The Living Building Challenge (LBC) Red List contains chemicals commonly used in building materials that have been designated as harmful to "health and the environment". The International Living Future Institute (ILFI) created the list in 2006, and is the only organization that uses the term 'Red List'. [1]
Chemicals on the red list may not be included in materials used in construction that seeks to meet the criteria of the Living Building Challenge (LBC). According to ILFI, the list is composed of materials that should be phased out of production due to health concerns. The list is now updated annually. [1]
The 2024 LBC red list has over twelve thousand items each identified with a CAS Registry Number. [2] This list includes the following chemical groups: [1]
In addition to this red list, LBC criteria mandate that petrochemical fertilizers and pesticides cannot be used during the certification period or be used in operations and maintenance. [3]
The Red List and the Living Building Challenge
The Living Building Challenge includes seven performance categories, titled as petals. The red list falls under the materials petal. A building project may not contain any of the Red List chemicals or chemical groups. There is an exception for small components in complex products. [4] Each of these exceptions must include a written explanation. These exceptions will only be approved with a copy of the letter sent to the manufacturer stating that the product purchase does not ensure an endorsement. In addition, the final documentation must include a statement that asks the manufacturer to stop using the red list material or chemical. There are also temporary red list exceptions for numerous red list items for which viable alternatives are not yet commercially available.
Declare Product Label
Declare is a product labeling program that relies on the LBC Red List as its primary basis for material evaluation. [5] In creating a Declare label for a product, a manufacturer must disclose all of that product's intentionally added constituent chemicals to the designated 100 parts per million (ppm) reporting threshold. Additionally, the manufacturer must report the extent to which that product is compliant with the Red List. The three compliance levels are: (1) LBC Red List free, which means that the product is free of all red list ingredients; (2) LBC compliant, which means that the product contains some chemicals that ILFI has designated as temporary red list exceptions; or (3) declared, which means that the product is not compliant with the Red List or its temporary exceptions.
Products with Declare labels are included in the ILFI's Declare Product Database.
A project compliant with the Living Building Challenge must include at least one Declare product for every 500 m2 (5382 ft2) of gross building area and must send Declare program information to at least 10 manufacturers not yet using Declare. [6]
Several other entities in the building industry have developed lists that operate in a similar manner to the LBC Red List. Three of them are described below.
The Cradle to Cradle Products Innovation Institute (C2CPII) is a non-profit group that develops and administers the Cradle-to-Cradle Certified Product Standard. This multi-attribute standard evaluates a product's performance in five impact categories: material health, material reutilization, renewable energy and carbon management, water stewardship, and social fairness. In this product standard, the material health evaluation criteria include compliance with a banned chemical list for bronze level certification. Certified products may not contain listed chemicals as intentionally added ingredients above 1000 ppm. According to C2CPII, chemicals are selected for inclusion on the list due to their tendency to accumulate in the biosphere and lead to irreversible negative human health effects. Additionally, several substances were selected due to the hazards associated with their manufacture, use, and disposal.
The Perkins and Will Transparency List includes substances commonly found in the built environment that regulatory entities have classified as being harmful to human and/or environmental health. Because these regulatory designations are constantly evolving, the list is updated as new information is published. The tool is fundamentally grounded in the concept of the Precautionary Principle. In 2011, the U.S. Green Building Council (USGBC) piloted a credit for its Leadership in Energy and Environmental Design (LEED) rating system that intended to reduce the quantity of indoor contaminants that are harmful to the comfort and well-being of installers and occupants. This pilot credit, which was not included in LEED Version 4, required that specific interior building materials and products not contain listed chemicals for all applicable materials. The list includes halogenated flame retardants and phthalates.
A safety data sheet (SDS), material safety data sheet (MSDS), or product safety data sheet (PSDS) is a document that lists information relating to occupational safety and health for the use of various substances and products. SDSs are a widely used type of fact sheet used to catalogue information on chemical species including chemical compounds and chemical mixtures. SDS information may include instructions for the safe use and potential hazards associated with a particular material or product, along with spill-handling procedures. The older MSDS formats could vary from source to source within a country depending on national requirements; however, the newer SDS format is internationally standardized.

Endocrine disruptors, sometimes also referred to as hormonally active agents, endocrine disrupting chemicals, or endocrine disrupting compounds are chemicals that can interfere with endocrine systems. These disruptions can cause numerous adverse human health outcomes, including alterations in sperm quality and fertility; abnormalities in sex organs‚ endometriosis‚ early puberty‚ altered nervous system or immune function; certain cancers; respiratory problems; metabolic issues; diabetes, obesity, or cardiovascular problems; growth, neurological and learning disabilities, and more. Found in many household and industrial products, endocrine disruptors "interfere with the synthesis, secretion, transport, binding, action, or elimination of natural hormones in the body that are responsible for development, behavior, fertility, and maintenance of homeostasis ."
Air fresheners are products designed to reduce unwanted odors in indoor spaces, or to introduce pleasant fragrances, or both. They typically emit fragrance to mask odors but may use other methods of action such as absorbing, bonding to, or chemically altering compounds in the air that produce smells, killing organisms that produce smells, or disrupting the sense of smell to reduce perception of unpleasant smells.
The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is an internationally agreed-upon standard managed by the United Nations that was set up to replace the assortment of hazardous material classification and labelling schemes previously used around the world. Core elements of the GHS include standardized hazard testing criteria, universal warning pictograms, and safety data sheets which provide users of dangerous goods relevant information with consistent organization. The system acts as a complement to the UN numbered system of regulated hazardous material transport. Implementation is managed through the UN Secretariat. Although adoption has taken time, as of 2017, the system has been enacted to significant extents in most major countries of the world. This includes the European Union, which has implemented the United Nations' GHS into EU law as the CLP Regulation, and United States Occupational Safety and Health Administration standards.
Cradle-to-cradle design is a biomimetic approach to the design of products and systems that models human industry on nature's processes, where materials are viewed as nutrients circulating in healthy, safe metabolisms. The term itself is a play on the popular corporate phrase "cradle to grave", implying that the C2C model is sustainable and considerate of life and future generations—from the birth, or "cradle", of one generation to the next generation, versus from birth to death, or "grave", within the same generation.
Right to know is a human right enshrined in law in several countries. UNESCO defines it as the right for people to "participate in an informed way in decisions that affect them, while also holding governments and others accountable". It pursues universal access to information as essential foundation of inclusive knowledge societies. It is often defined in the context of the right for people to know about their potential exposure to environmental conditions or substances that may cause illness or injury, but it can also refer more generally to freedom of information or informed consent.
Regenerative design is about designing systems and solutions that work with or mimic the ways that natural ecosystems return energy from less usable forms to more usable forms. Regenerative design uses systems thinking and other approaches to create resilient and equitable systems that integrate the needs of society and the well-being of nature. Regenerative design is an active topic of discussion in engineering, economics, medicine, landscape design, food systems, and urban design & community development generally.

Per- and polyfluoroalkyl substances are a group of synthetic organofluorine chemical compounds that have multiple fluorine atoms attached to an alkyl chain; there are 7 million such chemicals according to PubChem. PFAS came into use after the invention of Teflon in 1938 to make fluoropolymer coatings and products that resist heat, oil, stains, grease, and water. They are now used in products including waterproof fabric such as Nylon, yoga pants, carpets, shampoo, feminine hygiene products, mobile phone screens, wall paint, furniture, adhesives, food packaging, heat-resistant non-stick cooking surfaces such as Teflon, firefighting foam, and the insulation of electrical wire. PFAS are also used by the cosmetic industry in most cosmetics and personal care products, including lipstick, eye liner, mascara, foundation, concealer, lip balm, blush, and nail polish.
The Consumer Product Safety Improvement Act (CPSIA) of 2008 is a United States law signed on August 14, 2008 by President George W. Bush. The legislative bill was known as HR 4040, sponsored by Congressman Bobby Rush (D-Ill.). On December 19, 2007, the U.S. House approved the bill 407-0. On March 6, 2008, the U.S. Senate approved the bill 79-13. The law—public law 110-314—increases the budget of the Consumer Product Safety Commission (CPSC), imposes new testing and documentation requirements, and sets new acceptable levels of several substances. It imposes new requirements on manufacturers of apparel, shoes, personal care products, accessories and jewelry, home furnishings, bedding, toys, electronics and video games, books, school supplies, educational materials and science kits. The Act also increases fines and specifies jail time for some violations.
A perfluorinated compound (PFC) or perfluoro compound is an organofluorine compound that lacks C-H bonds. Many perfluorinated compounds have properties that are quite different from their C-H containing analogues. Common functional groups in PFCs are OH, CO2H, chlorine, O, and SO3H. Electrofluorination is the predominant method for PFC production. Due to their chemical stability, some of these perfluorinated compounds bioaccumulate.

The Bullitt Center was designed to be the greenest commercial building in the world, and was certified as a "Living Building" by the International Living Future Institute in April 2015.
Jason F. McLennan is an architect and prominent figure in the green building movement. He is the founder, former chair, and current board member of the International Living Future Institute and Cascadia Green Building Council, a chapter of both the United States Green Building Council and the Canada Green Building Council. He is the CEO of McLennan Design, his own architecture and planning firm that does work all over the world. McLennan is also the creator of Pharos, an advanced building material rating system, Declare, an ingredient disclosure label for building products, and Just, a social justice transparency platform for organizations. In addition, he developed the Living Community Challenge and Living Product Challenge. Additionally, McLennan formerly served as the chief innovation officer for Integral Group.
