Randall Revelle (April 26,1941- June 3,2018) [2] [3] [4] was the third King County Executive,having served from his election in November 1981 until January 1,1986. [5] He also served on the Seattle City Council from 1974 to 1981. [6]
Revelle received some national attention when shortly after his election the Seattle Post Intelligencer disclosed [3] that Revelle suffered from bipolar disorder. Revelle made no secret of his condition [7] and,he said later,"friends,colleagues and the media" knew about it. After a close defeat for reelection in 1985,Revelle ran for mayor of Seattle in 1989,finishing third in the primary,ending his attempts at elective office. [8]
Later,he served as senior vice president of the Washington State Hospital Association (WSHA). While at WSHA,Revelle also led the Washington Coalition for Insurance Parity that successfully advocated for Washington State's mental health parity law in 2005. Revelle and the coalition convinced the legislature to expand the law in 2007.
Revelle retired from WSHA in 2012. He died on June 3,2018,and was remembered as "something of a hero in the field of mental health". [3] [4] [9]

From 1995 to 2011,he served as a Democratic member of the United States House of Representatives from Rhode Island's 1st congressional district,and was the first Generation X member of congress when he took office in 1995. He is a former member of the Opioid and Drug Abuse Commission and a co-founder of One Mind,a mental health nonprofit.

He served as Chair of the Council from 2004 to 2006 and again in 2014. He was unopposed in his 2011 re-election. A hallmark of Phillips's tenure has been his work to preserve forests and farmland by buying land,development rights,or conservation easements. Phillips is a self-identified Democrat,although his position on the King County Council was officially nonpartisan. On April 1,2015,Phillips announced he would not seek reelection to the King County Council that November.
