Patrick James Nolan (born June 16,1950) is an American lawyer,politician and conservative activist.
In 1978,Nolan was elected to the California State Assembly,serving the 41st district comprising Glendale,Burbank,Toluca Lake and Sunland-Tujunga. He also served the 43rd district. from 1992 to 1994. [1]
In 1984,he was elected Assembly Republican Leader,and began an aggressive campaign to elect a Republican majority in the Assembly.[ citation needed ]
Nolan was part of an FBI sting operation called Shrimpscam which targeted officials who accepted illegal campaign contributions. [2] He was charged with seven counts of corruption. He entered into a plea deal and admitted to one count of racketeering in 1993. As a now convicted felon,Nolan resigned his seat and was sentenced to thirty three months in prison. He served 25 months in a federal prison and four months in a halfway house. [3] [4]
His experiences in prison changed his outlook and the course of his life. [5] [6]
After his release,he was recruited by Chuck Colson's Prison Fellowship Ministries to be President of Justice Fellowship,the Prison Fellowship affiliate that works to reform the criminal justice system. During Nolan's time at Prison Fellowship,they have formed broad bi-partisan coalitions with civil rights and religious organizations to support important issues in Congress. They successfully protected religious freedom for prisoners in the Religious Freedom Restoration Act,and the Religious Land Use and Institutionalized Persons Act. A similar coalition successfully pressed for the passage of the Prison Rape Elimination Act. Nolan was later appointed to serve on the National Prison Rape Elimination Commission,a bipartisan panel aimed at curbing prison rape. Prison Fellowship was a major force in another left-right coalition that developed legislation to focus prisons on preparing inmates to successfully return to their communities. Called the Second Chance Act,the bill had strong bi-partisan support and passed both houses overwhelmingly.[ citation needed ]
Nolan authored "When Prisoners Return" a guide for churches and community groups on ways they can help prisoners as they make the difficult transition from prison to their home community.[ citation needed ]
His racketeering conviction was pardoned by Donald Trump on May 15,2019. [8]
Nolan's family includes his wife,Gail,and three children,Courtney,Katie and Jamie. They live in Leesburg,Virginia. [9]

Householder was the state representative for Ohio's 72nd district and was a two-time Speaker of the Ohio House of Representatives. He is a member of the Republican Party. Householder represented the same district from 1997 to 2004,including as speaker from 2001 to 2004. In 2016,he was elected to the Statehouse again,and on January 7,2019,he was re-elected to serve as speaker with support from Ohio House Democrats,including current United States Congresswoman Emilia Sykes. His district included Coshocton and Perry counties,as well as about half of Licking County.

Prison rape commonly refers to the rape of inmates in prison by other inmates or prison staff. In 2001,Human Rights Watch estimated that at least 4.3 million inmates had been raped while incarcerated in the United States. A United States Department of Justice report,Sexual Victimization in Prisons and Jails Reported by Inmates,states that "In 2011–12,an estimated 4.0% of state and federal prison inmates and 3.2% of jail inmates reported experiencing one or more incidents of sexual victimization by another inmate or facility staff in the past 12 months or since admission to the facility,if less than 12 months." However,advocates dispute the accuracy of the numbers,saying they seem to under-report the real numbers of sexual assaults in prison,especially among juveniles.

The Bribery and Special Interest (BRISPEC) sting operation was a sting operation conducted by the Federal Bureau of Investigation that investigated corruption in the California State Legislature from 1986 to 1988. The operation,later known as Shrimpscam in the press,involved setting up dummy companies by the FBI. The FBI set up a West Sacramento-based shrimp processing company. Then the fake companies lobbied for special-interest legislative bills favoring themselves. In addition,money was offered to legislators to see if any of them could be bribed in return for their support. A couple of the bills were actually passed by both the Assembly and Senate,but were vetoed by Governor George Deukmejian,who was tipped off in advance.
Oscar López Rivera is a Puerto Rican activist and militant who was a member and suspected leader of the Fuerzas Armadas de Liberación Nacional Puertorriqueña (FALN),a clandestine paramilitary organization devoted to Puerto Rican independence that carried out more than 130 bomb attacks in the United States between 1974 and 1983. López Rivera was tried by the United States government for seditious conspiracy,use of force to commit robbery,interstate transportation of firearms,and conspiracy to transport explosives with intent to destroy government property.

The First Step Act,formally known as the Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every Person Act,is a bipartisan criminal justice bill passed by the 115th U.S. Congress and signed by President Donald Trump in December 2018. The act enacted several changes in U.S. federal criminal law aimed at reforming federal prisons and sentencing laws in order to reduce recidivism,decreasing the federal inmate population,and maintaining public safety.
The good conduct time allowance (GCTA) controversy started in August 2019 involving the employees of the Bureau of Corrections (BuCor). It begins with Bureau of Corrections Director General Nicanor Faeldon and several other government officials signing the document containing the release of former Calauan,Laguna Mayor Antonio Sanchez,the prime suspect in the rape and murder of Eileen Sarmenta and her friend Allan Gomez in 1993,and the release of Josman Aznar,Ariel Balansag,Alberto Caño and James Anthony Uy,the 4 suspects in the rape and murder of sisters Marijoy and Jacqueline Chiong in 1997,citing "good conduct."
