The Office of Professional Responsibility (OPR), part of the United States Department of Justice (DOJ) and supervised by the FBI, is responsible for investigating lawyers employed by the Department of Justice who have been accused of misconduct or crime in the exercise of their professional functions.
The OPR was established in 1975 by order of then Attorney General Edward Levi, following revelations of ethical abuse and serious misconduct by senior DOJ officials during the Watergate scandal. The order directed OPR to "receive and review any information concerning conduct by a Department employee that may be in violation of law, regulations or orders, or applicable standards of conduct." OPR's primary mission is to ensure that DOJ attorneys perform their duties in accordance with professional standards.
The OPR promulgates independent standards of ethical and criminal conduct for DOJ attorneys, while the DOJ's Office of the Inspector General (OIG) has jurisdiction of non-attorney DOJ employees.
The OPR receives reports of allegations of misconduct made against DOJ attorneys from many sources. Nearly half of all such allegations are reported to OPR by DOJ sources, such as the attorney involved. [4] The remaining complaints come from a variety of sources, including private attorneys, defendants and civil litigants, other federal agencies, state or local government officials, judicial and congressional referrals, and media reports. OPR gives expedited attention to judicial findings of misconduct.
The OPR reviews each allegation and determines whether further investigation is warranted. The determination is a matter of investigative judgment that weighs many factors, including the nature of the allegation, its apparent credibility, its specificity, its susceptibility to verification, and the source of the allegation. A decision to open a matter does not give rise to a presumption of misconduct, nor shift the burden of proof to the accused person. The OPR's investigations involve a wide range of allegations, and the investigative methods used vary accordingly.
In many cases, the OPR notifies the accused attorney and requests a written response. Sometimes, the OPR also makes on-site investigations. The OPR reports the results of the investigation to the component head concerned and to the Office of the Deputy Attorney General. The OPR also advises the complainant and the accused attorney of its conclusion.

The United States Department of Justice (DOJ), also known as the Justice Department, is a federal executive department of the U.S. government that oversees the domestic enforcement of federal laws and the administration of justice. It is equivalent to the justice or interior ministries of other countries. The department is headed by the U.S. attorney general, who reports directly to the president of the United States and is a member of the president's Cabinet. Merrick Garland has served as attorney general since March 2021 to 2025. The acting attorney general is James McHenry.
The Ruby Ridge standoff was the siege of a cabin occupied by the Weaver family in Boundary County, Idaho, in August 1992. On August 21, deputies of the United States Marshals Service (USMS) came to arrest Randy Weaver under a bench warrant for his failure to appear on federal firearms charges after he was given the wrong court date. The charges stemmed from Weaver's sale of a sawed-off shotgun to an undercover federal informant, who had induced him to modify the firearm below the legal barrel length.
Inslaw, Inc. is a Washington, D.C.–based information technology company that markets case management software for corporate and government users. Inslaw is known for developing PROMIS, an early case management software system. It is also known for a lawsuit that it brought against the United States Department of Justice (DOJ) in 1986 over PROMIS, alleging that the Justice Department had dishonestly conspired to "drive Inslaw out of business 'through trickery, fraud and deceit'" by withholding payments to Inslaw and then pirating the software.

The Office of Legal Counsel (OLC) is an office in the United States Department of Justice that supports the attorney general in their role as legal adviser to the president and all executive branch agencies. It drafts legal opinions of the attorney general and provides its own written opinions and other advice in response to requests from the counsel to the president, the various agencies of the executive branch, and other components of the Department of Justice. The office reviews and comments on the constitutionality of pending legislation. The office reviews any executive orders and substantive proclamations for legality if the president proposes them. All proposed orders of the attorney general and regulations that require the attorney general's approval are reviewed. It also performs a variety of special assignments referred by the attorney general or the deputy attorney general.
On December 7, 2006, the George W. Bush administration's Department of Justice ordered the midterm dismissal of seven United States attorneys. Congressional investigations focused on whether the Department of Justice and the White House were using the U.S. attorney positions for political advantage. The allegations were that some of the attorneys were targeted for dismissal to impede investigations of Republican politicians or that some were targeted for their failure to initiate investigations that would damage Democratic politicians or hamper Democratic-leaning voters. The U.S. attorneys were replaced with interim appointees under provisions in the 2005 USA PATRIOT Act reauthorization.
The Office of the Inspector General (OIG) for the United States Department of Justice (DOJ) is responsible for conducting nearly all of the investigations of DOJ employees and programs. The office has several hundred employees, reporting to the Inspector General. Michael E. Horowitz has held the post since 2012.
Monica Marie Goodling is a former United States government lawyer and Republican political appointee in the George W. Bush administration who is best known for her role in the Dismissal of U.S. Attorneys Controversy in 2006. She was the principal deputy director of public affairs for the United States Department of Justice, serving under Attorneys General John Ashcroft and Alberto Gonzales. A Department of Justice investigation concluded that she had violated the law, but she was not prosecuted because she had been granted immunity in exchange for her testimony. The Virginia State Bar publicly reprimanded Goodling in May 2011 for having "improperly utilized political affiliation and other political considerations when making hiring decisions for career positions."
Bradley Joseph Schlozman is an American attorney who served as acting head of the Civil Rights Division of the United States Department of Justice under Attorney General Alberto Gonzales. A member of the Republican Party, Schlozman was appointed by Gonzales as the interim U.S. Attorney for the Western District of Missouri, replacing Todd Graves, and he assumed that office on March 23, 2006. In April 2007, Schlozman left the U.S. Attorney position to work at the Executive Office for United States Attorneys. He was succeeded by John F. Wood as US attorney.

The Executive Office for Immigration Review (EOIR) is a sub-agency of the United States Department of Justice whose chief function is to conduct removal proceedings in immigration courts and adjudicate appeals arising from the proceedings. These administrative proceedings determine the removability and admissibility of individuals in the United States. As of January 19, 2023, there were sixty-eight immigration courts and three adjudication centers throughout the United States.

Andrew George McCabe is an American attorney who served as the Deputy Director of the Federal Bureau of Investigation (FBI) from February 2016 to March 2018 and as the acting Director of the FBI from May 9, 2017, to August 2, 2017. He also serves as a professor at George Mason University's Schar School of Policy and Government. McCabe joined the FBI as a special agent in 1996 and served with the bureau's SWAT team. He became a supervisory special agent in 2003 and held management positions of increasing responsibility until he was appointed deputy director of the FBI in February 2016. McCabe became the acting Director of the FBI following James Comey's dismissal by then President Donald Trump, and served in that position until Trump's appointment of Christopher A. Wray. McCabe later departed from the FBI on poor terms with Trump. After leaving the Trump administration, McCabe has been a contributor at CNN since 2019.

Jeffrey Bossert Clark is an American lawyer who was Assistant Attorney General for the Environment and Natural Resources Division from 2018 to 2021. In September 2020, he was also appointed acting head of the Civil Division. In 2020 and 2021, Clark allegedly helped then-president Donald Trump attempt to overturn the 2020 presidential election. Clark's actions in that endeavor were reviewed by the District of Columbia Bar – the entity authorized by law to pursue attorney discipline and disbarment in the District of Columbia – which recommended discipline to the DC Court of Appeals in July 2022, and in August 2024 its Board on Professional Responsibility recommended a two year suspension of his law license. He was identified as an unindicted co-conspirator in the federal prosecution of Donald Trump over attempts to overturn the 2020 election. On August 14, 2023, he was indicted along with 18 other people in the prosecution related to the 2020 election in Georgia.
