Owais Ahmed Rana (born 10 July 1988) is an IAS officer from 2014 batch,holding the rank of 741 in the Jammu and Kashmir cadre. He serves as the Commissioner of Srinagar Municipal Corporation and CEO of Srinagar Smart City Ltd. [1]
Previously he held the position of Deputy Commissioner / District Magistrate of Bandipore in North Kashmir region of J&K Union Territory and Deputy Commissioner / District Magistrate of Shopian District of Jammu and Kashmir. [2] [3] [4]
Before these roles,he served as the chief executive officer of Jammu &Kashmir Energy Development Agency (JAKEDA),Department of Science &Technology,working under Government of Jammu and Kashmir. Additionally he has worked as managing director of the JK State Road Transport Corporation. [5] [2]
Owais Ahmed Rana was born on July 10,1988,in a Gujjar [6] family in Kala Ban,a village near Line of Control in Poonch in Jammu and Kashmir Owais Ahmed’s father,Zahoor Ahmed Rana is a doctor. [3] He received his early education from Delhi Public School,Jammu,and Khuda Baksh Public School,Gurjar Desh Charitable Trust Jammu. He later enrolled at Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir,where he obtained a bachelor's degree in Veterinary Science.
In 2012,he began his career in the Kashmir Administrative Services,holding various positions. In 2014,he transitioned to the Indian Administrative Service (IAS),subsequently being assigned to the Jammu and Kashmir Cadre. From 2014 to the present,he has held several roles,including Sub Divisional Magistrate in Marh,Jammu,Assistant Secretary in the Ministry of Urban Development,Government of India,Sub Divisional Magistrate in Bhadarwah,Sub Divisional Magistrate in Karnah-Tangdar,Additional Secretary in the Finance Department,Deputy Commissioner of Shopian,and Chief Executive Officer of the Jammu &Kashmir Energy Development Agency (JAKEDA) within the Department of Science &Technology. He is the nephew of the prominent educator,social reformer,thinker,and former Vice Chancellor of Baba Ghulam Shah Badshah University Rajouri,Dr. Masud Choudhary. [2]
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. Masud Choudhary was an Indian educator,social reformer,thinker and an administrator of Jammu and Kashmir union territory. He was the founding Vice Chancellor of Baba Ghulam Shah Badshah University in Rajouri,J&K. He was also the Chief Patron of the Muslim Gurjar Desh Charitable Trust. Choudhary served in the police and retired as the Additional Director of the General Police (IPS) in 2004.
Shah Faesal is an Indian bureaucrat currently posted as Deputy Secretary in the Ministry of Culture (India) In 2010,he became the first Kashmiri to top the Indian Civil Services Examination. He tendered his resignation from the Indian bureaucracy in protest on 9 January 2019,citing "unabated killings" in Kashmir among other things,which,reportedly,was "never accepted" by the central government and he even withdrew the same later.

Dr Nirmal Kumar Singh is an Indian politician and was the last Speaker of the Jammu and Kashmir Legislative Assembly of the erstwhile Jammu and Kashmir State. He is a former Deputy Chief Minister of Jammu and Kashmir. He is a leader of Bharatiya Janata Party. On 1 March 2015,he assumed the charge of the Minister for Power Development and Housing and Urban Development.
Chewang Phunsog is an Indian civil servant and the chairman of the Public Enterprises Selection Board (PESB) of the Government of India. He is a former Chief Secretary of the state of Jammu and Kashmir. Phunsog,an Albert Parvin Fellow at the Woodrow Wilson School,was awarded the fourth highest civilian award of the Padma Shri by the Government of India,in 1998.
Shahid Iqbal Choudhary is a 2009 batch Indian Administrative Service officer from Jammu and Kashmir cadre and the current Secretary,Department of Rural Development and Local Self Government,Jammu &Kashmir. He secured an All India Rank 51 in the UPSC's Civil Services Examination for the year 2008. Shahid was the first Muslim from Jammu region and first Gurjar from J&K to get into Indian Administrative Service as a direct recruit from IAS.
