The director of national intelligence (DNI) is a senior,cabinet-level United States government official,required by the Intelligence Reform and Terrorism Prevention Act of 2004 to serve as executive head of the United States Intelligence Community (IC) and to direct and oversee the National Intelligence Program (NIP). All IC agencies report directly to the DNI. The DNI also serves,upon invitation,as an advisor to the president of the United States,the National Security Council and the Homeland Security Council on all intelligence matters. The DNI,supported by the Office of the Director of National Intelligence (ODNI),produces the President's Daily Brief (PDB),a classified document including intelligence from all IC agencies,handed each morning to the president of the United States.

The Office of Legal Counsel (OLC) is an office in the United States Department of Justice that assists the Attorney General's position as legal adviser to the President and all executive branch agencies. It drafts legal opinions of the Attorney General and provides its own written opinions and other advice in response to requests from the Counsel to the President,the various agencies of the Executive Branch,and other components of the Department of Justice. The Office reviews and comments on the constitutionality of pending legislation. The office reviews any executive orders and substantive proclamations for legality if the President proposes them. All proposed orders of the Attorney General and regulations that require the Attorney General's approval are reviewed. It also performs a variety of special assignments referred by the Attorney General or the Deputy Attorney General.
William Joseph Burns is an American diplomat who has served as director of the Central Intelligence Agency (CIA) in the Biden administration since March 19,2021. He previously served as U.S. deputy secretary of state from 2011 to 2014;in 2009 he served as acting secretary of state for a day prior to the Senate confirmation of Hillary Clinton. Burns retired from the U.S. Foreign Service in 2014 after a 32-year diplomatic career. From 2014 to 2021,he served as president of the Carnegie Endowment for International Peace.
Michael Vincent Hayden is a retired United States Air Force four-star general and former Director of the National Security Agency,Principal Deputy Director of National Intelligence,and Director of the Central Intelligence Agency. He also serves as a professor at the George Mason University –Schar School of Policy and Government. Hayden currently co-chairs the Bipartisan Policy Center's Electric Grid Cyber Security Initiative. In 2017,Hayden became a national security analyst for CNN.
Monica Marie Goodling is a former United States government lawyer and Republican political appointee in the George W. Bush administration who is best known for her role in the Dismissal of U.S. Attorneys Controversy in 2006. She was the principal deputy director of public affairs for the United States Department of Justice,serving under Attorneys General John Ashcroft and Alberto Gonzales. A Department of Justice investigation concluded that she had violated the law,but she was not prosecuted because she had been granted immunity in exchange for her testimony. The Virginia State Bar publicly reprimanded Goodling in May 2011 for having "improperly utilized political affiliation and other political considerations when making hiring decisions for career positions."

He was nominated for the position in September 2023 and confirmed by the U.S. Senate by a 50–17 vote on December 19,2023. He previously served as the general counsel to the Office of the Director of National Intelligence.
