The Dir Levies is a paramilitary force in the Dir District of the Pakistani province of Khyber Pakhtunkhwa. It operates as the primary law enforcement agency tasked with maintaining law and order within the division. The force has its origins back in the days of the British Raj, and has continued to function for over a century.

History

In 1895 after the British conquered Swat, Dir, Chitral, Bajawar, and Malakand, a collective force was established as the Swat Levies, which included therein the Dir Levies, Chitral Border Police and the previously raised Malakand Levies. Maj. A.H. Dean who was the first Political Agent of Malakand was assigned the task to command the Swat Levies. The force would have to take care of Swat, Dir, Chitral and Malakand areas. In the first batch, a total of 192 personnel were recruited as sepoys. The first Jamadar of the Swat Levies was Mohammad Akram Khan son of Said Anwar Khan of Timergara, Dir District. By March 1896, the Levies had a strength of 390 men including 40 non-commissioned officers. [1] The number hovered around 300 men into the early 20th century. [2]

Political agents and district coordination officers act as commandants of Levies forces within their respective jurisdictions. [3]

Organization

The Dir Levies comes under the administrative control of SAFRON Division, Government of Pakistan. The Commandant of Dir Levies is the commanding officer of the force while the Subedar Major is the second high-ranking officer after the commandant.

It is about 130 km from Peshawar, 40km from Mingora and 38 km away from Timergara.

Utmankhel a Pashtun tribe present in Pakistan, with substantial numbers in Afghanistan. They lie between the Mohmands and the Ranizais of Swat, to the west and south-west of the junction of the Swat and Panjkora rivers. The Utmankhels mostly living in Malakand, Bajawar, Mohmand, Lower Dir, Mardan and Orakzai. The Utmankhel are Pashtuns, part of the Karlani tribal confederacy, who fought against British and Mughals emperors in Pakhtunkhwa.The British regarded the Utmankhel tribesmen as “warlike” peoples and one of the Martial Race.The Utmankhel are a tall, stout and fair race, but their dress and general customs have been assimilated by the neighbouring peoples of Bajuar. Utmankhels speak the same dialect of Pashtu called Peshawari/Northeastern Pashto.

The Malakand Agency was one of the agencies in the North West Frontier Province of British India and later of Pakistan until 2010. It included the princely states of Chitral, Dir and Swat, and an area around the Malakand Pass known as the Malakand Protected Area. The largest city in the area was Mingora, while the three state capitals were Chitral, Dir, and Saidu Sharif. In 1970, following the abolition of the princely states, the agency became the Malakand Division, which was divided into districts, one of which was the Malakand Protected Area, known as Malakand District. In 2000 the Malakand Division was abolished. His Highness Sir Nasir ul-Mulk KCIE was the eldest son of Mehtar Shuja ul-Mulk, who succeeded him in 1936. He ruled the princely state of Chitral from 1936 to 1943.

The Pakistan Levies, or Federal Levies, are provincial paramilitary forces (gendarmeries) in Pakistan, whose primary missions are law enforcement, assisting the civilian police in maintaining law and order, and conducting internal security operations at the provincial level. The various Levies Forces operate under separate chains of command and wear distinct patches and badges.
