Rawalpindi is a city in the Punjab province of Pakistan. It is the fourth most populous city in Pakistan and third most populous in Punjab according to 2017 Census. It is located near the Soan River. Rawalpindi is situated close to Pakistan's capital Islamabad, and the two are jointly known as the "twin cities" because of the social and economic links between them.

The Pakistan Army, commonly known as the Pak Army is the land service branch and the largest component of the Pakistan Armed Forces. The president of Pakistan is the supreme commander of the army. The Chief of Army Staff (COAS), a four-star general, commands the army. The Army was established in August 1947 after Pakistan gained independence from the United Kingdom. According to statistics provided by the International Institute for Strategic Studies (IISS) in 2023, the Pakistan Army has approximately 560,000 active duty personnel, supported by the Pakistan Army Reserve, the National Guard and the Civil Armed Forces. Pakistan Army is the sixth-largest army of the world and the largest of the Muslim world.
Razakar is etymologically an Arabic word which literally means volunteer. The word is also common in Urdu language as a loanword. On the other hand, in Bangladesh, razakar is a pejorative word meaning a traitor or Judas.
Law enforcement in Pakistan is one of the three main components of the criminal justice system of Pakistan, alongside the judiciary and the prisons. The country has a mix of federal, provincial and territorial police forces with both general and specialised functions, but the senior ranks of all the provincial forces and most of the federal ones are manned by members of the Police Service of Pakistan (PSP). The PSP is one of the most prestigious part of the Central Superior Services, Pakistan's main civil service organisation. Federal law enforcement agencies are generally overseen by the Ministry of Interior of the Government of Pakistan, while provincial police forces are overseen by a department of the government of that province.
Crime in Pakistan is present in various forms and occurs everywhere, especially in the many major cities such as Karachi, Lahore, Faisalabad, Rawalpindi, Gujranwala, Peshawar, Multan, Hyderabad, Islamabad and Quetta. Among other general crimes, it includes major crimes such as murder, rape, gang rape, sexual abuse of a minor, kidnapping, armed robbery, burglary and carjacking. For example, in the city of Lahore 379 murders, 500 attempted murders, 2,650 abductions and 55 rapes have occurred in 2019. A direct relationship has been identified between the crime rate and unemployment rate in Pakistan. Elevated unemployment diminishes the attractiveness of legal endeavors, consequently raising the potential gains from illicit pursuits. As a result, the likelihood of an upsurge in illegal activities rises. Crime Statistics of Pakistan shows that there is a rapid increase in the number of crime reported over time like other countries of the world. It may be because of high unemployment, rising poverty, increasing inflation and urbanization. Some other non-economic factors are also responsible for it.
Chaudhary Nisar Ali Khan is a Pakistani politician who served as the Interior Minister from 2013 to 2017. He had been a member of the Provincial Assembly of the Punjab from August 2018 till January 2023. He however was unsuccessful in winning a National Assembly seat. A former leader of the Pakistan Muslim League (Nawaz), Khan had been a member of the National Assembly of Pakistan between 1985 and May 2018. He was the Leader of the Opposition in the National Assembly from 2008 to 2013.
The Punjab Police is a law enforcement agency of Punjab, Pakistan. Under the command of its Inspector General (IG), it administers all criminal cases under the Police Acts of 1861 and 2002. The force was introduced in its modern form under British rule, and a colonial influence continues. On 23 January 2023, Dr. Usman Anwar was appointed as the Inspector General of Punjab Police.
The Sindh Police, is a law enforcement agency established in 1843 under a proclamation issued by Sir Charles Napier, who became the conqueror of the State of Sindh by defeating the forces of the Talpur rulers at the Battle of Miani near Hyderabad on 20 March 1843. Ever since its inception, the organization was raised on the model of the Royal Irish Constabulary to maintain law and order and law enforcement in Sindh, Pakistan. The department serves an area of ~140,914km2 and has about 280,000 police officers and staff to serve in the department. Riffat Mukhtar is the current Inspector-General of Police, appointed in August 2023.
Colonel Shahid Bashir is a Pakistan Army engineer and aviator who is facing court martial by the Judge Advocate General Branch of Pakistan Army. Bashir is accused of spying, including leaking secrets of the Shamsi Air base to those planning to attack it, and inciting fellow soldiers to commit acts of terrorism against US army occupying these basis. On December 10, 2009, Colonel Bashir along with his close friends, was arrested by the Pakistani military police.
The Punjab Prisons is a correctional organization, a uniformed service and an attached department of the provincial Home Department in Punjab, Pakistan. The organization works under administrative control of the Additional Chief Secretary Home to Government of the Punjab, Pakistan. Functional head of the organization is Inspector General of Prisons who manages 43 prisons in the province. The organization is responsible for custody, control, care and correction of prisoners confined in various central, district and special jails in the province of Punjab, Pakistan).
On 28 February 2012, approximately 12 militants who were dressed in military uniforms stopped multiple buses on their routes through the Kohistan District in Khyber Pakhtunkhwa, Pakistan. 18 passengers were subsequently taken out of the buses and executed by the militants; 17 of the 18 victims were identified as Shia Muslim residents of Gilgit–Baltistan who were travelling to the city of Gilgit from Rawalpindi, Punjab, while the remaining non-Shia victim was a Sunni Muslim who failed to convince the militants that he was not Shia. The victims were killed on the basis of their religious affiliation with the Shia sect of Islam after identification. Among the dead in the massacre were three children.
The Pakistan National Guard is a military reserve force and a component of the Pakistan Army, designed to act as a "second line of defence", together with the Pakistan Army Reserve and the Civil Armed Forces.
August 2012 Mansehra Shia massacre refers to the massacre of 25 Shia Muslim residents of Gilgit-Baltistan travelling from Rawalpindi, Punjab to Gilgit, Gilgit Baltistan in Pakistan. The bus was stopped in Mansehra District and the people were killed after checking their identification cards which showed they were from the Shia community by individuals dressed in Military uniforms. Darra Adam Khel faction of Tehrik-i-Taliban Pakistan has claimed the responsibility for the attack.
The Counter Terrorism Department (Urdu: سررشتہِ تحقیقاتِ جرائم ، پاکستان; CTD) formerly known as the Crime Investigation Department (CID), are crime scene investigation, interrogation, anti-terrorism, and intelligence bureaus of the provincial police services of Pakistan.
Malik Mumtaz Hussain Qadri, better known as Mumtaz Qadri, was a terrorist who murdered Salmaan Taseer, Governor of Punjab. Qadri was a commando of the Elite Police and, at the time of the assassination, a member of the squad of personal bodyguards assigned to protect Taseer. A follower of the Barelvi version of Sunni Islam, he assassinated Taseer on 4 January 2011. He claimed to have killed the Governor because Taseer spoke in defense of Asia Bibi, a Pakistani Christian woman convicted of blasphemy and sentenced to death. Qadri was convicted by the Islamabad High Court, sentenced to death and hanged in February 2016.
Dolphin Force is an elite unit of the Punjab Police that focuses on combating street crime. It was modeled after the Istanbul Police Dolphin Force and launched by the Chief Minister of Punjab, Shahbaz Sharif, in Lahore in 2016. Since then, it has been expanded to Six other cities in the province, with a total of 696 policemen trained in its second phase.
The Punjab Constabulary is a law enforcement agency in Pakistan which is responsible to maintain peace in Punjab Province by assisting Punjab Police. IG Police is the provincial police officer and heads all subordinate police units. Punjab Constabulary is a police unit working under the command of Commandant. It takes actions to maintain law and order in the province and participate in different rescue operations. Punjab Constabulary is reserve police which provides security to different personalities and guards are deputed at different sensitive buildings all over the Punjab.
