Ravi Joseph Lokku, IPS, USP PMMS PPMDS [6] (born 10 August 1966) is the present Additional Director General, Bureau of Police Research and Development, New Delhi. He is also on the Executive Council [7] of Rashtriya Raksha University, New Delhi.

Joseph is a nationally known Police Officer, having served in Central Detective Training Institute, [3] Border Security Force, [8] National Disaster Response Force, [9] Fire Services, Civil Defence and Home Guards. [10] Owing allegiance to the Uttar Pradesh Police Cadre (1995 batch), he served in strategic positions across Uttar Pradesh for nearly three decades (1995 to 2023).

At the 8th National Conference of Heads of Prisons of all States and Union Territories held in the port city of Visakhapatnam on 11 and 12 September 2023, [11] he liaised with Harish Kumar Gupta, IPS of the Andhra Pradesh Police to jointly conduct the programme. He also addressed [12] the delegates in the presence of his Director, Balaji Srivastav, IPS of the Bureau of Police Research and Development, New Delhi

Early life and education

Ravi Joseph was born in Kurnool [1] Town in Andhra Pradesh, [4] . He graduated with a B.Sc. degree. [4] He also pursued a postgraduate degree leading to M.A.. [1] In addition, Ravi also has a Postgraduate diploma in International Humanitarian Law. [1]

Career

After getting selected to the Union Public Service Commission, Ravi Joseph began his training as an Indian Police Service Probationer of 1995 batch [1] [13] (48 Regular Recruit [13] ) at Lal Bahadur Shastri National Academy of Administration, Mussorie and the Sardar Vallabhbhai Patel National Police Academy, Hyderabad. During the years' 1994–1995, he was in Hyderabad, training under the successive Directorships of Sankar Sen, IPS and A. P. Durai, IPS. [13]

The first decade: 1995-2004

In 2002 Joseph was Principal of Central Detective Training School, Hyderabad. [3]

The second decade: 2005-2014

In the year 2010, [14] Joseph was Superintendent of Police, Ghaziabad. In 2011, he was Deputy Inspector General, [2] Uttar Pradesh Provincial Armed Constabulary, Lucknow. [2] The following year in 2012, he moved to Allahabad. [15] At an event hosted by the century-old Sam Higginbottom University of Agriculture, Technology and Sciences, Allahabad in 2012 on the theme Vocationalisation of Secondary Education, he was invited as Chief Guest and shared dais along with Prof. Harikesh Singh of the National Institute of Educational Planning and Administration. [15]

In early 2013, he moved to the Border Security Force, Ferozepur. [16] He was noted to have been tough on border intrusions during his tenure at the Western Command, Punjab Frontier, Ferozepur Sector. [8] [17]

During the 2014 Indian general election in Bihar, Joseph was Police Observer in Assembly Constituencies of Sultanganj, Amarpur, Dhoraiya, Banka, Katoria, and Belhar. [18]

The third decade: 2015-2024

Continuing his stint at the BSF, Joseph was elevated to the rank of Inspector General in June 2016. [9]

In April 2017, [9] Joseph became Inspector General [19] of National Disaster Response Force (NDRF). [20] When Cyclone Ockhi struck parts of India in December 2017, Joseph was already at the helm of NDRF. He deposed before a Department related Parliamentary Standing Committee on Home Affairs on the impact of the cyclone on fisherfolk and the damage caused by it. [21] In 2018, he spoke on the role of NDRF to earthquakes at the India-Japan Workshop on Disaster Risk Reduction. [20] During this period from 31 December 2018 to 1 March 2019, he also held the additional charge of Director General, Fire Services, Civil Defence and Home Guards. [10] In May 2019 Cyclone Fani made its landfall in Odisha. [22] Joseph reported that NDRF was making efforts to prevent human loss and restore normalcy. [23]

By early 2019 [10] Joseph completed his deputation and returned to his parent cadre in Uttar Pradesh. The same year in August 2019, [24] he became Inspector General, Security of Uttar Pradesh Police. [25] In March 2020, Joseph became General Staff Officer [26] to Director General of Police in Uttar Pradesh, Mukul Goel, IPS. [27] During the 2021 elections in India, Joseph was named as Police Observer by the Election Commission of India. [28]

In March 2022, [29] he was transferred to Vigilance. [30] In April 2022, [31] he was made Additional Director General of Police Training College, Moradabad, [4] a position he held until March 2023. [32]

On 21 March 2023, he was sent on central deputation to New Delhi [33] to the Bureau of Police Research and Development, where he is expected to serve until his superannuation. [33] In April 2024, he was promoted as Additional Director General of Bureau of Police Research and Development. [34]

Joseph is also a Police Observer [35] for the 2024 Indian general election in Andaman and Nicobar Islands Lok Sabha constituency. [36]

Gayatri Prasad Prajapati was an Indian politician. He was convicted of rape, criminal conspiracy, and criminal intimidation. In 2021 he was sentenced to 5yr jail by Allahabad High court. He was a former cabinet minister in the government of Uttar Pradesh and served as Minister of Transport. He also served as a mining minister.

Mukul Goel is a retired Indian civil servant. He is the former Director General civil defence at Indian state Uttar Pradesh and had previously served as the Additional Director General (ADG) of Border Security Force. He was suspended by the erstwhile Mayawati's government in 2007 for alleged irregularities in police recruitment. He is 1987 batch IPS officer of Uttar Pradesh cadre. On 11 May 2022 Uttar Pradesh Chief Minister Yogi Adityanath removed Director General of Police Mukul Goel from his post for inefficiency and neglecting his work. Thereafter,he worked as DGP at UP Police.

In 2021, she was raised to the post of Deputy Inspector General of National Security Guards. Saini has also served in Etawah, the hometown of Samajwadi Party founder Mulayam Singh Yadav. She gained nationwide fame for her role in investigating Amit Kumar Kidney Racket case. Saini is an alumnus of Delhi School of Economics, and she is a gold medalist from there.

Piyush Anand is an 1991- batch Indian Police Service (IPS) officer from Uttar Pradesh cadre and currently serving as the Director General of the National Disaster Response Force of India since 1 April 2024.
