assists the chief mate with the cargo operations.
A third mate (3/M) or third officer is a licensed member of the deck department of a merchant ship. The third mate is a watchstander and customarily the ship's safety officer and fourth-in-command. The position is junior to a second mate. Other duties vary depending on the type of ship, its crewing, and other factors.
A helmsman or helm is a person who steers a ship, sailboat, submarine, other type of maritime vessel, or spacecraft. The rank and seniority of the helmsman may vary: on small vessels such as fishing vessels and yachts, the functions of the helmsman are combined with that of the skipper; on larger vessels, there is a separate officer of the watch who is responsible for the safe navigation of the ship and gives orders to the helmsman, who physically steers the ship in accordance with those orders.
The deck department is an organisational team on board naval and merchant ships. The department and its manning requirements, including the responsibilities of each rank are regulated within the STCW Convention, applicable only to the merchant fleets of countries who have ratified it. The department is led by deck officers, who are licensed mariners, and they are commanded overall by the ship's captain. Seafarers in the deck department work a variety of jobs on a ship or vessel, but primarily they will carry out the navigation of a vessel from the bridge. However, they are usually also responsible for supervising and monitoring any maritime cargo on board, as well as ensuring maintenance of the deck and upper hull structure, monitoring the stability of the ship, including loading and discharging ballast water, carrying out mooring operations, and finally anchoring a ship.
Seafaring is a tradition that encompasses a variety of professions and ranks. Each of these roles carries unique responsibilities that are integral to the successful operation of a seafaring vessel. A ship's crew can generally be divided into four main categories: the deck department, the engineering department, the steward's department, and other. The reasoning behind this is that a ship's bridge, filled with sophisticated navigational equipment, requires skills differing from those used on deck operations – such as berthing, cargo and/or military devices – which in turn requires skills different from those used in a ship's engine room and propulsion, and so on.
USCGC Blackthorn (WLB-391) was a 180-foot (55 m) seagoing buoy tender (WLB) which sank in 1980 in a collision near the Tampa Bay Sunshine Skyway Bridge, resulting in 23 crew member fatalities. An Iris-class vessel, she was built by Marine Ironworks and Shipbuilding Corporation in Duluth, Minnesota. Blackthorn's preliminary design was completed by the United States Lighthouse Service and the final design was produced by Marine Iron and Shipbuilding Corporation in Duluth. On 21 May 1943 the keel was laid, she was launched on 20 July 1943 and commissioned on 27 March 1944. The original cost for the hull and machinery was $876,403.
A sea captain, ship's captain, captain, master, or shipmaster, is a high-grade licensed mariner who holds ultimate command and responsibility of a merchant vessel. The captain is responsible for the safe and efficient operation of the ship, including its seaworthiness, safety and security, cargo operations, navigation, crew management, and legal compliance, and for the persons and cargo on board.
Operations Specialist is a United States Navy and United States Coast Guard occupational rating. It is a sea duty-intensive rating in the Navy while most of Coast Guard OS's are at ashore Command Centers.
An able seaman (AB) is a seaman and member of the deck department of a merchant ship with more than two years' experience at sea and considered "well acquainted with his duty". An AB may work as a watchstander, a day worker, or a combination of these roles. Once a sufficient amount of sea time is acquired, then the AB can apply to take a series of courses/examinations to become certified as an officer.
A command duty officer or officer of the watch is the head duty officer on a ship, entrusted by the commanding officer and executive officer or the shipmaster with exercising in their absence command and control of the ship on their behalf for the duration of a watch.
The United States Navy occupational rating of boatswain's mate is a designation given by the Bureau of Naval Personnel (BUPERS) to enlisted members who were rated or "striking" for the rating as a deck seaman. The colloquial form of address for a boatswain's mate is "Boats".
The USS Missouri grounding occurred 17 January 1950 when the battleship USS Missouri (BB-63) ran aground while sailing out of Chesapeake Bay. No one was injured, but the battleship remained stuck for over two weeks before being freed from the sand. The ship was so damaged that she had to return to port and enter dry dock for repairs.
The conn, also spelled con, cun, conne, cond, conde, and cund, is the status of being in control of a ship's movements while at sea. The following quote summarizes the use of the term:
