Ald. E. G. Barton was elected mayor, winning out over Ald. J. Hayes and Ald. E. Gardiner.

Ald. Frank Skinner of Hopetoun Ward was unable to ascend his seat after the elections, causing a vacancy which was to be filled via extraordinary election on the 23rd or 30th of December 1928. [5] [6]

Other aldermen included Ald. Fortescue, Ald. Levey, and Ald. Baxter. [6]

The 1928 New South Wales local government elections included the first election held for Willimbong Shire Council, which had been incorporated in January of that year. Following the election, Major John Dooley was elected Shire President by the inaugural council. [7]
