The Operations Coordinating Board (OCB) was a committee of the United States Executive created in 1953 by President Eisenhower's Executive Order 10483 and tasked with oversight of United States covert operations. Eisenhower simultaneously gave secret instructions specifying additional functions for the new entity. [1] The board, which reported to the National Security Council was responsible for integrating the implementation of national security policies across several agencies. An important part of its mandate was to act as the president's coordinating committee for the most incendiary secret foreign policy actions, such as covert operations. [2]
The board's membership was to include the Under Secretary of State, who was to chair the board, the Deputy Secretary of Defense, the Director of the Foreign Operations Administration, the Director of Central Intelligence, and the President's Special Assistant for Psychological Warfare. Also authorized to attend were the President's Special Assistant for National Security Affairs and the Director of the United States Information Agency.
The creation of the board was a recommendation of the Jackson Committee, chaired by William Harding Jackson, set-up to propose future United States Government information and psychological warfare programs. The same committee recommended the existing Psychological Strategy Board be abolished. [3]
The OCB was originally a separate body, but became an official part of the NSC with Eisenhower's issuance of Executive Order 10700 in 1957. [4]
The Operations Coordinating Board was abolished by President Kennedy on February 19, 1961 because it was thought that secret wars should not be overseen by so many officials. [5] By that time, much of OCB's work was being continued by other bodies, such as the Planning Coordination Group (PCG), pursuant to presidential directive Covert Operations NSC 5412/12 in 1955, and by the Special Group. The United States National Security Council (NSC) is the principal forum used by the president of the United States for consideration of national security, military, and foreign policy matters. Based in the White House, it is part of the Executive Office of the President of the United States, and composed of senior national security advisors and Cabinet officials.
The United States National Security council was established following the coordination of the foreign policy system in the United States in 1947 under the National Security Act of 1947. An administrative agency guiding national security issues was found to be needed since world war II. The national Security Act of 1947 provides the council with powers of setting up and adjusting foreign policies and reconcile diplomatic and military establishments. It established a Secretary of Defence, a National Military Establishment which serves as central intelligence agency and a National Security Resources Board. The specific structure of the United States National Security Council can be different depending on the elected party of the time. Plausible deniability is the ability of people, typically senior officials in a formal or informal chain of command, to deny knowledge of or responsibility for actions committed by or on behalf of members of their organizational hierarchy. They may do so because of a lack or absence of evidence that can confirm their participation, even if they were personally involved in or at least willfully ignorant of the actions. If illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such acts to insulate themselves and shift the blame onto the agents who carried out the acts, as they are confident that their doubters will be unable to prove otherwise. The lack of evidence to the contrary ostensibly makes the denial plausible (credible), but sometimes, it makes any accusations only unactionable.

William Harding Jackson was a U.S. civilian administrator, New York lawyer, and investment banker who served as Deputy Director of the Central Intelligence Agency. Jackson also served briefly under President Dwight D. Eisenhower as Acting United States National Security Advisor from 1956 to 1957.
General Charles Douglas Jackson was a United States government propagandist and senior executive of Time Inc. As an expert on psychological warfare he served in the Office of Strategic Services in World War II and later as Special Assistant to the President in the Eisenhower administration.
The Office of Policy Coordination (OPC) was the covert operation wing of the United States Central Intelligence Agency (CIA). Created as a department of the CIA in 1948, it actually operated independently until October 1950. OPC existed until 1 August 1952, when it was merged with the Office of Special Operations (OSO) to form the Directorate of Plans (DDP).

The Psychological Strategy Board (PSB) was a committee of the United States executive formed to coordinate and plan for psychological operations. It was formed on April 4, 1951, during the Truman administration. The board was composed of the Under Secretary of State, the Deputy Secretary of Defense, and the Director of Central Intelligence, or their designated representatives. The board's first director was Gordon Gray, later National Security Advisor during the Eisenhower administration. The board was created in response to the growth of Office of Policy Coordination covert activities during the Korean War.
Executive oversight of United States covert operations has been carried out by a series of sub-committees of the National Security Council (NSC).
National governments deal in both intelligence and military special operations functions that either should be completely secret, or simply cannot be linked to the sponsor. It is a continuing and unsolved question for governments whether clandestine intelligence collection and covert action should be under the same agency. The arguments for doing so include having centralized functions for monitoring covert action and clandestine HUMINT and making sure they do not conflict, as well as avoiding duplication in common services such as cover identity support, counterespionage, and secret communications. The arguments against doing so suggest that the management of the two activities takes a quite different mindset and skills, in part because clandestine collection almost always is on a slower timeline than covert action.

Guatemala is bordered by the North Pacific Ocean and the Gulf of Honduras. The four bordering countries are Mexico, El Salvador, Honduras and Belize. Due to the proximity of Guatemala to the United States, the fear of the Soviet Union creating a beachhead in Guatemala created panic in the United States government during the Cold War. The CIA undertook Operation PBSuccess to overthrow the democratically elected Jacobo Árbenz in the 1954 Guatemalan coup d'état. Carlos Castillo Armas replaced him as a military dictator. Guatemala was subsequently ruled by a series of military dictatorships for decades. Between 1962 and 1996, Left-wing guerrillas fought the U.S. backed military governments during the Guatemalan Civil War.
At various times since the creation of the Central Intelligence Agency, the Federal government of the United States has produced comprehensive reports on CIA actions that marked historical watersheds in how CIA went about trying to fulfill its vague charter purposes from 1947. These reports were the result of internal or presidential studies, external investigations by congressional committees or other arms of the Federal government of the United States, or even the simple releases and declassification of large quantities of documents by the CIA.

The U.S. President's Committee on International Information Activities was appointed on January 24, 1953 by President Dwight D. Eisenhower in order to survey and evaluate the government’s information and related policies and activities with particular reference to international relations and the national security. In his announcement on January 26 President Eisenhower said, "It has long been my conviction that a unified and dynamic effort in this field is essential to the security of the United States and of the peoples in the community of free nations."
National Security Decision Directive 77, was a U.S. National Security Directive signed on January 14, 1983, by President Ronald Reagan. The directive established a Special Planning Group (SPG) under the National Security Council (NSC) whose purpose was to strengthen, organize, plan, and coordinate public diplomacy of the United States relative to national security. This NSDD positioned the White House and the National Security Staff at the helm of public diplomacy coordination across government agencies. NSDD-77 lay the groundwork for the Reagan administration's aggressive public diplomacy strategy and included guidance for inter-agency working groups to execute wide-ranging tactics for information dissemination both domestically and internationally.
The Report on the Covert Activities of the Central Intelligence Agency is a 69-page formerly classified comprehensive study on the personnel, security, adequacy, and efficacy of the Central Intelligence Agency written by Lieutenant General James H. Doolittle. United States President Dwight Eisenhower requested the report in July 1954 at the height of the Cold War and following coups in Iran and Guatemala. The report compares with other contemporary Cold War documents such as George Kennan's "X" article in Foreign Affairs, which recommended a policy of "containment" rather than direct confrontation with the Soviet Union, and NSC 68, the secret policy document produced in 1950, which recommended a similarly restrained policy of “gradual coercion.” Doolittle wrote with an abandon-all-principles approach that conveyed the national fear that the United States faced the prospect of annihilation at the hands of the Soviet Union: “It is now clear that we are facing an implacable enemy whose avowed objective is world domination by whatever means and at whatever cost,” Doolittle wrote. “There are no rules in such a game… If the United States is to survive, long standing concepts of ‘fair play’ must be reconsidered.” Doolittle’s forceful policy and language reflected the fear that motivated American citizens and policymakers in the wake of Soviet Communism.
The United States Central Intelligence Agency (CIA) dates from September 18, 1947, when President Harry S. Truman signed the National Security Act of 1947 into law. A major impetus that has been cited over the years for the creation of the CIA was the unforeseen attack on Pearl Harbor, but whatever Pearl Harbor's role, at the close of World War II government circles identified a need for a group to coordinate government intelligence efforts, and the Federal Bureau of Investigation (FBI), the State Department, the War Department, and even the Post Office were all jockeying for that new power.
