Prairie State Energy Campus is a 1,600 megawatt base load, coal-fired, electrical power station and coal mine near Marissa, Illinois, southeast of St. Louis, Missouri. Prairie State Energy Campus (PSEC) features low levels of regulated emissions compared to other coal-fired power stations, capturing sulfur from high-sulfur coal mined nearby instead of transporting low-sulfur coal from elsewhere. Ken Bone, a power plant worker who asked a question during a 2016 Presidential debate, is employed at Prairie State. He is a Control Room Operator. [4]

Project

Proposed and led by Peabody Energy Corporation, the project is jointly owned by public electric utilities with Peabody initially retaining 5% ownership. [5] It is operated by Prairie State Generating Company, LLC. The first 800 MW generator went online in June [6] and the second in November, 2012. [7] The project's Lively Grove underground mine was constructed to produce 6 million tons of high sulfur coal per year. [8] In 2019 it was the 26th largest coal mine in the country, producing 6.4 million short tons of coal. [9]

PSEC stated it will be "among the cleanest major coal-fueled plants in the nation" [10] through use of pollution mitigation technology, producing as low as one-fifth the levels of regulated pollutants as typical U.S. coal-fired plants. [2] Noting that projected emissions nevertheless include 25,000 tons of soot and smog-forming pollutants yearly, the Sierra Club and other organizations unsuccessfully sued to stop the EPA granting an air permit. [11]

As of 2/6/2019, the plant's ownership consists of nine municipal public power agencies including American Municipal Power, Inc. (23.3%), Illinois Municipal Electric Agency (15.2%), Indiana Municipal Power Agency (12.6%), Missouri Joint Municipal Electric Utility Commission (12.3%), Prairie Power Inc.(8.2%), Southern Illinois Power Cooperative (7.9%), Kentucky Municipal Power Agency (7.8%), Northern Illinois Municipal Power Agency (7.6%), Wabash Valley Power Association (5.1%). Carbon Dioxide Emissions

During construction the Chicago Tribune asserted PSEC would be the "largest source of carbon dioxide built in the United States in a quarter-century." [5] The company projected a 15% reduction in carbon dioxide (CO
2
) pollution compared with other coal-fired power plants based on its use of efficient supercritical steam generators and no emissions from transporting coal. [13]

Judging that regulatory limits on carbon emissions were not likely in the near future, Peabody chose not to employ a more expensive integrated gasification combined cycle design that could more easily be retrofitted with carbon capture technology. [14] The Environmental Protection Agency first proposed limits in March 2012. The limit of 1000 lbs CO
2
emissions per megawatt-hour electricity would require future coal-powered generating stations to capture approximately half of their CO
2
output. The limit would not apply to existing and under-construction generating stations, including PSEC. [15]

In 2020 PSEC was among the ten largest industrial sources of CO
2
in the United States. The Biden administration took office with a platform of transitioning US electrical generation to net zero CO
2
emissions by 2035. At the 2035 target date the plant will still have decades of expected lifespan remaining. [16] [17]

A 2021 Illinois law requires PSEC plus one other municipally-owned coal power station to reduce their carbon emissions by 45% by 2035 and become carbon-free by 2045. Other coal and oil-fired power stations in Illinois over 25 MWe must become carbon-free by 2030, and natural gas plants by 2045. [18] [19]

Costs

PSEC started delivering electricity in 2012 at prices well above market rates. [6] Some of its investors resell the energy at a loss, some raise consumer rates, and two backed out of the project. [6] PSEC's original $2 billion estimated cost attracted municipal electric utilities to invest and to sign 28 year contracts. However, as of early 2010 the estimated cost had increased to $4.4 billion, requiring investors to borrow more money and raising the projected cost of electricity to undesirable levels. [5] [20] Peabody in response capped construction costs at "approximately $4 billion" excluding some costs such as coal development and transmission lines. [20] [21] In January 2013, with many municipalities adversely impacted by the high prices, the SEC subpoenaed information from Peabody. [22] In a bid to exit its share of the Prairie State project, the City of Hermann, MO filed a lawsuit in March, 2015 against the Missouri Joint Municipal Electric Utility Commission and the Missouri Public Energy Pool, claiming that its share of $1.5 billion in debt issued to support Prairie State imposed an unconstitutionally high level of debt on the city. [23]

Peabody divested its 5.06% stake in the project in 2016, accepting $57 million for its original investment of nearly $250 million. The buyer was Wabash Valley Power Association, a Midwest cooperative. [24] [25]

FutureGen was a project to demonstrate capture and sequestration of waste carbon dioxide from a coal-fired electrical generating station. The project (renamed FutureGen 2.0) was retrofitting a shuttered coal-fired power plant in Meredosia, Illinois, with oxy-combustion generators. The waste CO2 would be piped approximately 30 miles (48 km) to be sequestered in underground saline formations. FutureGen was a partnership between the United States government and an alliance of primarily coal-related corporations. Costs were estimated at US$1.65 billion, with $1.0 billion provided by the Federal Government.

The Loy Yang Power Station is a brown coal- fired thermal power station located on the outskirts of the city of Traralgon, in south-eastern Victoria, Australia. It consists of two sections, known as Loy Yang A and Loy Yang B. Both Loy Yang A and B are supplied by the Loy Yang brown coal mine. The Loy Yang power stations are located in the brown coal rich Latrobe Valley, along with the Yallourn Power Station.

A fossil fuel power station is a thermal power station which burns a fossil fuel, such as coal or natural gas, to produce electricity. Fossil fuel power stations have machinery to convert the heat energy of combustion into mechanical energy, which then operates an electrical generator. The prime mover may be a steam turbine, a gas turbine or, in small plants, a reciprocating gas engine. All plants use the energy extracted from the expansion of a hot gas, either steam or combustion gases. Although different energy conversion methods exist, all thermal power station conversion methods have their efficiency limited by the Carnot efficiency and therefore produce waste heat.

Coal Pollution Mitigation, sometimes also known as Clean Coal, is a series of systems and technologies that seek to mitigate health and environmental impact of coal; in particular air pollution from coal-fired power stations, and from coal burnt by heavy industry. Clean Coal primarily focuses on removing sulfur dioxide (SO2) and nitrogen oxides (NOx), the most important gasses which cause acid rain; and particulates which cause visible air pollution, illness, and premature deaths. It also reduces fly ash and reduces emissions of radioactive materials. Mercury emissions can be reduced up to 95%. Capturing carbon dioxide emissions from coal is also being pursued.

Peabody Energy is a coal mining company headquartered in St. Louis, Missouri. Its primary business consists of the mining, sale, and distribution of coal, which is purchased for use in electricity generation and steelmaking. Peabody also markets, brokers, and trades coal through offices in China, Australia, and the United States.

<span class="mw-page-title-main">Greenhouse gas emissions by the United States</span> Climate changing gases from the North American country

The United States produced 5.2 billion metric tons of carbon dioxide equivalent greenhouse gas (GHG) emissions in 2020, the second largest in the world after greenhouse gas emissions by China and among the countries with the highest greenhouse gas emissions per person. In 2019 China is estimated to have emitted 27% of world GHG, followed by the United States with 11%, then India with 6.6%. In total the United States has emitted a quarter of world GHG, more than any other country. Annual emissions are over 15 tons per person and, amongst the top eight emitters, is the highest country by greenhouse gas emissions per person. However, the IEA estimates that the richest decile in the US emits over 55 tonnes of CO2 per capita each year. Because coal-fired power stations are gradually shutting down, in the 2010s emissions from electricity generation fell to second place behind transportation which is now the largest single source. In 2020, 27% of the GHG emissions of the United States were from transportation, 25% from electricity, 24% from industry, 13% from commercial and residential buildings and 11% from agriculture. In 2021, the electric power sector was the second largest source of U.S. greenhouse gas emissions, accounting for 25% of the U.S. total. These greenhouse gas emissions are contributing to climate change in the United States, as well as worldwide.

<span class="mw-page-title-main">Coal-fired power station</span> Type of thermal power station

A coal-fired power station or coal power plant is a thermal power station which burns coal to generate electricity. Worldwide there are over 2,400 coal-fired power stations, totaling over 2,000 gigawatts capacity. They generate about a third of the world's electricity, but cause many illnesses and the most early deaths, mainly from air pollution.

<span class="mw-page-title-main">Coal power in the United States</span>

Coal generated about 19.5% of the electricity at utility-scale facilities in the United States in 2022, down from 38.6% in 2014 and 51% in 2001. In 2021, coal supplied 9.5 quadrillion British thermal units (2,800 TWh) of primary energy to electric power plants, which made up 90% of coal's contribution to U.S. energy supply. Utilities buy more than 90% of the coal consumed in the United States. There were over 200 coal powered units across the United States in 2022. Coal plants have been closing since the 2010s due to cheaper and cleaner natural gas and renewables. But environmentalists say that political action is needed to close them faster, to reduce greenhouse gas emissions by the United States to better limit climate change.

<span class="mw-page-title-main">Low-carbon power</span> Power produced with lower carbon dioxide emissions

Low-carbon power is electricity produced with substantially lower greenhouse gas emissions over the entire lifecycle than power generation using fossil fuels. The energy transition to low-carbon power is one of the most important actions required to limit climate change. Power sector emissions may have peaked in 2018. During the first six months of 2020, scientists observed an 8.8% decrease in global CO2 emissions relative to 2019 due to COVID-19 lockdown measures. The two main sources of the decrease in emissions included ground transportation (40%) and the power sector (22%). This event is the largest absolute decrease in CO2 emissions in history, but emphasizes that low-carbon power "must be based on structural and transformational changes in energy-production systems".

<span class="mw-page-title-main">Coal in China</span>

China is the largest producer and consumer of coal and the largest user of coal-generated electricity in the world. The share of coal in the Chinese energy mix declined to 55% in 2021 according to the US Energy Information Agency.

Pleasant Prairie Power Plant was a 1.21-gigawatt coal power plant located in Pleasant Prairie, Wisconsin in Kenosha County. In 2009, it was listed by the U.S. Energy Information Administration (EIA) as the largest generating station in Wisconsin and generated roughly 13% of Wisconsin's electricity, burning around 13,000 tons of coal daily.

<span class="mw-page-title-main">Coal in South Africa</span> Coal mining and consumption in South Africa

South Africa produces in excess of 255 million tonnes of coal and consumes almost three-quarters of that domestically. As of 2018, South Africa was the seventh largest producer and consumer of coal in the world. This large industry, means that as of 2015 about 80,000 workers, or .5% of total employment, was from the coal industry, down from a peak in 1981 of 135,000 workers. The coal industry is South Africa's largest contribution to the greenhouse gases that cause climate change.

<span class="mw-page-title-main">Coal phase-out</span> Environmental policy intended to stop using coal

Coal phase-out is an environmental policy intended to stop using the combustion of coal in coal-burning power plants, and is part of fossil fuel phase-out. Coal is the most carbon-intensive fossil fuel, therefore phasing it out is critical to limiting climate change and keeping global warming to 1.5 °C as laid out in the Paris Climate Agreement. The International Energy Agency (IEA) estimates that coal is responsible for over 30% of the global average temperature increase above pre-industrial levels.

<span class="mw-page-title-main">Kemper Project</span>

The Kemper Project, also called the Kemper County energy facility or Plant Ratcliffe, is a natural gas-fired electrical generating station currently under construction in Kemper County, Mississippi. Mississippi Power, a subsidiary of Southern Company, began construction of the plant in 2010. The initial, coal-fired project was central to President Obama's Climate Plan, as it was to be based on "clean coal" and was being considered for more support from the Congress and the incoming Trump Administration in late 2016. If it had become operational with coal, the Kemper Project would have been a first-of-its-kind electricity plant to employ gasification and carbon capture technologies at this scale.

South Africa has a large energy sector, being the third-largest economy in Africa. The country consumed 227 TWh of electricity in 2018. The vast majority of South Africa's electricity was produced from coal, with the fuel responsible for 88% of production in 2017. South Africa is the 7th largest coal producer in the world. As of July 2018, South Africa had a coal power generation capacity of 39 gigawatts (GW). South Africa is the world's 14th largest emitter of greenhouse gases. South Africa is planning to shift away from coal in the electricity sector and the country produces the most solar and wind energy by terawatt-hours in Africa. The country aims to decommission 34 GW of coal-fired power capacity by 2050. It also aims to build at least 20 GW of renewable power generation capacity by 2030. South Africa aims to generate 77,834 megawatts (MW) of electricity by 2030, with new capacity coming significantly from renewable sources to meet emission reduction targets. Through its goals stated in the Integrated Resource Plan, it announced the Renewable Energy Independent Power Producer Procurement Programme, which aims to increase renewable power generation through private sector investment.

The United States state of Arkansas is a significant producer of natural gas and a minor producer of petroleum.

<span class="mw-page-title-main">2018 Washington Initiative 1631</span>

The Washington Carbon Emissions Fee and Revenue Allocation Initiative, also known as Initiative 1631 or the Protect Washington Act was a ballot initiative that appeared on ballots in the State of Washington in the November 2018 election. The initiative proposed to reduce pollution by levying a fee on greenhouse gas emissions generated within the state of Washington, and using that revenue to support air quality and energy projects, as well as water quality and forest health initiatives. The measure failed with 56.3% of voters rejecting it. As of 2018, more had been spent in campaigning for and against the initiative than on any other ballot measure in Washington history.
