Politics in Portugal operates as a unitary multi-party semi-presidential representative democratic republic, whereby the Prime Minister of Portugal is the head of government, and the President of Portugal is the non-executive head of state with several significant political powers they exercise often. Executive power is exercised by the Government, whose leader is the prime minister. Legislative power is primarily vested in the Assembly of the Republic, although the government is also able to legislate on certain matters. The Judiciary of Portugal is independent of the executive and the legislature. The President exerts a sort of "moderating power", not easily classified into any of the traditional three branches of government.
An electoral district, also known as an election district, legislative district, voting district, constituency, riding, ward, division, electorate, or (election) precinct, is a subdivision of a larger state created to provide its population with representation in the larger state's constituency. That body, or the state's constitution or a body established for that purpose, determines each district's boundaries and whether each will be represented by a single member or multiple members. Generally, only voters (constituents) who reside within the district are permitted to vote in an election held there. District representatives may be elected by a first-past-the-post system, a proportional representative system, or another voting method. They may be selected by a direct election under universal suffrage, an indirect election, or another form of suffrage.
The Assembly of the Republic, commonly referred to as simply Parliament, is the unicameral parliament of Portugal. According to the Constitution of Portugal, the parliament "is the representative assembly of all Portuguese citizens". The constitution names the assembly as one of the country's organs of supreme authority.

National remnant is an apportionment scheme used in some party-list proportional representation systems that have multi-member electoral districts. The system uses a Largest remainder method to determine some of the seats in each electoral district. However, after the integer part of the seats in each district is allocated to the parties, the seats left unallocated will then be allocated not in each electoral district in isolation, but in a larger division, such as nationwide or in large separate regions that each encompass multiple electoral districts.
