Party-list proportional representation Family of voting systems

Party-list proportional representation systems are a family of voting systems emphasizing proportional representation in elections in which multiple candidates are elected through allocations to an electoral list. They can also be used as part of mixed additional member systems.

The D'Hondt method or the Jefferson method is a highest averages method for allocating seats in an electoral system and thus a type of party-list proportional representation. The method described is named in the United States after Thomas Jefferson, who introduced the method for proportional allocation of seats in the United States House of Representatives in 1792, as well as in Europe after Belgian mathematician Victor D'Hondt, who described the methodology in 1878. There are two forms: closed list and open list.

The highest averages method or divisor method is the name for a variety of ways to allocate seats proportionally for representative assemblies with party list voting systems. It requires the number of votes for each party to be divided successively by a series of divisors. This produces a table of quotients, or averages, with a row for each divisor and a column for each party. The nth seat is allocated to the party whose column contains the nth largest entry in this table, up to the total number of seats available.

D'Hondt is a Dutch surname, most common in East Flanders. Variants are D'Hont, De Hondt and Dhondt. D'Hondt is an old spelling of de hond. The Honte was also the name of the bay that is now the Eastern end of the Western Scheldt. People with this name include:

The Hagenbach-Bischoff system is a variant of the D'Hondt method, used for allocating seats in party-list proportional representation. It usually uses the Hagenbach-Bischoff quota for allocating seats, and for any seats remaining the D'Hondt method is then applied so that the first and subsequent divisors for each party list's vote total includes the number of seats that have been allocated by the quota. The system gives results identical to the D'Hondt method and it is often referred to as such in countries using the system e.g. Switzerland and Belgium. Luxembourg uses the Hagenbach-Bischoff method to allocate seats in its European Parliament elections.

Walter Ignace d'Hondt is a Canadian competition rower and Olympic champion. He is the brother of Miss Canada 1959, Danica d'Hondt, who is a Canadian-American-British actress, restaurateur, and author. He is the father of women's basketball player Gillian D'Hondt and the uncle of film actress, America Olivo. He was educated at The John Fisher School in Surrey.
