Richard Rhodes (born 20 April 1942) is a British politician and former teacher. From 2012 to 2016,he was the Conservative Cumbria Police and Crime Commissioner.
Rhodes was born on 20 April 1942. He was educated at Rossall School,a private school in Rossall,Lancashire. He studied at St John's College,Durham,and graduated with a Bachelor of Arts (BA) from the University of Durham in 1963. [1]
On 15 November 2012,Rhodes was elected the Police and Crime Commissioner for Cumbria Constabulary;he stood as the Conservative Party candidate. He is the first person to hold the post,and defeated Labour candidate Patrick Leonard. [2] In September 2015,he announced that he would not be seeking a second term and would stand down at the May 2016 PCC election. [3]
He did not seek re-election in the 2016 PCC elections and was succeeded by Peter McCall.
In April 2013 the Cumberland and Westmorland Herald newspaper ran a story about Richard Rhodes's spending of £700 on a chauffeur for two evening engagements in the Lake District in January and February. Four days after publication,Cumbria police arrested a number of Cumbria police staff over the alleged 'leak'. In October 2013 the Crown Prosecution Service announced that no criminal proceedings would be taken against one of the 'whistleblowers',Mrs Irene Brown. [4] (who was not allowed back in to her police staff role). He was forced to pay this money back when it appeared in the press,but was not prosecuted for theft and was allowed to remain in his position as commissioner despite misuse of public funds. [5]
Cumbria Constabulary is the territorial police force in England covering the unitary authority areas of Cumberland and Westmorland and Furness in the ceremonial county of Cumbria. Ronald William Ball is a former Warwickshire Police and Crime Commissioner (PCC),and the first person to hold the post. At the time of his election he was the only independent PCC not to have a background in policing. After a four-decade long career in aviation as an airline pilot on both commercial and cargo flights he was elected to the newly created office of Police and Crime Commissioner on 15 November 2012. One of his first acts in the post was to endorse an alliance with a neighbouring police force aimed at pooling resources and reducing overall costs. Although his role was a non-operational one,he requested a review of a police investigation into a motoring accident that left several people injured,citing public concerns over the incident. After it emerged that police officers who held a meeting with former Conservative Chief Whip Andrew Mitchell following his involvement in the Plebgate affair had not given a proper account of their conversation,Ball became caught up in the affair after criticising the findings of the Independent Police Complaints Commission (IPCC) which recommended the officers be disciplined. Ball did not contest the 2016 election for the post,and was succeeded by Philip Seccombe of the Conservative Party.

It includes all of the area of the historic county of Westmorland as well as the Furness district of historic Lancashire. It also incorporates a very small part of historic Yorkshire together with about a quarter of the area of the historic county of Cumberland.
