Philip Mark Plotch is the principal researcher at the Eno Center for Transportation and a fellow at NYU. [1] He has been an author, professor, and transportation planner. He is best known for leading efforts to rebuild the World Trade Center and his research on the politics and planning behind transportation megaprojects.

Career

Author and academic

Philip Mark Plotch is currently the principal researcher at the Eno Center for Transportation [2] and a fellow at New York University. [3] In 2021, he was a visiting professor and U.S. Fulbright Scholar at Sogang University. [4] Previously he was an associate professor of political science and the director of the master of public administration program at Saint Peter's University. [5] He has also taught as an adjunct in the Department of Urban Affairs and Planning at Hunter College. [6]

He is the author of the book, Last Subway: The Long Wait for the Next Train in New York City (published by Cornell University Press [7] in 2020.) He also wrote the book, Politics Across the Hudson: The Tappan Zee Megaproject (published by Rutgers University Press [8] in 2015 with an updated version in 2018). His third book, Mobilizing the Metropolis, was published by the University of Michigan Press in 2023. [9]

Plotch received the American Planning Association’s 2015 New York Metro Chapter journalism award for his in-depth research and hard hitting analysis behind the planning and politics of New York's transportation system. Transportation planner and World Trade Center Redevelopment Director

As director of World Trade Center redevelopment and special projects at the Lower Manhattan Development Corporation, after the September 11 attacks, Plotch developed new transportation programs, oversaw the design and construction of Lower Manhattan open spaces, and administered programs to rebuild structures. Between 1992 and 2005, as the manager of policy and planning at the headquarters of the Metropolitan Transportation Authority, Plotch led planning improvements for the New York metropolitan area's transportation system including the 7 Subway Extension to the Hudson Yards, the Second Avenue Subway, and intelligent transportation systems. Education

Plotch received his master in urban planning degree from Hunter College and his Ph.D. in public and urban policy from the Milano School of International Affairs, Management, and Urban Policy at The New School. [37]

Civic leadership

He lives in the Radburn section of Fair Lawn, New Jersey, [38] where he has published Fair Lawn News, served on the planning board and the economic development committee, and led efforts to revise election procedures and improve pedestrian safety. [39] [40] [41] [42]

The Port Authority of New York and New Jersey, is a joint venture between the U.S. states of New York and New Jersey, established in 1921 through an interstate compact authorized by the United States Congress. The Port Authority oversees much of the regional transportation infrastructure, including bridges, tunnels, airports, and seaports, within the geographical jurisdiction of the Port of New York and New Jersey. The World Trade Center site, often referred to as "Ground Zero" or "the Pile" immediately after the September 11 attacks, is a 14.6-acre (5.9 ha) area in Lower Manhattan in New York City. The site is bounded by Vesey Street to the north, the West Side Highway to the west, Liberty Street to the south, and Church Street to the east. The Port Authority of New York and New Jersey (PANYNJ) owns the site's land. The original World Trade Center complex stood on the site until it was destroyed in the September 11 attacks.

<span class="mw-page-title-main">Lower Manhattan Development Corporation</span> American organization

The Lower Manhattan Development Corporation was formed in November 2001, following the September 11 attacks, to plan the reconstruction of Lower Manhattan and distribute nearly $10 billion in federal funds aimed at rebuilding downtown Manhattan. It is a subsidiary of the Empire State Development Corporation, which is a New York state public-benefit corporation.

The Second Avenue Subway is a New York City Subway line that runs under Second Avenue on the East Side of Manhattan. The first phase of this new line, with three new stations on Manhattan's Upper East Side, opened on January 1, 2017. The full Second Avenue Line, if and when it will be funded, will be built in three more phases to eventually connect Harlem–125th Street in Harlem to Hanover Square in Lower Manhattan. The proposed full line would be 8.5 miles (13.7 km) and 16 stations long, serve a projected 560,000 daily riders, and cost more than $17 billion.

The Governor Malcolm Wilson Tappan Zee Bridge, commonly known as the Tappan Zee Bridge, was a cantilever bridge in the U.S. state of New York. It was built from 1952 to 1955 to cross the Hudson River at one of its widest points, 25 miles (40 km) north of Midtown Manhattan, from South Nyack to Tarrytown. As an integral conduit within the New York Metropolitan Area, the bridge connected South Nyack in Rockland County with Tarrytown in Westchester County in the Lower Hudson Valley.

The Lower Manhattan–Jamaica/JFK Transportation Project was a proposed public works project in New York City, New York, that would use the Long Island Rail Road's Atlantic Branch and a new tunnel under the East River to connect a new train station near or at the World Trade Center Transportation Hub site with John F. Kennedy International Airport and Jamaica station on the LIRR. It would allow for a one-seat, 36-minute-long ride between JFK Airport and Lower Manhattan, cut commuting times from Long Island by up to 40% and reduce crowding on the IRT Broadway–Seventh Avenue Line, IRT Lexington Avenue Line, IND Eighth Avenue Line, and BMT Broadway Line in Manhattan.

A megaproject is an extremely large-scale investment project. According to the Oxford Handbook of Megaproject Management, "Megaprojects are large-scale, complex ventures that typically cost $1 billion or more, take many years to develop and build, involve multiple public and private stakeholders, are transformational, and impact millions of people". However, $1 billion is not a constraint in defining megaprojects; in some contexts a relative approach is needed, such as in developing countries, where a much smaller project could constitute a megaproject. Therefore, a more general definition is "Megaprojects are temporary endeavours characterised by: large investment commitment, vast complexity, and long-lasting impact on the economy, the environment, and society".

Transportation in New York is made up of some of the most extensive and one of the oldest transportation infrastructures in the country. Engineering difficulties because of the terrain of the State of New York and the unique issues of New York City brought on by urban crowding have had to be overcome since the state was young. Population expansion of the state generally followed the path of the early waterways, first the Hudson River and then the Erie Canal. Today, railroad lines and the New York State Thruway follow the same general route.

The New York Metropolitan Transportation Council (NYMTC) is the metropolitan planning organization for New York City, Long Island, and the lower Hudson Valley. It is a federally mandated planning forum to allow the ten counties it represents to coordinate the use of federal transportation funds. NYMTC was created in 1982 after the disbanding of the Tri-State Regional Planning Commission, a metropolitan planning organization for the states of New York, New Jersey, and Connecticut. Unlike most other Metropolitan Planning Organizations (MPOs) in the United States, NYMTC's staff are all employees of the New York State Department of Transportation.

The North Jersey Transportation Planning Authority (NJTPA) is the federally authorized metropolitan planning organization (MPO) for the 13-county northern New Jersey region, one of three MPOs in the state. NJTPA's annual budget is more than $2 billion for transportation improvement projects. The Authority also participates in inter-agency cooperation and receives public input into funding decisions. The NJTPA sponsors and conducts studies, assists county planning agencies and monitors compliance with national air quality goals. The Authority provides federal funding to support the planning work of its 15 subregions. The funds are matched by a local contribution. As vital partners in regional planning work, the subregions help bring a local perspective to all aspects of NJTPA's work to improve the northern New Jersey transportation network.

<i>Left Coast Lifter</i> Floating derrick barge

Left Coast Lifter is a floating derrick barge or sheerleg which was built to assist in the eastern span replacement of the San Francisco–Oakland Bay Bridge. The barge carries a shear legs crane which is the largest barge crane ever used on the U.S. West Coast. The barge's name is taken from "Left Coast", a slang term for the West Coast of the United States.

<span class="mw-page-title-main">Tappan Zee Bridge (2017–present)</span> Bridge across the Hudson River, New York, U.S.

The Tappan Zee Bridge, officially named the Governor Mario M. Cuomo Bridge after the former New York governor, is a twin cable-stayed bridge spanning the Tappan Zee section of the Hudson River between Tarrytown and Nyack in the U.S. state of New York. It was built to replace the original Tappan Zee Bridge, which was located just to the south. The new bridge's north span carries the northbound and westbound automobile traffic of the New York State Thruway, Interstate 87 (I-87) and I-287; it also carries a shared use path for bicycles and pedestrians. The south span carries southbound and eastbound automobile traffic.

ACCESS Magazine that existed in print from 1992 and 2017 reports on research at the University of California Transportation Center and the University of California Center on Economic Competitiveness (UCCONNECT). The goal is to translate academic research into readable prose that is useful for policymakers and practitioners. Articles in ACCESS are intended to catapult academic research into debates about public policy, and convert knowledge into action. Authors of papers reporting on research here are solely responsible for their content. Much of the research appearing in ACCESS was sponsored by the US Department of Transportation and the California Department of Transportation, neither of which is liable for its content or use.

<span class="mw-page-title-main">World Trade Center (2001–present)</span> Skyscraper complex in Manhattan, New York City

The World Trade Center (WTC) is a mostly completed complex of buildings in the Lower Manhattan neighborhood of New York City, U.S., replacing the original seven buildings on the same site that were destroyed in the September 11 attacks. The site is being rebuilt with up to six new skyscrapers, four of which have been completed; a memorial and museum to those killed in the attacks; the elevated Liberty Park adjacent to the site, containing the St. Nicholas Greek Orthodox Church and the Vehicular Security Center; the Perelman Performing Arts Center; and a transportation hub. The 104-story One World Trade Center, the tallest building in the Western Hemisphere, is the lead building for the new complex.
