Unlike in the Parliament at Westminster where there is an Official Opposition to the government of the day, all parties in the Scottish Parliament that are not in government are all technically on the same footing as 'opposition parties'. With the Scottish National Party (SNP) currently in government, the Scottish Conservatives and Scottish Labour each have a shadow cabinet composed of Members of the Scottish Parliament (MSPs) and prospective parliamentary candidates.
Shadow cabinet ministers have a responsibility to shadow an individual government minister or a specific area of government. Other parties have frontbench teams with spokespersons covering multiple areas of government or which are composed of spokespersons from both within and outwith the Scottish Parliament.

The shadow cabinet or shadow ministry is a feature of the Westminster system of government. It consists of a senior group of opposition spokespeople who, under the leadership of the Leader of the Opposition, form an alternative cabinet to that of the government, and whose members shadow or mirror the positions of each individual member of the Cabinet. Their areas of responsibility, in parallel with the ruling party's ministries, may be referred to as a shadow portfolio. Members of a shadow cabinet have no executive power. It is the shadow cabinet's responsibility to scrutinise the policies and actions of the government, as well as to offer alternative policies. The shadow cabinet makes up the majority of the Official Opposition frontbench, as part of frontbenchers to the parliament. Smaller opposition parties in Britain and Ireland have Frontbench Teams.
David John Stewart is a Scottish politician who served as convener of the Public Petitions Committee from 2011 to 2016. A member of the Scottish Labour Party and Co-operative Party, he was a Member of the Scottish Parliament (MSP) for the Highlands and Islands region from 2007 to 2021 and was Member of Parliament (MP) for Inverness East, Nairn and Lochaber from 1997 to 2005.
Dame Jacqueline Marie Baillie is a Scottish politician who has served as Deputy Leader of the Scottish Labour Party since 2020. James Anthony Kelly is a Scottish politician who has served as General Secretary of the Scottish Labour Party since 2021. He was a Member of the Scottish Parliament (MSP) for the Glasgow region between 2016 and 2021, having previously been MSP for Rutherglen from 2007 to 2016.
Anas Sarwar is a Scottish Labour and Co-operative politician who has served as Leader of the Scottish Labour Party since 2021. He has been a Member of the Scottish Parliament (MSP) for the Glasgow region since 2016, having been Member of Parliament (MP) for Glasgow Central from 2010 to 2015.
The 2021 Scottish Parliament election took place on 11 May 2021, under the provisions of the Scotland Act 1998. All 129 Members of the Scottish Parliament were elected in the sixth election since the parliament was re-established in 1999. The election was held alongside the Senedd election in Wales, English local elections, London Assembly and mayoral election and the Hartlepool by-election.

While there is no Official Opposition in Holyrood, Ruth Davidson, as leader of the largest party not in government, acts as the Leader of the Opposition. She formed her shadow cabinet following the 2016 Scottish Parliament election, where the Scottish Conservatives replaced Scottish Labour as the largest non-governing party.
