The Polish 1. Liga operates as the second level of ice hockey in Poland. The league lies below the Polska Hokej Liga.
Jastrzębie-Zdrój is a city in south Poland with 89,128 inhabitants (2018). Its name comes from the Polish words jastrząb ("hawk") and zdrój. From 1861 until the 20th century it was a spa village situated in Upper Silesia. It was granted city rights in 1963. Jastrzębie-Zdrój is currently situated in the Silesian Voivodeship, previously in Katowice Voivodeship (1975–1998). In the early 1980s, the city was one of main centers of workers' protests, which resulted in creation of Solidarity.

Tom Coolen is a Canadian professional ice hockey coach. He is currently the head coach of GKS Katowice in the Polska Hokej Liga, and an assistant coach for the Polish men's national team. He is a two time winner of the CIS Coach of the Year award, and a three time AUS Coach of the Year recipient. He built two National Championship teams at Acadia University and 5 AUS champions at Acadia and the University of New Brunswick. At the 2014 Sochi Winter Olympics, Coolen served as assistant coach to Ted Nolan.

Ten teams participated in the league: Orlik Opole and Naprzód Janów moved up from the 1. Liga while KTH Krynica did not play in the PHL as they did not obtain a license, which allowed Podhale Nowy Targ to stay in the PHL.

GKS Katowice did not return to the league, as they suspended operations due to financial constraints. Three teams joined the league from the Polish 1. Patryk Wronka is a Polish professional ice hockey forward currently playing for GKS Katowice in the Polska Hokej Liga. His grandfather, Tadeusz Kacik, also played hockey, and represented Poland at the 1972 Winter Olympics.

Two teams returned to the league: GKS Katowice returned after a year of inactivity, and Stoczniowiec Gdańsk was promoted from the Polish 1. Liga. Due to financial constraints, KH Zagłębie Sosnowiec, Naprzód Janów, and STS Sanok did not return to the league. Sosnowiec and Janów dropped down to the Polish 1. Liga, while Sanok suspended operations altogether.
Baildon Katowice was an ice hockey team from Katowice, Poland. They competed in the Polska Hokej Liga, the top level of ice hockey in Poland, until folding in 1982.
Jarosław Józef Morawiecki is a Polish former ice hockey player and coach. He played for Zagłębie Sosnowiec, KKH Katowice, Olofströms IK, Drakkars de Caen, and TKH Toruń during his career. He also played for the Polish national team at the 1988 Winter Olympics and the 1986 and 1986 World Championships.
