Public-Private Partnership Authority is an autonomous government agency responsible for the management and support for Public-Private Partnership [1] [2] in Bangladesh and is located in Dhaka, Bangladesh. It is under the Prime Minister's Office, and serves as Bangladesh's PPP unit. [3] [4] Public-Private Partnership are worth US$3.5 billion every year in Bangladesh with the government planning to 12 billion dollar. [5] In 2017 the government of Bangladesh declared a 10-year freeze on taxes for Public-Private Partnership. [6]

History

Public-Private Partnership Authority was established in August 2010. It was part of the Bangladesh Government's Vision 2021 was placed under the Prime Minister's Office. [3] [7]

The private finance initiative (PFI) was a United Kingdom government procurement policy aimed at creating "public–private partnerships" (PPPs) where private firms are contracted to complete and manage public projects. Initially launched in 1992 by Prime Minister John Major, and expanded considerably by the Blair government, PFI is part of the wider programme of privatisation and financialisation, and presented as a means for increasing accountability and efficiency for public spending.

The Bangladesh Export Processing Zones Authority (BEPZA) is an agency of the Government of Bangladesh and is administered under the jurisdiction of the Prime Minister's Office. Its objective is to manage the various export processing zones in Bangladesh. BEPZA currently oversees the operations of eight export processing zones (EPZ). A ninth zone is scheduled to open in the future. Recently government has announced that in 15 years 100 new EPZ and SEZ will be established. Major General Abul Kalam Mohammad Ziaur Rahman, ndc, psc is the current Executive Chairman of BEPZA. The Government provides numerous incentives for investors for opening factories in EPZs. For example, new factories enjoy tax holidays for 5 years. Also, labour unions and other activities that are often viewed detrimental to productivity, are banned inside the EPZs. In order to stimulate rapid economic growth of the country, particularly through industrialization, the government has adopted an 'Open Door Policy' to attract foreign investment to Bangladesh. The BEPZA is the official organ of the government to promote, attract and facilitate foreign investment in the EPZs. Besides, BEPZA as the competent Authority performs inspection & supervision of the compliances of the enterprises related to social & environmental issues, safety & security at work place in order to maintain harmonious labour-management & industrial relations in EPZs. The primary objective of an EPZ is to provide special areas where potential investors would find a congenial investment climate free from cumbersome procedures. Bangladesh's export revenue in FY23 is $55.55 billion, the highest amount ever.

Several policies regarding interior and domestic issues in Canada were planned and adopted by the Cabinet of Canadian Prime Minister Stephen Harper, after he came to office as the head of a minority government on February 6, 2006. Public–private partnerships are cooperative arrangements between two or more public and private sectors, typically of a long-term nature. In the United States, they mostly took the form of toll roads concessions, community post offices and urban renewal projects. In recent years, there has been interest in expanding P3s to multiple infrastructure projects, such as schools, universities, government buildings, waste and water. Reasons for expanding public-private partnership in the United States were initially cost-cutting and concerns about Public debt. In the early 2000s, P3s were implemented sporadically by different States and municipalities with little federal guidance. During Obama's second term, multiple policies were adopted to facilitate P3 projects, and Congress passed bills in that direction with overwhelming bipartisan support. My Brother's Keeper Challenge is an example of a public–private partnership. Some Private-public partnerships were carried out without incident, while others have attracted much controversy.

PPP Canada was a Crown Corporation responsible for promoting and facilitating Public-private partnerships, operating under Infrastructure Canada. It was created under Prime Minister Stephen Harper to highlight the commitment of the federal government to P3 infrastructure. PPP Canada managed the “P3 Canada fund” where provinces, territories, and municipalities could apply for funding from the federal government.
