The Psychological Strategy Board (PSB) was a committee of the United States executive formed to coordinate and plan for psychological operations. It was formed on April 4, 1951, during the Truman administration. The board was composed of the Under Secretary of State, the Deputy Secretary of Defense, and the Director of Central Intelligence, or their designated representatives. [1] The board's first director was Gordon Gray, later National Security Advisor during the Eisenhower administration. The board was created in response to the growth of Office of Policy Coordination covert activities during the Korean War. [2]
Under Eisenhower, the board became a purely coordinating body. The board's function was reviewed by the Jackson Committee, chaired by William Harding Jackson, set up to propose future United States Government information and psychological warfare programs. The committee concluded that the board had been established on the assumption that psychological strategy could be conducted separately from official policy and actions, an assumption the committee disagreed with. [3] It was abolished September 3, 1953 by Executive Order 10483, [4] with its responsibilities being transferred to the Operations Coordinating Board.
In August 1950, the Department of State created the National Psychological Strategy Board (NPSB), attempting to centralize psychological warfare activities under its control. That resulted in a conflict with the Department of Defense which called for an interdepartmental committee instead. President Truman broke the logjam on January 4, 1951, when he ordered Frederick Lawton and Sidney Souers to develop a plan for what would become PSB – an interdepartmental committee. [5]
After World War II, the atmosphere altered: wars could not be won through bloodshed but by winning the hearts and minds of people.[ citation needed ] Consequently, the Truman administration changed their foreign policy from traditional warfare to psychological warfare.
The American government perceived Soviet actions as a threat to democracy. This was evident from the South Korean invasion by North Korea. The Psychological Strategy Board (PSB) was set up to produce propaganda that would win the opinion of people around the world and prevent the spread of Communism. According to a report by the State Department, "convincing a foreign official is less important than carrying an issue over his head to his people" as the people will have a greater influence on the official's action. As a result, the PSB was formed to create propaganda which subconsciously turned people towards democracy. [6]
While working for the Joint Chiefs of Staff, historian Edward P. Lilly wrote a 1,400 page study of United States psychological warfare during World War II, which is available among Lilly's papers at the Eisenhower Library in Abilene, Kansas; Lilly also wrote a book chapter on the PSB. [7]
The PSB defined psychological warfare as any nonmilitary action which influenced public opinion or foreign policy interest. This, therefore, includes, but is not limited to: trade and economic aid, cultural and educational exchange, threats to use force and diplomacy. [6]
Buzzwords Diplomats and Politicians used carefully selected words and phrases, often referred to as buzzwords, to shape policies and influence domestic and international opinion. The most popular buzzword was 'containment' because it allowed U.S. officials to present their foreign policy objectives as "noble, restrained and fundamentally defensive." [6]
Initially, the Soviet Union used buzzwords to promote their "hate America" campaign which was launched on January 21, 1951. The campaign emphasized the corruption of big businesses in America and accused them of attempting to dominate the world. The Soviets, on the other hand, were portrayed as champions who were trying to overthrow the capitalists, such as America. Many people in the international community believed the Soviet propaganda. The U.S. adopted the Soviet strategy to win the hearts and minds of people. [8]
Radio Radio programs were transmitted to countries behind the iron curtain, such as Hungary, Poland and Czechoslovakia, because the USSR could not block this form of propaganda as they could not stop radio waves. Some radio series, such as Voice of America (VOA), were aired in Latin America as well.
The programs were designed to accentuate America's successes and portrayed the U.S. as a superior nation. Each satellite country had a different program aimed towards them which focused on the issues that would attract the people towards democracy. [9]
The United States Information Agency (USIA), which operated from 1953 to 1999, was a United States agency devoted to "public diplomacy". In 1999, prior to the reorganization of intelligence agencies by President George W. Bush, President Bill Clinton assigned USIA's cultural exchange and non-broadcasting intelligence functions to the newly created Under Secretary of State for Public Diplomacy and Public Affairs at the U.S. Department of State. USIA's broadcasting functions were moved to the newly created Broadcasting Board of Governors. The agency was previously known overseas as the United States Information Service (USIS) of the U.S. Embassy; the current name, the Public Diplomacy and Public Affairs, is sometimes translated as the Public Relations and Cultural Exchange Agency.
Brinkmanship is the practice of trying to achieve an advantageous outcome by pushing dangerous events to the brink of active conflict. The maneuver of pushing a situation with the opponent to the brink succeeds by forcing the opponent to back down and make concessions rather than risk engaging in a conflict that would no longer be beneficial to either side. That might be achieved through diplomatic maneuvers, by creating the impression that one is willing to use extreme methods rather than concede. The tactic occurs in international politics, foreign policy, labor relations, contemporary military strategy, terrorism, and high-stakes litigation.
Containment was a geopolitical strategic foreign policy pursued by the United States during the Cold War to prevent the spread of communism after the end of World War II. The name was loosely related to the term cordon sanitaire, which was containment of the Soviet Union in the Interbellum period.
United States Objectives and Programs for National Security, better known as NSC 68, was a 66-page top secret National Security Council (NSC) policy paper drafted by the Department of State and Department of Defense and presented to President Harry S. Truman on 7 April 1950. It was one of the most important American policy statements of the Cold War. In the words of scholar Ernest R. May, NSC 68 "provided the blueprint for the militarization of the Cold War from 1950 to the collapse of the Soviet Union at the beginning of the 1990s." NSC 68 and its subsequent amplifications advocated a large expansion in the military budget of the United States, the development of a hydrogen bomb, and increased military aid to allies of the United States. It made the rollback of global Communist expansion a high priority. NSC 68 rejected the alternative policies of friendly détente and containment of the Soviet Union.
In political science, rollback is the strategy of forcing a change in the major policies of a state, usually by replacing its ruling regime. It contrasts with containment, which means preventing the expansion of that state; and with détente, which means a working relationship with that state. Most of the discussions of rollback in the scholarly literature deal with United States foreign policy toward Communist countries during the Cold War. The rollback strategy was tried and was not successful in Korea in 1950 and in Cuba in 1961, but it was successful in Grenada in 1983. The political leadership of the United States discussed the use of rollback during the uprising of 1953 in East Germany and the Hungarian Revolution of 1956, but decided against it to avoid the risk of Soviet intervention or a major war.
The United States Office of War Information (OWI) was a United States government agency created during World War II. The OWI operated from June 1942 until September 1945. Through radio broadcasts, newspapers, posters, photographs, films and other forms of media, the OWI was the connection between the battlefront and civilian communities. The office also established several overseas branches, which launched a large-scale information and propaganda campaign abroad. From 1942 to 1945, the OWI revised or discarded any film scripts reviewed by them that portrayed the United States in a negative light, including anti-war material.
General Charles Douglas Jackson was a United States government propagandist and senior executive of Time Inc. As an expert on psychological warfare he served in the Office of Strategic Services in World War II and later as Special Assistant to the President in the Eisenhower administration.
The Office of Policy Coordination (OPC) was the covert operation wing of the United States Central Intelligence Agency (CIA). Created as a department of the CIA in 1948, it actually operated independently until October 1950. OPC existed until 1 August 1952, when it was merged with the Office of Special Operations (OSO) to form the Directorate of Plans (DDP).
An agent of influence is an agent of some stature who uses their position to influence public opinion or decision making to produce results beneficial to the country whose intelligence service operates the agent. Agents of influence are often the most difficult agents to detect, as there is seldom material evidence that connects them with a foreign power, but they can be among the most effective means of influencing foreign opinion and actions as they hold considerable credibility among the target audience. Most commonly they serve the interests of a foreign power in one of three ways: either as a controlled agent directly recruited and controlled by a foreign power; as a "trusted contact" that consciously collaborates to advance foreign interests but is not directly recruited or controlled by a foreign power; or as a "useful idiot" that is completely unaware of how their actions further the interests of a foreign power.
The Directorate of Operations (DO), less formally called the Clandestine Service, is a component of the US Central Intelligence Agency. It was known as the Directorate of Plans from 1951 to 1973; as the Directorate of Operations from 1973 to 2005; and as the National Clandestine Service (NCS) from 2005 to 2015.
The New Look was the name given to the national security policy of the United States during the administration of President Dwight D. Eisenhower. It reflected Eisenhower's concern for balancing the Cold War military commitments of the United States with the nation's financial resources. The policy emphasised reliance on strategic nuclear weapons as well as a reorganisation of conventional forces in an effort to deter potential threats, both conventional and nuclear, from the Eastern Bloc of nations headed by the Soviet Union.
Executive oversight of United States covert operations has been carried out by a series of sub-committees of the National Security Council (NSC).
The Operations Coordinating Board (OCB) was a committee of the United States Executive created in 1953 by President Eisenhower's Executive Order 10483 and tasked with oversight of United States covert operations. Eisenhower simultaneously gave secret instructions specifying additional functions for the new entity. The board, which reported to the National Security Council was responsible for integrating the implementation of national security policies across several agencies. An important part of its mandate was to act as the president's coordinating committee for the most incendiary secret foreign policy actions, such as covert operations.
The U.S. President's Committee on International Information Activities was appointed on January 24, 1953 by President Dwight D. Eisenhower in order to survey and evaluate the government’s information and related policies and activities with particular reference to international relations and the national security. In his announcement on January 26 President Eisenhower said, "It has long been my conviction that a unified and dynamic effort in this field is essential to the security of the United States and of the peoples in the community of free nations."
National Security Decision Directive 77, was a U.S. National Security Directive signed on January 14, 1983, by President Ronald Reagan. The directive established a Special Planning Group (SPG) under the National Security Council (NSC) whose purpose was to strengthen, organize, plan, and coordinate public diplomacy of the United States relative to national security. This NSDD positioned the White House and the National Security Staff at the helm of public diplomacy coordination across government agencies. NSDD-77 lay the groundwork for the Reagan administration's aggressive public diplomacy strategy and included guidance for inter-agency working groups to execute wide-ranging tactics for information dissemination both domestically and internationally.
The Report on the Covert Activities of the Central Intelligence Agency is a 69-page formerly classified comprehensive study on the personnel, security, adequacy, and efficacy of the Central Intelligence Agency written by Lieutenant General James H. Doolittle. United States President Dwight Eisenhower requested the report in July 1954 at the height of the Cold War and following coups in Iran and Guatemala. The report compares with other contemporary Cold War documents such as George Kennan's "X" article in Foreign Affairs, which recommended a policy of "containment" rather than direct confrontation with the Soviet Union, and NSC 68, the secret policy document produced in 1950, which recommended a similarly restrained policy of “gradual coercion.” Doolittle wrote with an abandon-all-principles approach that conveyed the national fear that the United States faced the prospect of annihilation at the hands of the Soviet Union: “It is now clear that we are facing an implacable enemy whose avowed objective is world domination by whatever means and at whatever cost,” Doolittle wrote. “There are no rules in such a game… If the United States is to survive, long standing concepts of ‘fair play’ must be reconsidered.” Doolittle’s forceful policy and language reflected the fear that motivated American citizens and policymakers in the wake of Soviet Communism.
Radio propaganda is propaganda aimed at influencing attitudes towards a certain cause or position, delivered through radio broadcast. The power of radio propaganda came from its revolutionary nature. The radio, like later technological advances in the media, allowed information to be transmitted quickly and uniformly to vast populations. Internationally, the radio was an early and powerful recruiting tool for propaganda campaigns.
Political warfare is the use of political means to compel an opponent to do one's will, based on hostile intent. The term political describes the calculated interaction between a government and a target audience, including another state's government, military, and/or general population. Governments use a variety of techniques to coerce certain actions, thereby gaining relative advantage over an opponent. The techniques include propaganda and psychological operations ("PsyOps"), which service national and military objectives respectively. Propaganda has many aspects and a hostile and coercive political purpose. Psychological operations are for strategic and tactical military objectives and may be intended for hostile military and civilian populations.
Edward Paul Lilly was an American historian, author, educator, and government worker who specialized in the history of political and psychological warfare in the twentieth century.
The United States foreign policy of the Dwight D. Eisenhower administration, from 1953 to 1961, focused on the Cold War with the Soviet Union and its satellites. The United States built up a stockpile of nuclear weapons and nuclear delivery systems to deter military threats and save money while cutting back on expensive Army combat units. A major uprising broke out in Hungary in 1956; the Eisenhower administration did not become directly involved, but condemned the military invasion by the Soviet Union. Eisenhower sought to reach a nuclear test ban treaty with the Soviet Union, but following the 1960 U-2 incident the Kremlin canceled a scheduled summit in Paris.
