Rozali bin Ismail is a Malaysian Malay businessman. He is the founder and Executive Chairman of Puncak Niaga Holdings [1] and the Executive Chairman of Syarikat Bekalan Air Selangor (SYABAS), [2] a water concession company taken over by the government of Selangor in 2017. [3] He is also the President of the Malay Business Association of Selangor (DPMMS). [4]

Financials

Bin Ismail was listed as one of the 40 richest men in Malaysia in 2011 [3] with an estimated net worth of $155 million. [5] His lucrative remuneration packages, RM 5.1 million in 2009 and a whopping 33.4 million in 2012, drew public ire given the unsatisfactory level of water services in Selangor. [6] [7]

Puncak Niaga

Puncak Niaga was founded by Bin Ismail in the 1990s. [8] The company orchestrated early water concession in Kuala Lumpur. Ismail's ties to Selangor politicians enabled him to facilitate public-private partnerships and influence the decision to employ a three-stage water treatment scheme in the region. [9]

Puncak Niaga is the parent company of SYABAS. [3] In October 2015 both companies were taken over by the Selangor state government. [10]

In 2018 Syarikat Pengeluar Air Sungai Selangor (SPLASH) filed a suit against SYABAS, claiming RM 4.22 billion in outstanding receivables. According to the chairman of the Malaysian Chinese Association (MCA), Tan Gim Tuan, since the government took over, Syabas had reported massive annual losses every year. He further claimed that the suit could bankrupt the whole state. [11]

Rozali bin Ismail was the President of the Water Association of Selangor, Kuala Lumpur & Putrajaya and the Deputy President of the Malaysian Water Association. [12] He was also the treasurer of United Malays National Organisation (UMNO) Selangor and UMNO Hulu Selangor Division and a Selangor State Representative at the Malay Chamber of Commerce. [4] and Selangor State Representative at the Malay Chamber of Commerce. [13]

Rozali is the adviser for the Sultan Idris Shah Polytechnics. [14] He is the Chairman of Gabungan Wawasan Generasi Felda (GWGF)—–a group of 14 non-government organizations that speak for settlers and their families nationwide, estimated at some 600,000 people. In 2017, he called to disclose the identity of those responsible in the land ownership transfer, to reveal the identities of those involved in the suspicious RM200 million sale of Felda's land in Jalan Semarak. [15] In 2018, bin Ismail announced that GWGF would continue to support the Barisan Nasional Party and the United Malays National Organization Government in Malaysia's 14th general election. [16]

His appointment as a deputy minister in December 2023 is rare in Malaysian politics since he was a former federal minister in the Muhyiddin cabinet back in March 2020. This has rarely happened in the Malaysian politics. He is one of the three deputy ministers who were previously a federal minister alongside M. Kulasegaran and Noraini Ahmad.

The 2010 Air Untuk Rakyat rally was a rally held in Kuala Lumpur, Malaysia, on 5 December 2010. The rally organiser, the Air Untuk Rakyat movement and federal opposition Pakatan Rakyat, had called the protest regarding the privatisation of water management in Selangor state which surrounds the capital, Kuala Lumpur and the federal government's bailout of SYABAS, a water distribution firm controlled by associate of the UMNO-led federal government crony Rozali Ismail. A secondary objective of the rally was to hand over a petition with over 250,000 signatures to the King Tuanku Mizan Zainal Abidin to intervene against the privatisation of the water services in the state at the Istana Negara.

Water supply and sanitation in Malaysia is characterised by numerous achievements, as well as some challenges. Universal access to water supply at affordable tariffs is a substantial achievement. The government has also shown a commitment to make the sector more efficient, to create a sustainable funding mechanism and to improve the customer orientation of service providers through sector reforms enacted in 2006. The reform creates a modern institutional structure for the water sector, including an autonomous regulatory agency, an asset management company and commercialised state water companies that have to reach certain key performance indicators that will be monitored by the regulatory agency. The government has also stated its intention not to embark on new private sector contracts for water provision, after a bout of such contracts during the 1990s showed mixed results.

The 2014 Negeri Sembilan and Selangor water crisis was a water crisis that began in the Malaysian states of Negeri Sembilan and Selangor and lasted from February to August 2014. Its roots can be traced to hot and dry climatic conditions in Peninsular Malaysia in early 2014, but other factors, including water infrastructure problems and political deadlock in negotiations between the government and private water concessionaires also played central roles. It was the worst water crisis in the state since the 1998 Klang Valley water crisis.

Mohd Isa bin Abdul Samad is a Malaysian politician. He was the longest serving Menteri Besar of Negeri Sembilan for 22 years from April 1982 to March 2004 and was a Minister of Federal Territories (2004–2005). Isa was a member and former vice-president of United Malays National Organisation (UMNO), a component of the Barisan Nasional (BN) coalition until 2018 when he quit to become an Independent.
