Rodwell Roosevelt Adlai Williams CBE (born 29 September 1956) is a Belizean lawyer. [1] [2] [3] He is a name partner, along with Prime Minister of Belize and United Democratic Party leader Dean Barrow, in the Belize City law firm Barrow & Williams.

Major cases

Williams began working for Michael Ashcroft, Baron Ashcroft as a mortgage law expert in 1989. [4] In 2010, Williams successfully defended businessman Alfred Schakron against a lawsuit by politician Jose Coye alleging malicious prosecution; Coye was represented by Elson Kaseke. [5] [6] In 2011, Williams and Eamon Courtenay represented the Belize Association of Evangelical Churches and the Council of Churches in a joint effort with the Government of Belize to face off a constitutional challenge to Belize's sodomy laws by the United Belize Advocacy Movement, which was represented by Lisa Shoman. [7] In 2012, he defended Elvin Penner against an election petition filed by losing candidate Orlando Habet, who was represented by ex-PM Said Musa. [8]

Murder attempt

On the evening of 31 May 2010, Williams was shot while walking from his office to his vehicle. Williams and the office security guard exited the building together at about 7:20 pm; the two were walking along Albert Street East when they were approached by two men on bicycles. [9] Both assailants alighted from their bicycles, and one tackled the security guard while the other pointed a firearm at Williams. Williams was shot in the abdomen, and was rushed to Belize Healthcare Partners for surgery to extract the bullet. [10] Williams had already lost four litres of blood by the time he arrived for surgery, and had suffered damage to his duodenum, inferior vena cava, and large intestine. He received enormous blood transfusions to keep him alive, and by the end of his third surgery had bled an additional six litres. Surgeons stated that most people would not live beyond three minutes after being shot in that manner, but Williams was able to cling to life and survive surgery. [11]

Two men were charged with the attempted murder: Ricky Valencia and Akeem Thurton. While awaiting trial and out on bail, Valencia was again arrested on charges of handling stolen goods. [12] Valencia and Thurton were the first suspects to be tried in the new "fast-track court" without the benefit of a jury. [13] Director of Public Prosecutions Cheryl Taitt represented the Government of Belize. [10] Valencia and Thurton came before the Chief Justice Kenneth Benjamin on the charges in early February 2012, but the case was adjourned because both defendants were still trying to get lawyers. [13] While awaiting the resumption of the trial, Valencia was shot dead on 22 February while driving on Caesar Ridge Road. Police suspected his death was related to a dispute over the proceeds of a bank robbery in which he was allegedly involved. [14]

Valencia's death left Thurton to stand trial alone for the attempt on Williams' life. It would be the first trial without jury in Belize. Thurton in the end was unable to obtain legal representation and appeared as a litigant in person. During the trial, he claimed that it was Valencia and not himself who had shot Williams; however, Williams refuted this. [10] Justice Benjamin did not believe this either, and found Thurton guilty of the attempted murder. Thurton's sentence was announced on 30 March 2012: 15 years in prison. Benjamin stated that he had taken into account that Thurton had a family depending on his income as a fisherman, but also considered several aggravating factors such as his use of a firearm, and given the premeditation shown by lying in wait to ambush Williams the possibility that it was a murder for hire. [15]

Personal life and education

Williams was born in Belize City. He did his first degree in Economics at the Kingston, Jamaica campus of the University of the West Indies (UWI), and then a LL.B. at UWI Barbados. [3] He went on to complete a Legal Education Certificate at the Norman Manley Law School in Jamaica, graduating in 1984. [16] He is married to Felice Williams. [11] In the New Year Honours 2009 Rodwell was appointed as a Commander of the Order of the British Empire. [2]

Dean Oliver Barrow, SC PC is a Belizean politician who served as prime minister of Belize from 2008 until 2020. Also serving as the leader of the United Democratic Party (UDP). An attorney by profession, he served as Deputy Prime Minister and Minister of Foreign Affairs from 1993 to 1998 and was Leader of the Opposition from 1998 until the UDP won the February 2008 election. <i>Amandala</i>

Amandala is a Belizean tabloid newspaper; published twice weekly, it is considered the "most widely circulated newspaper in Belize". It was established on 13 August 1969 as the print organ of the now-defunct United Black Association for Development (UBAD), but has been politically independent since the mid-1970s. Its offices are located at 3304 Partridge Street in Belize City.

2008 Belizean general election

General elections were held in Belize on 7 February 2008. Beginning with this election, Belizeans elected 31 members to the House of Representatives of Belize instead of 29. In what was considered an upset, the opposition United Democratic Party (UDP) won the election with 25 out of 31 seats; the ruling People's United Party won six.

Michael Kwame Finnegan is a Belizean politician and a member of the United Democratic Party. He is currently Minister of Housing and Urban Development in Prime Minister Dean Barrow's cabinet. He is a member of the House of Representatives, representing the Mesopotamia Electoral Division in Belize City. Finnegan hosts the television show Mek Wave and Lik Road.

LGBT rights in Belize

Lesbian, gay, bisexual, and transgender (LGBT) persons in Belize face legal challenges not experienced by non-LGBT citizens. Same-sex sexual activity was decriminalized in Belize in 2016, when the Supreme Court declared Belize's anti-sodomy law unconstitutional.

Wilfred Elrington Belizean politician

Wilfred Peter "Sedi" Elrington is a Belizean politician who has been the Foreign Minister of Belize since 2008.

Elvin Penner is a Belizean politician who served in the House of Representatives from 2008 to 2015 representing the Cayo North East constituency. He is a member of the United Democratic Party. Penner was the first Belizean Mennonite elected to national office.

Edmee Yolanda Schakron-Rodríguez is a Belizean activist and People's United Party candidate, best known as the aunt of murder victim Chris Galvez and a founder and president of Belizeans For Justice. Schakron was briefly the PUP standard bearer for the Lake Independence House constituency in 2012, but her candidacy was disallowed due to her dual citizenship at the time in Belize and the United States, after which she renounced U.S. citizenship. Schakron was the unsuccessful PUP nominee for Mayor of Belize City in 2015.

John Troadio Gonzalez is a justice of the Supreme Court of Belize.

The Solicitor-General of Belize is a law officer of the government of Belize, subordinate to the Attorney-General of Belize. The office is defined briefly by the Constitution of Belize, which mentions it as one of the ex officio members of the Public Services Commission. In 1999, after Gian Ghandi was removed from the SG position, the role's responsibilities were revised; in particular, court administrative and financial functions were transferred to the Permanent Secretary of the Attorney-General's Ministry, while law drafting became the responsibility of the Office of Parliamentary Counsel, then Elson Kaseke. From 2008 to 2009 the office of Solicitor-General was vacant, leading to criticism of PM Dean Barrow.

Chayben Abou-Nehra, also referred to as Ben Bou-Nahra, was a Belizean businessman. He had a variety of business activities, including as a 10% shareholder in Miles Tropical Energy, which had various petroleum concessions off the coast near Dangriga. He was a controversial figure both in life and in death. Charged with manslaughter after killing a man in September 2005, he absented himself from Belize at a time when the charges were upgraded to murder, returned when the charges were downgraded to manslaughter, and then walked free in 2007 when witnesses against him refused to testify. Late the following year he was found dead in his hotel room of a gunshot wound, in what may have been a suicide.

Fouad "Alfred" Schakron was a Belizean businessman and the ex-husband of People's United Party political hopeful Yolanda Schakron. He was murdered in broad daylight outside a Belize City gym, leaving police mystified as to the motive or the identity of the killers.

2020 Belizean general election

General elections were held in Belize on 11 November 2020 to elect the 31 members of the House of Representatives. Nomination day was 21 October.

Belize National Dance Company is a Belizean cultural preservation organization which strives to represent Belize and its many ethnic groups in classical, contemporary and traditional folk dancing.
