Renato V. Diaz (born December 18,1945),is a Filipino businessman, [1] [2] [3] economist and a former congressman [4] who represented the 1st District of Nueva Ecija from 1992 to 1998. [5] [6] He is the chairman and President of RVDIAZ Consultancy &Management Corporation,a consultancy firm specializing in facilitating foreign investments in the Philippines.
Diaz spent his elementary and high school days at San Beda College. He graduated cum laude and received the Dean's Award for Leadership and Academic Excellence from the same school with a Bachelor of Science in Commerce Major in Accounting degree.
He passed the CPA Board Examination and Career Service Professional Exam in 1967. While working for the First District of Nueva Ecija,House of Representatives,he had worked on earning an MBA degree from the Asian Institute of Management which he received in 1972. [7]

Diaz was a congressman of the First District of Nueva Ecija for two terms.
Diaz authored or co-authored 270 bills,112 of which have been passed into law. On his capacity as majority floor leader and party stalwart,he claims to be partly responsible for the economic turnaround caused by the Ramos Administration. Some of the major bills that he sponsored are the following:
Republic Act No. 8424 . Better known as The Comprehensive Tax Reform Program (CTRP). Millions of Filipino wage earners would receive significant tax breaks starting tax year 1998. Through this law,impoverished taxpayers could save up to one-month's take-home pay due to increased tax exemption levels. Also benefiting from this measure are millions of Overseas Filipino Workers whose income earned outside the Philippines would be totally exempt from taxes.
Republic Act No. 8435 . Also known as the Agricultural and Fisheries Modernization Act,RA 8485 allocates P120 billion spread over a period of seven years to finance various infrastructure projects and credit facilities for farmers and fisherfolk. Of this total,P6 billion would go to various irrigation projects throughout the country. This is the biggest allocation in the law,which aims to enhance agriculture production even with the onset of the El Niño phenomenon.
Congressman Diaz has also marshaled support for the construction of the P16 billion (US$400 million) Casecnan tunnel,dam and power generation plant. This project will not only irrigate year round the 100,000 hectares of agricultural land under the Upper Pampanga River System (UPRIS) but an additional 53,000 hectares of new area mostly in the First District of Nueva Ecija as well. It would also generate 300 megawatts of electricity.

Nueva Ecija,officially the Province of Nueva Ecija,is a landlocked province in the Philippines located in the Central Luzon region. Its capital is the city of Palayan,while Cabanatuan,its former capital,is the largest local government unit (LGU). Nueva Ecija borders,from the south clockwise,Bulacan,Pampanga,Tarlac,Pangasinan,Nueva Vizcaya and Aurora. The province is nationally known as the Rice Granary of the Philippines,producing the largest rice yield in the country.
Central Luzon,designated as Region III,is an administrative region in the Philippines,primarily serving to organize the 7 provinces of the vast central plains of the island of Luzon,for administrative convenience. Juan Edgardo "Sonny" Manalang Angara is a Filipino politician and lawyer serving as a Senator since 2013. He is also the chairman of Samahang Basketbol ng Pilipinas,the governing body of basketball in the Philippines. He had previously served as the Representative of Aurora's lone district from 2004 to 2013. His father,Edgardo Angara,was the Senate President from 1993 to 1995.

Casecnan Irrigation and Hydroelectric Plant is a dam diverting water from the Casecnan and Taan Rivers to the Pantabangan Reservoir through a 26-kilometre (16 mi) long tunnel located near Pantabangan and Muñoz in Nueva Ecija province of the Philippines. The multi-purpose dam provides water for irrigation and hydroelectric power generation while its reservoir affords flood control. It was considered one of the most expensive hydroelectric plants built in the country,being next only to San Roque Dam.

Bellaflor "Bella" Javier Angara-Castillo,simply known as Bella Angara,is a former member of the Philippine House of Representatives representing the lone district of Aurora. She previously served three consecutive terms as governor of Aurora province from 2004 to 2013. She was the third female governor of Aurora province. Prior to being governor,she served three consecutive terms as representative of the lone district of Aurora from 1995 to 2004. She was the first and so far the only woman in the history of the Philippine Congress to become House majority floor leader.
The Casecnan Protected Landscape is a protected area in the Casecnan River watershed of eastern Luzon in the Philippines. It has a total area of 88,846.80 hectares straddling the provinces of Nueva Vizcaya,Quirino and Aurora. The 57,930-hectare (143,100-acre) Casecnan River Watershed Forest Reserve was established in August 1987 by virtue of Executive Order No. 136 issued by President Corazon Aquino. In April 2000,the forest reserve was enlarged to 88,846.80 hectares and was reclassified as a protected landscape area through Proclamation No. 289. It is considered one of the last remaining substantial water sources for the region of Central Luzon.
The Pantabangan–Carranglan Watershed Forest Reserve is a conservation area located in the upper reaches of the Pampanga River in Nueva Ecija,Philippines,and borders the Sierra Madre and Caraballo Mountains in Aurora and Nueva Vizcaya. It encompasses 84,500 hectares of the drainage basin surrounding the Pantabangan Lake,an impoundment of the Pampanga River by the Pantabangan Dam. The multi-purpose dam is situated at the confluence of Pampanga River's two headwaters,namely the Pantabangan and Carranglan Rivers in the municipality of Pantabangan. It stretches above the dam site for 21 kilometres (13 mi) to where Carranglan River originates in the Caraballo on the north,and for 18 kilometres (11 mi) to where Pantabangan River originates in the Sierra Madre on the east. It is considered a critical watershed for the agricultural economy and hydroelectric power generation in the region of Central Luzon.
