Redd Alert (RA) are an Native/Canadian criminal orientated gang which operates as both a prison gang and a street gang. [1]

History

Redd Alert was established in 1999 by Robert Lee Wenger along with other First Nations inmates of Cree, Anishinaabe, and Métis origin as an alternative to joining two of the other Aboriginal gangs within the Alberta prison system: the Indian Posse and the Manitoba Warriors. Details on their origin are unclear but some reports say they originated as an offshoot of the Edmonton Northside Boys. [2]

Structure

Redd Alert is composed mainly of Indigenous youth, many of whom come from rough, displaced backgrounds such as dysfunctional households and juvenile detention. Redd Alert maintain an alliance with the Hells Angels Motorcycle Club, for whom they reportedly sell drugs for. They are also allies with the White Boy Posse, a neo-Nazi criminal organization that operates throughout the Canadian West. Redd Alert are also affiliated with the Independent Soldiers, another street gang within Canada's Western provinces. [3]

Predominantly based in the Central and North End neighbourhoods of the city, the gang is an exclusively indigenous Canadian organization that was established on the Lake Manitoba First Nation in 1993 to rival the Indian Posse gang.

Juggalo gangs are a group using the name and associated imagery from Juggalo culture, dedicated fans of the hip hop group Insane Clown Posse or any other Psychopathic Records artist. As a result, Juggalos have been classified as a criminal street gang by government and law enforcement agencies, including the Federal Bureau of Investigation, the National Gang Intelligence Center, and the states of Arizona, California, Pennsylvania, and Utah. Juggalo gang sets have been documented by law enforcement in at least 21 states, including those that do not recognize Juggalos as a gang at the state level.

Political scientist David Skarbekargues the emergence of prison gangs are due to the dramatic increase in the prison population and inmate's demand for safety. Skarbek observes that in a small, homogeneous environment, people can use social norms to interpret what behavior is acceptable, but a large, heterogeneous setting undermines social norms and acceptable behavior is more difficult to determine. Prison gangs are geographically and racially divided, and about 70% of prison gang members are in California and Texas. Skarbek suggests prison gangs function similar to a community responsibility system. Interactions between strangers are facilitated because you do not have to know an individual's reputation, only a gang's reputation. Some prison gangs are transplanted from the street. In some circumstances, prison gangs "outgrow" the internal world of life inside the penitentiary, and go on to engage in criminal activities on the outside. Gang umbrella organizations like the Folk Nation and People Nation have originated in prisons.

Daniel Richard Wolfe was a Canadian gangster who along with his brother Richard co-founded the Indian Posse gang in 1988. Wolfe remained one of the leaders of the Indian Posse until his murder in 2010.
