Patrick DeAngelo Cannon (born November 27,1966) is an American politician and member of the Democratic Party who served on the City Council of Charlotte,North Carolina from 1994 through 2013 and was subsequently elected the city's 56th Mayor in November 2013. On March 26,2014,Cannon was arrested on charges of accepting over $48,000 in bribes from undercover FBI agents posing as businessmen wanting to work with the city. [2] Cannon resigned as mayor later that evening,and was later sentenced to 44 months in prison.
Cannon received a bachelor's degree in communications with a concentration in business marketing from North Carolina A&T State University in Greensboro,North Carolina. He also holds a certification from the University of North Carolina at Chapel Hill School of Government. [3]
Cannon was elected to the Charlotte City Council in 1993. When he was sworn in,he became the youngest council member in Charlotte history,at age 26. Originally representing District 3 on the city's west side,he was elected to an at-large seat in 2001. He stepped down in 2005,but was reelected in 2009. [4]
Cannon declared his candidacy in the 2013 mayoral election after Mayor Anthony Foxx declined to run again in order to become U.S. Secretary of Transportation. On November 5,2013,he was elected as the mayor of Charlotte with approximately 53 percent of the vote. [5] He was sworn in as mayor on December 2,2013,at the Charlotte-Mecklenburg Government Center. [6] At the time of his election as mayor,Cannon was a member of the Charlotte City Council and Mayor Pro Tempore. [7]
Cannon was arrested by the Federal Bureau of Investigation on public corruption charges of theft and bribery on March 26,2014,following an FBI sting investigation that dated back to 2010,when Cannon was a member of the Charlotte City Council. [7] He was released on bond at his initial court appearance later that day. [8] He resigned as mayor of Charlotte shortly after his initial appearance. [9] [10]
On June 3,2014,Cannon pleaded guilty to one count of honest services wire fraud,which carried a sentence of up to 20 years in prison and a $250,000 fine. [11] He made the following public statement after pleading guilty:
It has been said that to whom much has been given much is required. For nearly half of my life,I have had the honor of serving the people of Charlotte. Much has been given to me in the way of the public's trust. I regret having acted in ways that broke that trust. For that,I am deeply sorry. I love Charlotte. It is the city of my birth. I regret having hurt the city that I love. Out of concern for the city,I immediately resigned my post as Mayor. Today,I have acknowledged being guilty of accepting monies for constituent services,something that should never have been done while serving in elected office. As I have asked of my family and friends,I also ask of you the public:your forgiveness. I understand the anger,frustration and disappointment that my actions have caused. I can only hope that the life that I live from now on will reflect both my remorse and my desire to still make a positive impact upon our city. Finally,I want to express my appreciation to my family and friends,to my legal counsel,the faith community,and to the many people whose expressions of unconditional love and support have been,and continue to be,sources of strength and encouragement. Cannon was sentenced to 44 months in prison on October 14,2014. He began serving his sentence at the Federal Correctional Institution,Morgantown,a minimum-security facility in West Virginia,and was originally scheduled for release on January 25,2018. [13]
After his conviction,Cannon voted early on October 30,2014,while he was under house arrest. [14] After the vote,which did not count,he told a U.S. District Judge,"I did it without thinking." [15] On March 16,2016,he pleaded guilty to attempted voter fraud. This did not add time to his sentence. [14]
On September 15,2016,Cannon was released from prison (serving 22 of the 44 months he was sentenced to.) He officially became an ex-convict on January 25,2017,as he began two years of supervised release monitored by the Residential Re-Entry Management Office in Raleigh,NC. The RRMO is one of 25 centers around the country that oversee some 200,000 federal inmates that are transitioning back to freedom. [16]
On March 4,2022,Cannon announced an attempt to return to politics by filing to run for an at-large Charlotte City Council seat. After getting his rights restored,Cannon stated that he wanted to start "a new beginning" with a chance for redemption. [17] During the Charlotte Democratic Primaries held on May 17,2022,Cannon finished last with just 12 percent of the Democrat vote for the at-large City Council seat. [18]
Robert Cannon "Robin" Hayes is an American politician and businessman from North Carolina. A member of the Republican Party,he represented North Carolina's 8th congressional district in the House of Representatives from 1999 to 2009,and was the Republican nominee for Governor of North Carolina in 1996. Hayes served as chairman of the North Carolina Republican Party from 2011 to 2013,and from 2016 to 2019. Accused in a bribery scheme in 2019,Hayes pleaded guilty to lying to the FBI. On January 20,2021,Hayes was pardoned by President Donald Trump.
Edwin Everett Pawlowski is an American politician who served as the 41st Mayor of Allentown,Pennsylvania. He held the office from 2006 until his resignation in 2018,following his election to a fourth term in 2017. He resigned after being convicted on 47 federal charges related to corruption as mayor of Allentown.
William Frank Boyland Jr. is an American convicted felon and former politician from the state of New York. A Democrat,Boyland represented District 55 (Brooklyn) in the New York State Assembly and was first elected in a 2003 special election. He forfeited his Assembly seat on March 6,2014 due to his conviction on federal felony charges related to extortion,bribery,and official corruption,and he was sentenced to 14 years in prison.

Samuel Rivera was an American politician,the Democratic mayor of the U.S. city of Passaic,New Jersey,from 2001 until 2008. Rivera came to national attention on September 6,2007,when he was indicted and arrested on charges of accepting bribes in exchange for agreeing to direct municipal contracts to an insurance broker acting as a cooperating witness. Rivera pleaded guilty to attempted extortion,stepped down as mayor,and was sentenced to 21 months in prison. He was succeeded in office by Gary Schaer.
Peter J. Cammarano III is an American disbarred attorney,former Democratic politician and a convicted felon. He was the 37th mayor of Hoboken,New Jersey,serving from July 1 until July 31,2009. Cammarano was arrested by the FBI on corruption charges on July 23,2009,as part of an international criminal investigation known as Operation Bid Rig;he resigned from office eight days later. He pleaded guilty to extortion in April 2010 and was later sentenced to 24 months in federal prison.

Dwaine R. Caraway is an American former politician,and convicted felon who served as the 60th mayor of Dallas in 2011,in an interim capacity. He pleaded guilty in 2018 for taking bribes while serving as mayor pro tem. He served as a Dallas City Council member until his resignation on August 9,2018.
Ernest E. Newton II is an American politician in Bridgeport,Connecticut. Newton served for seventeen years in the Connecticut General Assembly,serving in the Connecticut House of Representatives from 1988 to 2003 and in the Connecticut State Senate from 2003 to 2006. The Federal Prison Camp,Morgantown is a minimum-security United States federal prison for male inmates in West Virginia. It is operated by the Federal Bureau of Prisons,a division of the United States Department of Justice. The facility has been nicknamed 'Club Fed' because of its amenities which include a large college-like campus,a movie theater,a bocce ball court and a basketball court as well as housing many white collar,nonviolent offenders.
The biennial Charlotte mayoral election was held on Tuesday,November 5,2013. Primary elections were held on Tuesday,September 10,2013. Unaffiliated voters were allowed to vote in either the Democratic or Republican primary.
Rodney W. Moore is an American politician from the state of North Carolina. He is a member of the Democratic Party,and served in the North Carolina House of Representatives,representing the 99th district,until 2019.
Michael Barnes was the mayor pro tempore of Charlotte,North Carolina. He also served as acting mayor for a short time following the resignation of former mayor Patrick Cannon,who was arrested on March 26,2014 for corruption charges. Barnes immediately became acting mayor upon Cannon's resignation. The City Council was then required to appoint a mayor to serve out the remainder of Cannon's term. On April 7,the council voted to appoint Dan Clodfelter,a state senator,as the new mayor.

Paul Pisasale is a former mayor of the City of Ipswich in Queensland,Australia,and convicted extortionist. Pisasale was mayor of Ipswich from 2004 to 2017,making him one of Queensland's longest-serving mayors,and was last elected in 2016 with 83.45% of the popular vote. He resigned as mayor in 2017 following a raid on his office by the Queensland Crime and Corruption Commission. He was subsequently charged with corruption in 2017. He was committed to stand trial on a number of other charges in 2019,including charges of sexual assault where he was accused of "unlawfully and indecently" assaulting an Ipswich woman,and charges of perjury. Pisasale subsequently pleaded guilty to these charges which included two counts of sexual assault,official corruption,unlawful drug possession,27 counts of fraud,secret commission by an agent,and fraud of property.
In fall 1993, former Charlotte Mayor Harvey Gantt asked his own political mentor to take under wing a young politician long on promise but short on experience. Democrat Patrick Cannon was 26 and had just won a City Council district primary. He was about to become the youngest member ever elected.
