Regional Reference Frame Sub-Commission for Europe (EUREF) is the sub-commission of the International Association of Geodesy (IAG), part of the Sub-Commission 1.3 (Regional Reference Frames ), under IAG Commission 1 ( Reference Frames ). EUREF deals with the definition, realization and maintenance of the European Geodetic Reference Frame. The goal of EUREF is to establish a unified geodetic datum (ETRS89) and a consistent network of reference stations (EPN) throughout Europe. EUREF was founded in 1987 at the IUGG General Assembly held in Vancouver.
EUREF is driven by a voluntary agreement of scientific organisations and national geodetic/geographic agencies of the member countries, who are willing to replace their legacy national geodetic datums with a unified European Reference Frame and join their national networks of reference stations into a common European network. The mandate of EUREF is to foster and coordinate the activities of the member countries, which are financed and managed on the national level. EUREF realizes and maintains ETRS89, the European geodetic datum, which is to become a single datum used for geodetic applications in all the member countries. A key instrument in maintaining ETRS89 is the EUREF Permanent Network (EPN), a network of reference stations which covers the European continent. EUREF is also working on the European Vertical Reference System (EVRS), which goal is to determine a unified dm-level accurate geoid model and gravity-referenced height system throughout Europe. EUREF coordinates its activities with EuroGeographics.
The activities of EUREF are discussed and decisions are taken at the annual symposium. The last symposia have been attended by more than 120 participants coming from about 30 member countries of Europe. The results of EUREF are available in the symposia proceedings, which contain the presented scientific papers as well as national reports, resolutions and documentation. Current activities are led by the Governing Board (GB), formerly Technical Working Group (TWG), which is elected at the symposia and is meeting three times a year to manage current activities. The minutes of the GB meetings are published online together with the symposia proceedings.
ETRS89 is a Cartesian ECEF geodetic datum, in which Eurasian Plate as a whole is static. Within Europe, coordinates and maps based on ETRS89 are stable because temporal variations due to the continental drift are minimized. ETRS89 coincided with the global ITRS datum in 1989, hence the name. ETRS89 and ITRS diverge due to the continental drift at a speed about 2.5 cm per year.
EVRS is a zero-tidal gravity-related height reference system. It is realized by the geopotential numbers and normal heights of the United European Leveling Network (UELN). EVRS heights are computed in certain intervals from the latest measurements of the UELN participating countries. So far, three realizations of EVRS have been published: EVRF2000, EVRF2007 and EVRF2019. [1] "

Geodesy or geodetics is the science of measuring and representing the geometry, gravity, and spatial orientation of the Earth in temporally varying 3D. It is called planetary geodesy when studying other astronomical bodies, such as planets or circumplanetary systems. Geodesy is an earth science and many consider the study of Earth's shape and gravity to be central to that science. It is also a discipline of applied mathematics.
The geoid is the shape that the ocean surface would take under the influence of the gravity of Earth, including gravitational attraction and Earth's rotation, if other influences such as winds and tides were absent. This surface is extended through the continents. According to Gauss, who first described it, it is the "mathematical figure of the Earth", a smooth but irregular surface whose shape results from the uneven distribution of mass within and on the surface of Earth. It can be known only through extensive gravitational measurements and calculations. Despite being an important concept for almost 200 years in the history of geodesy and geophysics, it has been defined to high precision only since advances in satellite geodesy in the late 20th century.
The World Geodetic System (WGS) is a standard used in cartography, geodesy, and satellite navigation including GPS. The current version, WGS 84, defines an Earth-centered, Earth-fixed coordinate system and a geodetic datum, and also describes the associated Earth Gravitational Model (EGM) and World Magnetic Model (WMM). The standard is published and maintained by the United States National Geospatial-Intelligence Agency.
Amsterdam Ordnance Datum or Normaal Amsterdams Peil (NAP) is a vertical datum in use in large parts of Western Europe. Originally created for use in the Netherlands, its height was used by Prussia in 1879 for defining Normalnull, and in 1955 by other European countries. In the 1990s, it was used as the reference level for the United European leveling Network (UELN) which in turn led to the European Vertical Reference System (EVRS).
The National Geodetic Survey (NGS) is a United States federal agency based in Washington, D.C. that defines and manages a national coordinate system, providing the foundation for transportation and communication, mapping and charting, and a large number of science and engineering applications. Since its founding in 1970, it has been part of the National Oceanic and Atmospheric Administration (NOAA), a division within the Department of Commerce.
The International Terrestrial Reference System (ITRS) describes procedures for creating reference frames suitable for use with measurements on or near the Earth's surface. This is done in much the same way that a physical standard might be described as a set of procedures for creating a realization of that standard. The ITRS defines a geocentric system of coordinates using the SI system of measurement.
A geodetic datum or geodetic system is a global datum reference or reference frame for unambiguously representing the position of locations on Earth by means of either geodetic coordinates or geocentric coordinates. Datums are crucial to any technology or technique based on spatial location, including geodesy, navigation, surveying, geographic information systems, remote sensing, and cartography. A horizontal datum is used to measure a horizontal position, across the Earth's surface, in latitude and longitude or another related coordinate system. A vertical datum is used to measure the elevation or depth relative to a standard origin, such as mean sea level (MSL). A three-dimensional datum enables the expression of both horizontal and vertical position components in a unified form. The concept can be generalized for other celestial bodies as in planetary datums.
The European Terrestrial Reference System 1989 (ETRS89) is an ECEF geodetic Cartesian reference frame, in which the Eurasian Plate as a whole is static. The coordinates and maps in Europe based on ETRS89 are not subject to change due to the continental drift.
Satellite geodesy is geodesy by means of artificial satellites—the measurement of the form and dimensions of Earth, the location of objects on its surface and the figure of the Earth's gravity field by means of artificial satellite techniques. It belongs to the broader field of space geodesy. Traditional astronomical geodesy is not commonly considered a part of satellite geodesy, although there is considerable overlap between the techniques.
EUREF Permanent Network (EPS) is a European network of more than 300 continuously operating GNSS reference stations with precisely known coordinates referenced to the ETRS89. EPS is the key instrument in the maintenance of ETRS89 geodetic datum. The EPN stations collect continuously the observation data from high accuracy multi-GNSS receivers. The data is processed in the centralized way in a few data processing centres. EPS is created and maintained by a voluntary agreement of about 100 European agencies and universities. EPS activities are coordinated by EUREF.
The term benchmark, bench mark, or survey benchmark originates from the chiseled horizontal marks that surveyors made in stone structures, into which an angle iron could be placed to form a "bench" for a leveling rod, thus ensuring that a leveling rod could be accurately repositioned in the same place in the future. These marks were usually indicated with a chiseled arrow – specifically a broad arrow – below the horizontal line. A benchmark is a type of survey marker.
The North American Datum (NAD) is the horizontal datum now used to define the geodetic network in North America. A datum is a formal description of the shape of the Earth along with an "anchor" point for the coordinate system. In surveying, cartography, and land-use planning, two North American Datums are in use for making lateral or "horizontal" measurements: the North American Datum of 1927 (NAD 27) and the North American Datum of 1983 (NAD 83). Both are geodetic reference systems based on slightly different assumptions and measurements.
The North American Vertical Datum of 1988 is the vertical datum for orthometric heights established for vertical control surveying in the United States of America based upon the General Adjustment of the North American Datum of 1988.
An Earth ellipsoid or Earth spheroid is a mathematical figure approximating the Earth's form, used as a reference frame for computations in geodesy, astronomy, and the geosciences. Various different ellipsoids have been used as approximations.
In geodesy, surveying, hydrography and navigation, vertical datum or altimetric datum is a reference coordinate surface used for vertical positions, such as the elevations of Earth-bound features and altitudes of satellite orbits and in aviation. In planetary science, vertical datums are also known as zero-elevation surface or zero-level reference.
European Combined Geodetic Network (ECGN) is a research project aimed at high accuracy geoid determination. The purpose of ECGN is to connect the height systems obtained via geometric positioning by GNSS with gravity-referenced heights with a cm-level accuracy. The effects of the atmosphere, the oceans and time-dependent parameters of the solid Earth on the gravity field are investigated. ECGN uses the data of satellite gravity missions CHAMP, GRACE and GOCE to model the Earth's gravity field and is linked to other gravity-related projects. The ECGN is considered as a European contribution to the International Association of Geodesy (IAG) project Global Geodetic Observation System (GGOS). ECGN is managed by EUREF.
The International Association of Geodesy (IAG) is a constituent association of the International Union of Geodesy and Geophysics focusing on the science which measures and describes the Earth's surface, its rotation and gravity field.
The National Spatial Reference System (NSRS), managed by the National Geodetic Survey (NGS), is a coordinate system that includes latitude, longitude, elevation, and other values. The NSRS consists of a National Shoreline, the NOAA CORS Network, a network of permanently marked points, and a set of models that describe dynamic geophysical processes affecting spatial measurements. The system is based on the datums NAD 83 and NAVD 88.
The IERS Reference Meridian (IRM), also called the International Reference Meridian, is the prime meridian maintained by the International Earth Rotation and Reference Systems Service (IERS). It passes about 5.3 arcseconds east of George Biddell Airy's 1851 transit circle which is 102 metres (335 ft) at the latitude of the Royal Observatory, Greenwich. Thus it differs slightly from the historical Greenwich Meridian.
Vertical Offshore Reference Frames (VORF) is a set of high resolution surface models, published and maintained by the UK Hydrographic Office, which together define a vertical datum for hydrographic surveying and charting in the United Kingdom and Ireland.
