Rahul Roy (4 October 1963 – 18 November 2009) was an Indian chartered accountant and the former President of ICAI. [1]

Career

In 1998, Rahul Roy, a former president of the Institute of Chartered Accountants of India (ICAI) [2] became the youngest person ever to head the ICAI, the second largest professional institute in the World, at 34 years of age. Earlier Rahul had been the chairman of the ICAI's Eastern Region when he was 31 years old. The highly acclaimed "campus interview" scheme was introduced by Rahul when he chaired the Committee for Members in Industry of the ICAI. On behalf of India, Rahul executed a landmark MoU with the Kingdom of Nepal to assist in developing the profession of chartered accountancy there. Rahul also conceived and executed bilateral agreements with the Italian, Russian, Kyrgyzstan and Ukrainian professional bodies, for development of the Auditing and Accounting profession. Rahul served a full term on the Ethics committee of the International Federation of Accountants (IFAC), New York and actively participated in the evolution of the "risks-threat-safeguards" framework of addressing Auditor Independence.

He served on the Steering Committee (later renamed Advisory Committee) on Extractive Industries, of the International Accounting Standards Committee (now, International Accounting Standards Board)., London. He was deputed to represent the IFAC's Ethics Committee at the Confederation of Asia Pacific Accountants(CAPA)< [3] conference at Philippines, and the Eastern Central and South African Accountants (ECSAFA) conference at Nairobi as a speaker. He chaired all the three standing committees of ICAI (the examination, executive and disciplinary committees), the last of which is invested with the power of seeking evidence and summonsing, equivalent to a High Court in India.

He served on a number of committees set up by the Reserve Bank of India (India's central bank), the Securities Exchange Board of India (India's securities regulator) and the Government of India. He was a member of the Advisory Board of the Comptroller and Auditor General of India (C&AG, the Supreme Audit Authority in India).

He was a member of the World Bank Team's Mission to the State of Karnataka in the year 2000 (?).

Professional life

Roy was the youngest-ever President of the Institute of Chartered Accountants of India and after his tenure, he joined Ernst & Young as Director in 1999. [4]

Personal life

Roy has been the general secretary of the Calcutta Debating Society. His ancestry included Welsh, Bengali and Assamese lines.

He died on 19 November 2009 in Kolkata and is survived by his wife Soma and daughter Rohini Roy. His daughter Rohini has authored his biography "Remembering Baba" which has been published by Penguin India.

Accountant

An accountant is a practitioner of accounting or accountancy. The International Accounting Standards Committee (IASC) was founded in June 1973 in London at the initiative of Sir Henry Benson, former president of the Institute of Chartered Accountants in England and Wales. The IASC was created by national accountancy bodies from a number of countries with a view to harmonizing the international diversity of company reporting practices. Between its founding in 1973 and its dissolution in 2001, it developed a set of International Accounting Standards (IAS) that gradually acquired a degree of acceptance in countries around the world. Although the IASC came to include some organizations representing preparers and users of financial statements, it largely remained an initiative of the accountancy profession. On 1 April 2001, it was replaced by the International Accounting Standards Board (IASB), an independent standard-setting body. The IASB adopted the extant corpus of IAS which it continued to develop as International Financial Reporting Standards.

Chartered accountant Professional designation for accountants

Chartered accountants were the first accountants to form a professional accounting body, initially established in Scotland in 1854. The Edinburgh Society of Accountants (1854), the Glasgow Institute of Accountants and Actuaries (1854) and the Aberdeen Society of Accountants (1867) were each granted a royal charter almost from their inception. The title is an internationally recognised professional designation; the certified public accountant designation is generally equivalent to it. Women were able to become chartered accountants only following the Sex Disqualification (Removal) Act 1919 after which, in 1920, Mary Harris Smith was recognised by the Institute of Chartered Accountants in England and Wales and became the first woman chartered accountant in the world.

Institute of Chartered Accountants of India Indian professional body of accounting

The Institute of Chartered Accountants of India (ICAI) is the national professional accounting body of India. It was established on 1 July 1949 as a statutory body under the Chartered Accountants Act, 1949 enacted by the Parliament to regulate the profession of Chartered Accountancy in India. ICAI is the second largest professional Accounting & Finance body in the world. ICAI is the only licensing cum regulating body of the financial audit and accountancy profession in India. It recommends the accounting standards to be followed by companies in India to National Financial Reporting Authority and sets the accounting standards to be followed by other types of organisations. ICAI is solely responsible for setting the Standards on Auditing (SAs) to be followed in the audit of financial statements in India. It also issues other technical standards like Standards on Internal Audit (SIA), Corporate Affairs Standards (CAS) etc. to be followed by practicing Chartered Accountants. It works with the Government of India, Reserve Bank of India and the Securities and Exchange Board of India in formulating and enforcing such standards.

The Institute of Cost Accountants of India (ICAI), previously known as The Institute of Cost & Works Accountants of India (ICWAI), is a premier statutory professional accountancy body in India with the objects of promoting, regulating and developing the profession of Cost & Management Accountancy. Institute is also known as ICMAI. It is the only licensing cum regulating body of Cost & Management Accountancy profession in India. It recommends the Cost Accounting Standards to be followed by companies in India to which statutory maintenance of cost records applicable. ICAI is solely responsible for setting the auditing and assurance standards for statutory Cost Audit to be followed in the Audit of cost statements in India. It also issues other technical guidelines on several aspects like Internal Audit, Management Accounting etc. to be followed by practising Cost Accountants while discharging their services. It works closely with the industries, various departments of Government of India, State governments in India and other Regulating Authorities in India e.g. Reserve Bank of India, Insurance Regulatory and Development Authority, Securities and Exchange Board of India etc. on several aspects of performance, cost optimisation and reporting.

Chartered Accountants Ireland

Chartered Accountants Ireland was established by Royal Charter on 14 May 1888, and is Ireland's largest accountancy body. It represents more than 25,000 members globally.

Institute of Chartered Accountants of Pakistan (ICAP) is a professional accountancy body in Pakistan. As of December 2018, it has 9989 members working in and outside Pakistan. The institute was established on July 1, 1961 to regulate the profession of accountancy in Pakistan. It is a statutory autonomous body established under the Chartered Accountants Ordinance 1961. With the significant growth in the profession, the CA Ordinance and Bye-Laws were revised in 1983.

Accountancy in Hong Kong is regulated by the HKICPA under the Professional Accountants Ordinance. The auditing industry for limited companies is regulated under the Companies Ordinance, and other Ordinances such as the Securities and Futures Ordinance, the Listing Rules, etc.

The Association of International Accountants (AIA) is a professional accountancy body. It was founded in the UK in 1928 and since that date has promoted the concept of ‘international accounting’ to create a global network of accountants in over 85 countries worldwide.

Kamlesh Shivji Vikamsey

Kamlesh Shivji Vikamsey is an Indian Chartered Accountant and a past president of Institute of Chartered Accountants of India (ICAI) and a Past President of The Confederation of Asian and Pacific Accountants (CAPA).

CA. G. Ramaswamy is an Indian Chartered Accountant from Tamil Nadu (Coimbatore) and was the president of the Institute of Chartered Accountants of India (ICAI) for the year 2011-12.

National Advisory Committee on Accounting Standards (NACAS) is a body set up under section 210A of the Companies Act, 1956 by the Government of India. It advises the Central Government on the formulation and laying down of accounting policy and accounting standards for adoption by companies . The advisory committee shall consist of the following members, namely: 1. A chairperson who shall be a person of eminence well versed in accountancy, finance, business administration, business law, economics or similar Discipline; 2. One member each nominated by The Institute of Chartered Accountants of India constituted under the Chartered Accountants Act, 1949, The Institute of Cost and Work Accountants Act, 1959 and The Institute of Company Secretaries of India constituted under the Company secretaries Act 1980. 3. One representative each of the Central government, Reserve Bank of India, Comptroller & Auditor General of India to be nominated by it. 4. A person who holds or has held the office of professor in Accountancy, Finance or Business Management in any University or deemed university; 5. The Chairman of the Central Board of Direct Tax (India) constituted under the Central Board of Revenue Act, 1963 (India) or his nominee; 6. Two members to represent the chambers of commerce and industry to be nominated by The Central Government of India; and 7. One representative of the Security and Exchange Board of India to be nominated by it.

The International Ethics Standards Board for Accountants (IESBA) develops and promotes the International Code of Ethics for Professional Accountants. The IESBA also supports debate on issues related to accounting ethics and auditor independence.

CPA Ireland, formerly the Institute of Certified Public Accountants in Ireland, is one of the main Irish accountancy bodies, with 5,000 members and students.

Audit or Auditing in India is a system of independently reviewing the records/activities and expressing an opinion thereon.

Narain Dass Gupta is Member of Parliament Rajya Sabha from NCT of Delhi, practicing chartered accountant, and former president of the Institute of Chartered Accountants of India (ICAI). He is a financial policy expert who has written several books on taxation.
