It is located 20 km west of its sister city Córdoba, and is adjacent to Río Blanco and Ixtaczoquitlán, on Federal Highways 180 and 190. The city had a 2020 census population of 120,500 and is almost coextensive with its small municipality, with only a few small areas outside the city. The municipality, with an area of 27.97 km2, had a population of 123,182. While the metropolitan area of Orizaba has a population of 462,261 as 2020.

It is located at 18°50′N97°09′W. The Decree of June 8, 1899 ordained that Tenango's municipal head-board create the municipality of Río Blanco designating it as Tenango de Río Blanco. In the same year French financiers initiated the construction of the largest textile factory in Latin America, which was inaugurated on October 9, 1892, by President Porfirio Díaz. One thousand seven hundred workers came to be employed at Rio Blanco, including only 60 women.
Tlilapan is a municipality located in the central zone in the Mexican state of Veracruz, about 85 kilometres (53 mi) from the state capital of Xalapa. The municipal cemetery was established in 1880 and, in 1916 the first Municipal President was named.
